重大信号!美国紧急撤侨,中囯为何要保持战略警觉?

4月3日,美国国务院领事事务局发布推文,呼吁在海外的美国人尽快回国,“美国国务院敦促美国人不要延期回国。可能很快所有交通工具都无法使用。”美国务院领事事务局在附图上写着“美国公民现在应该制定回国计划”,还特别用加粗字体对“现在”表示强调,推文链接了美国国务院领事事务局官网3月31日发布的全球4级健康警告——不要旅行。该警告称,美国国务院建议美国公民避免所有国际旅行。居住在美国的美国公民应立即安排返回美国,除非他们准备无限期留在国外。

据美国驻华使馆网站发布的消息称,国务卿蓬佩奥表示,“在美国国务院230年的历史中,这是我们第一次在世界范围内开展跨如此地域规模和复杂程度的撤离。美国公民的安全是我们的首要优先事项。短短两周内,美国国务院已帮助3万余名美国人返家。我们还将继续全天候工作,帮助我们希望返回美国的公民返家。”
从这两名则消息可以看出,美国的这次撤侨行动很不简单,按照美国国务卿蓬佩奥的说法,“在美国国务院230年历史中,第一次在世界范围内开展跨如此地域规模和复杂程度的撤离。”这是否暗示,这是美国认为当前国际形势是美国历史上极为罕见的,美国要么是嗅到了全球范围对所有美国公民构成威胁的气息,要么是美国准备采取某种重大行动,而这一重大行动对所有美国海外公民会造成重大威胁。

以前我们只见过某个国家针对某个国家或某个地区可能或已经发生的重大灾难性事件做出国家应对行动,比如中国就曾在2011年针对利比亚动乱而采取大规模撤侨行动,共撤离36000多名中国公民。但某个国家进行全球性大范围大规模撤侨行动我们还从未见过,这种行动会让人产生许多想象空间。

美国的这次全球撤侨行动的起因是什么?是因为全球范围大爆发的新冠肺炎疫情?然而当前全球疫情最严重的国家正是美国,截至4月4日,全球确诊感染病例超过100万例,美国就有接近30万例,几乎占了三分之一,而且美国还只是疫情爆发初期,更严重的时刻还没有到来,要说最全球最危险最不安全的地方就是美国,这个时候将在全球各国的美国公民撤回国内,真的是认为美国比其它国家更安全吗?何况现在中国已经控制住了疫情,是世界上最安全的国家,新加坡、韩国、日本这些美国盟友的疫情也控制得比较美国更好,比美国更安全,为什么美国撤侨行动没有排除这些国家呢?这个时候或许中国采取从美国、欧洲大规模撤侨的国家行动或许更能够让人理解,更加顺理成章,可现在这么做的不是中国而是美国,真的是美国更关心美国人的生命安全吗?

美国国务院230历史上第一次这么大规模撤侨行动一定有什么更大的到现在仍然不为人知的原因,按美国说法的第二条“可能很快所有交通工具都无法使用”,其实现在美国已经主动与包括中国、欧洲国家在内的许多国家中断了飞机航线,这个时候要求所有美国公民返回美国,是因为将来美国可能与全球所有国家中断交通吗?这似乎也不是美国国务院成立230年来第一次这么大规模撤侨的充分理由。

现在美国国内疫情失控,确诊病例和病死率都在大幅上升,股市大幅下跌,失业率创历史新高,经济衰退加重,美国从总统特朗普到国会都并没有对肆虐于美国的疫情给美国民众生命带来的威胁看得很重,一直都选择救经济救金融救股市而不是选择救美国人的生命,对美国人生命安全的漠视一直是美国政客的正常心理,从特朗普轻描淡写地称“这次疫情如果能将死亡人数控制在10万就算很好的了”,似乎也并没有对美国公民的生命看得多重,现在突然要从全球范围大规模撤侨,真的是为了美国公民的生命安全?

