境外回国人员输入病例中未参加基本医保的人员，医疗费用原则上由个人负担。
根据3月15日上海市疫情防控工作领导小组新闻发布会上，关于境外回国人员新冠肺炎输入病例医疗费用支付问题有关政策明确如下：

一是境外回国人员输入病例中参加基本医疗保险的人员，在基本医保、大病保险、医疗救助等按规定支付医疗费用后，个人负担部分财政给予补助。

二是境外回国人员输入病例中未参加基本医疗保险的人员，医疗费用原则上由患者个人负担。参加了商业健康保险的人员，由商业保险公司按合同支付。
对境外回国人员输入病例中未参加基本医疗保险、确有困难的人员，经认定符合条件的，可按照法律法规给予医疗救助。
2月7日，市人大常委会通过《上海市人民代表大会常务委员会关于全力做好当前新型冠状病毒感染肺炎疫情防控工作的决定》第十一条规定，“个人有隐瞒病史、重点地区旅行史、与患者或疑似患者接触史、逃避隔离医学观察等行为，除依法严格追究相应法律责任外，有关部门还应当按照国家和本市规定，将其失信信息向本市公共信用信息平台归集，并依法采取惩戒措施。”

In principle, the medical expenses shall be borne by individuals who do not participate in the basic medical insurance among the imported cases of overseas returnees.
According to the press conference of the Shanghai Leading Group for Epidemic Prevention and Control on March 15, the relevant policies on the payment of medical expenses for imported cases about the COVID-19 of overseas returnees are as follows:

First, for those who participates in the Basic Medical Insurance in the imported cases, after paying the medical expenses according to the regulations for the Basic Medical Insurance, Serious Illness Insurance and Medical Assistance, they shall acquire relevant financial subsidies.

Second, for those who do not participate in the Basic Medical Insurance in the imported cases, the medical expenses shall be borne by the patients themselves in principle. Those who participate in the commercial health insurance shall be paid by the commercial insurance company according to the contract.
For those who do not participate in the basic medical insurance and also have difficulties in payment may be given medical assistance in accordance with laws and regulations if they are found to be qualified.
On February 7, the Shanghai Municipal People's Congress Standing Committee adopted Decision on Novel Coronavirus Infection Pneumonia and Prevention and Control.The eleventh rule of it stipulates that if an individual has the behaviors of concealing medical history, travel history in key areas, contact history with patients or suspected patients, evading isolation medical observation, etc., in addition to strictly investigating the corresponding legal liabilities according to law, the relevant departments shall also collect the dishonest information to the public credit information platform of the city in accordance with the provisions of the state and the city, and take disciplinary measures according to law.
