爱尔兰政府将资助学生住房
Irish government to fund student housing
据12月14日PIE消息，爱尔兰政府将为新建学生公寓提供资金，此前有警告称，该国住房短缺导致一些学生无家可归。
According to PIE on December 14,the Irish government will fund the construction of new student housing, following warnings that the country’s housing shortages are leaving some students homeless.
在已经获得规划许可，但因建设费用增加而停滞不前的地区，将通过建设工程，在短期内提供667个床位。
Some 667 new beds will be delivered in the short-term via building projects in areas where planning permission has already been granted but development has been stalled by increasing construction costs.
建筑工作将在利默里克大学、梅努斯大学和高威大学进行，并与都柏林城市大学和都柏林大学学院进行进一步的项目合作。
Building work will take place across the University of Limerick, Maynooth University and University of Galway with further work on projects ongoing with Dublin City University and University College Dublin.

This is the first time the Irish government has invested money in building student accommodation and it said the funding has been provided in return for “affordability commitments” on rent.

Some €32m will be invested, according to the minister.

At the start of the 2022/23 academic year, the Irish Council for International Students experienced a 86% rise in the number of queries it had received about housing problems, while the Irish police warned that accommodation fraud targeting students was on the rise. （See below for details）

Ireland’s housing minister met with ICOS and the Union of Students in Ireland earlier this week to discuss concerns around accommodation.

Speaking to the PIE in September, ICOS president Laura Harmon called on the government to develop a national student accommodation strategy.

“The reliance on the private market to deliver accommodation has not worked,” she added.

The government has now also approved investment in preparing technological universities to build student accommodation, which will include assessing regional needs and vacant stock.

Back in September, international student housing in Ireland was reported.
爱尔兰国际学生委员会警告称，住宿短缺正导致学生中无家可归、诈骗和过度拥挤的现象增加。
The Irish Council for International Students has warned that accommodation shortages are leading to an increase in homelessness, scams and overcrowding among students.
该学生支持组织表示，今年到目前为止，他们收到的有关住房问题的咨询数量增加了86%，而上个月，由于住宿欺诈案件的增加，爱尔兰警方敦促学生保持警惕。
The student support group said that it has seen a 86% rise in the number of queries it has received so far this year about housing problems while, last month, Irish police urged students to be wary following an increase in accommodation fraud.

Student associations have previously called on the government to act on housing shortages in Ireland and Laura Harmon, executive director of ICOS, said that the crisis is now “worse than ever”, blaming a lack of supply, high rental costs and “ineffective regulations”.

“The reliance on the private market to deliver accommodation has not worked,” Harmon said, calling for investment in “large-scale capital projects”.

Harmon warned that international students are particularly vulnerable due to limited knowledge of local rental markets.

It comes as a South American student living in Ireland was reportedly asked for intimate pictures by her landlord.

According to police, approximately 50% of reported incidents of accommodation fraud occur in Dublin.
官员们敦促学生警惕社交媒体广告，只使用经过认可的中介，而ICOS建议外国学生避免电子资金转账，不要支付现金。
Officers have urged students to be wary of social media adverts and to only use recognised letting agents, while ICOS advises foreign students to avoid electronic fund transfers and never hand over cash.

ICOS also called on the government to publish a progress update on the country’s 2017 student accommodation strategy and to share its new International Education Strategy.

The Irish government is encouraging homeowners to consider renting out their spare rooms to help alleviate the shortage.

驻爱尔兰大使馆官网12月14日显示，随着圣诞、元旦、春节假期临近，爱尔兰部分社区盗抢钱包、手机等财物的案件明显增多。中国驻爱尔兰使馆特别提醒所有旅爱中国公民、留学生提高警惕，加强防范：
一、及时关注当地社会新闻特别是治安新闻，了解生活、工作场所周边治安情况，注意人身财产安全，妥善保管个人财物和身份证件，留存护照、签证复印件以备不时之需，增强自我安全防范意识。
二、外出及居家时注意安全防范。避免随身携带或在居所存放大量现金，购物时尽量使用银行卡；去银行或ATM取款机办理业务请选择白天人多时间，并注意周围情况，保持警惕。
三、冬季天黑较早，尽量避免夜间和清晨外出，尤其避免独行或去偏僻地方。
四、乘坐公共交通工具或在公共场所用餐、在景区拍照时，谨慎同陌生人搭话，外出时保管好钱包、手机等随身财物，将行李箱或手提包放在视线可及范围内，避免随意在地上放置手提包。
五、如不幸遭遇盗抢，应沉着冷静，以自身人身安全为重，及时报警。
