我国放宽留学生赴华签证政策

China has eased border entry restrictions for international students and business travelers starting on Wednesday as part of broader steps to facilitate greater cross-border travel and exchanges more than two years after the start of the COVID-19 pandemic.

新冠肺炎疫情暴发两年多后，我国从24日开始放宽对国际学生和商务旅行者的入境限制，这是促进跨境旅行和交流而采取的措施。

China's embassies in a number of nations have announced the new policy that resumes the issuance of visas for international students receiving academic education in China, known as the X1.

部分国家的中国驻外使馆已经宣布为在中国接受国际教育的国际学生恢复发放X1签证。

Applicants can apply for the X1 visa by submitting the Visa Application for Study in China form and an admission letter or certificate for returning to campus issued by Chinese institutions, according to a statement issued by the Chinese embassy in Pakistan.

中国驻巴基斯坦大使馆声明显示，申请人可以通过提交中国留学签证申请表和中国机构出具的入学信或返校证明来申请X1签证。

Under the latest policy, foreign students with valid residence permits for study can enter China without requiring a visa starting from Wednesday.

根据最新政策，从24日起，持有有效学习居留许可的外国学生无需签证即可进入中国。

The visa-free policy will also apply to holders of the APEC Business Travel Card, a travel document issued to business travelers who are citizens of APEC participating economies. The document eliminates the need for its holder to possess a visa when visiting other APEC economies.

免签证政策也适用于亚太经合组织商务旅行卡（APEC Business Travel Card）持有者，该卡是发给亚太经合组织成员国商务旅行者公民的旅行证件。文件免除了持有人在访问其他亚太经合组织经济体时持有签证的必要性。

China requires those arriving from abroad undergo a 7-day quarantine at a hotel and 3-day health monitoring at home as part of measures to prevent imported COVID-19 cases.

为了预防输入性新冠肺炎，中国要求从国外入境的人在酒店接受7天的隔离，并在国内接受3天的健康监测。

New Zealand has launched its final International Education Strategy for 2022-30 following consultations earlier this year.

Since the final document was released, ENZ has reported that New Zealand’s education providers’ fees from international students had dropped by $250 million in 2020, compared to 2019 when international students contributed $1.2 billion in fees, and $610m less in 2021.

ENZ报告称，与2019年国际学生缴纳的12亿美元费用相比，2020年新西兰教育机构向国际学生收取的费用减少了2.5亿美元，2021则减少了6.1亿美元。

Immigration New Zealand reported to RNZ that, when borders fully opened on July 31, there were just 14,639 international students with valid study visas in New Zealand, fees in 2022 are expected to be even lower.

Prospective tertiary student visa applicants will need $20,000 per annum rather than the previous $15,000 and prospective international school students will need $17,000, although length of studies could change the requirements.

Students will need to pay tuition fees for the first year, or first program of study (whichever is the shorter).Students transitioning to post-study work visas from 11 May will also need to show funds of $5,000.

University tuition fee rise in UK would deter disadvantaged students from applying, education leaders warn.

A battle over tuition fees is on the horizon after education leaders warned that universities’ desires to increase the £9,250 yearly rate could exclude disadvantaged students.

教育领导人警告说，英国大学希望提高每年9250英镑的学费红利水平，这对处于弱势地位的学生来说并不利。

University vice-chancellors have said that fees need to be raised for domestic students in order to keep running, according to The Sunday Times. They warn they are increasingly forced to offer places to overseas students – who pay thousands of pounds more a year to attend than their British counterparts – to bolster their incomes.

据《星期日泰晤士报》报道，大学副校长们表示，为了让国内学生的申请保持正常，需要提高学费。警告称，大学被迫增加国际生。因为比之本土学生，国际生要每年支付数千英镑多的费用，这可以增加大学的收入。

Geoff Barton, general secretary of the Association of School and College Leaders, said: “We would be extremely concerned about any big rise in university tuition fees, particularly in terms of disadvantaged young people and the potential to deter them from applying for university courses.”

The Education Policy Institute said higher education funding is in need of a shake-up due to inflationary pressures and the growing imbalance between international and domestic students.
