"11月20日星期五，BC省又更新了前一天发布的新封锁令，将口罩强制令的应用范围进一步扩大至公寓楼的走廊、电梯、大堂等一切公用空间。一言以概之就是：戴就完事了。

BC省最新的封锁令在11月20日凌晨就开始生效了，一直到12月7号。省卫生官邦妮·亨利说，在与商超和企业的洽谈过后，省府对这次的封锁令做出了更加具体和详细的界定，以帮助执行的商企和个人减少误解和困惑。
下面我们来具体看看新禁令在不同场合下的具体规定吧。
旅行
除去必要旅行（工作、就医、上学）外，以休闲或社交为目的的旅行需要取消。民众最好不要离开自己所在的社区，比方说你家住在高贵林，想去列治文餐馆吃饭之类的，就应该取消。哪怕是你家有亲戚住在惠斯勒或者托菲诺，这个时候也不应该去串门。
但是亨利卫生官说，这项限令并不是“公共卫生禁令”，也没有措施强制执行，也就是说不会有人监督和罚款，依然是靠省民自觉遵守。关于劝外省人不要来BC省的限令，也不是正式的法规，仅为规劝。
口罩
这次的更新，最具有普遍约束力的就是口罩，亨利卫生官说，从即日起省内一切室内公共场所都需要佩戴口罩，无论是店员还是顾客，都需要遵守。这些场所具体为：
商场和购物中心
杂货店
咖啡店
宾馆的公用空间（走廊、大堂、餐厅等）
图书馆
服装店
卖酒的商店
药店
社区中心
娱乐中心
市政厅
在餐馆和酒吧尚未就座时（包括进出餐馆、使用卫生间时）
办公场所的公用空间内（包括员工厨房、走廊、电梯、会议室、客服、休息室等）
以下情况可以不戴口罩：
在餐厅就座后
在自己的办公桌前
坐在配备有机玻璃格挡的柜台后，且独自一人时
该限令也同样不适用于2岁以下及无法自行摘戴口罩的人群。
社交聚会
省民不要在室内同非直系亲属聚会，室外散散步倒是可以的。独居的人可以和一两个朋友见面，但是不要开party。
此前BC的紧急封锁令要求民众聚会的人数限制是50人，目前这项禁令依然有效，只不过在新禁令下，餐馆现场演奏音乐、会议和其他聚会形式将被取缔。
虽然限制更严格了，但并不是说就完全不能去亲戚家，如果你亲戚家篱笆坏了向你求助，还是可以去帮忙的。另外需要亲戚帮忙接送小孩放学的家庭也不受禁令影响。无论是请人来家里打扫还是安装锅炉等服务，只要提前准备好相应的防疫措施，均不受此项禁令的影响。
教会活动
在19号的发布会上，刚开始是要求民众取缔任何形式的宗教集会的，但是随后省府进行了更正，对于10人以内的葬礼、婚礼或是洗礼，只要没有宴客活动都是可以进行的。亨利说之所以格外严格限制宗教场所的活动就是因为已经在类似场所发生了多起传播事件。
健身场馆
温哥华对一些室内团体健身课程的禁令已被修改，并扩大到全省。亨利说：“高温瑜伽、动感单车等这些高强度的间歇性训练，因为通风等问题已经成为传播的重灾区，因此必须停掉。不过其他强度较小的室内运动项目如舞蹈，还可以继续进行，前提是使用最新更正过的防疫指导。”据Vancouver Sun报道，新的防疫措施将于近日公布，并且不需要得到政府批准。
餐馆、超市、美发、美容等其他场所
根据新封锁令，这些场所仍将开放，但是员工在工作和服务顾客时将必须严格遵守新的口罩禁令。亨利说，目前发现的传播事件基本都发生在员工下班后的社交中，或者员工私下的聚会导致彼此传染，而员工与所服务的顾客之间却并未出现传播事件，说明此前的防疫措施依然有效。
酒吧、夜店
现有的限制措施依然适用，但是因为外界频频质疑酒吧夜店的传播风险，亨利卫生官表示会制定和跟进新的防疫措施。“我们将把重点放在监督执行的层面，如果在这个过程中遭遇阻力，这些场所将不得不关停，”亨利卫生官放出狠话。
工作场所
关于工作场所的防控重点，亨利卫生官只说了一句话：“我们关注的重点是，让雇主暂停强制要求员工返回办公室上班，现在我们需要让员工们尽可能待在家里。”
体育赛事
关于体育赛事的防疫规定，BC省目前仍停留在第三阶段：只保留部分比赛，并以小组的形式展开，逐步过渡到对抗性体育竞技项目。参与比赛的选手也最好不要拼车搭车赶往赛场。而且无论室内还是室外的体育竞赛项目都不允许有人观赛。选手也别跨区参赛，尽量原地不动。
学校
大温家长们最关心的停课问题并没有像预期那样出现在这次的封锁中。但是亨利承诺会组建一个特别行动组，专门针对学校的暴露和感染事件进行响应。“我们的目标就是确保安全的同时不要停课。”亨利卫生官一句话总结了当前学校防疫的工作重点。
但是在19日下午的汇报中，在谈到让年轻人们承担起社会责任，积极配合防疫时，亨利卫生官一度哽咽。
虽然她温柔坚定的语气让疫情中倍感疲劳的人们感到稍许宽慰，但是，动员孩子们去承担社会责任难道不是政策制定者的悲哀吗？早点承认口罩有用，是不是不用走到这一步？而且口罩在学校内也依然不是强制的。
就在20号CTV新闻公布的最新数据，仅素里学区就又有19所学校曝出“暴露”事件，根据BCCDC的定义，与确诊不同，“暴露”事件一般是指无法追踪到具体的密切接触者时，才公布与众。
而亨利卫生官也承认，BC省的接触追踪系统已经濒临崩溃，很快将无法有效追踪到潜在的感染者。