中国人常说,“事出反常必有妖”。很可能美国人想干的这件事是对全球都是极大威胁的事,这件事将使全球各地的美国公民遇到更大的威胁,这将使在国外的安全风险要比在国内的安全风险高很多,否则美国国务院怎么会在230年的历史上破天荒地要将全球的美国公民都撤回到美国本土呢?或许这才是让人细思极恐的事。

考虑到这次新冠病毒的蹊跷来源,考虑到新冠疫情在中国爆发后西方世界认为这是针对黄种人的病毒的认知,考虑到中国已经战胜疫情而美国疫情已经失控的状况,考虑到美国经济衰退日趋加重、美国社会不稳定因素增加,考虑到中国作为全球第二大经济体对美国霸权的威胁,考虑到美国将中国视为全球最大的战略竞争对手,考虑到美国对中国发动的贸易战、科技战、金融战、舆论战,我们不能不怀疑美国这个时候进行全球范围的大规模撤侨行动有着更深的意味。

美国是一个靠屠杀印第安人、奴役黑奴、强占墨西哥大片土地发家的国家,是一个靠战争成为全球霸主的国家,美国已经绞杀了英国、苏联、日本这些对美国构成威胁的世界老二,现在美国疫情失控,经济衰退,如果不能通过金融战争洗劫中国等国家的财富,美国的衰退、跌落世界霸主之位将不可避免,这个时候,美国最想做、最可能做的是什么呢?

美国的这次大撤退,比发生战争还严重,美国过去会撤离可能发生战争或者会发生针对美国人袭击区域的美国人,但是全世界范围内撤离美国人这是破天荒的事情。
很多人听到这个消息后,立刻发出警告,说特朗普很可能发动一场世界大战来转移危机,这太吓人了,而且说得也有一定道理,毕竟特朗普不按常规出牌,经常利用美国军事实力威胁全世界。

而且以前特朗普也有过这样的案例,在特朗普面临被弹劾危机的时候,特朗普发动了对叙利亚的军事打击,发动了伊朗的极限施压,差点引发大战,但是最后一刻停止了,可谓万幸。

现在的特朗普同样内忧外患,美国股市崩溃,经济衰退,新冠肺炎四处蔓延,很多地方陷入灾难状态,犹如人间地狱,在这种情况下,特朗普面临美国内部的压力越来越大。

美国的民主党以及媒体对特朗普的批评越来越犀利,认为特朗普政府的不作为导致了美国的大溃败,使得特朗普的总统连任之路变得越来越困难,为了总统连任竞选,不排除特朗普可能铤而走险,干出疯狂的事情来,所以一些人的担心也是有道理的。
但是认真一分析,这是不可能的事情,因为现在的美国已经没有能力发动战争了,哪怕是小规模的战争,都会将美国拖入加快衰败的泥潭,我们知道,美国光打阿富汗就花了几万亿美元的直接成本,导致美国政府债务高筑。

后来美国又攻打伊拉克,在伊拉克和阿富汗的长期占领,让美国的国力迅速消耗,后来美国发生了次贷危机,让美国财政捉襟见肘,没有资金拯救美国的经济,现在更是如此。

当中国花了几十万亿资金进行基础建设的时候,美国却花了十几万亿美元去阿富汗和伊拉克打仗,导致美国的基础建设越来越破败,穷兵黩武没有让美国更加强大,反而让美国加速衰退,可谓好战必亡。

还有就是,因为在美国的军队中发生了严重的新冠肺炎疫情,导致了美国军队的战斗力迅速瓦解,美国的两艘航空母舰就出现了严重的新冠肺炎病例,美国的潜艇也发现了严重的新冠肺炎病例,美国的陆军和空军部队同样如此。

在这种情况下,美国将会闭关锁国,会切断航空等入境路线,这样一来,滞留在海外的美国人就回不了美国,因此发出通知让他们尽早回到美国,这是很正常的事情。
还有一个更可怕的原因,那就是美国在全世界树敌太多,在全世界都不受欢迎,尤其是在中东地区,美国人更是像魔鬼一样存在,而现在美国在全世界范围内停止军事行动60天,所有的美国士兵都将进行强制隔离。
