8月18日，中非暨中南青年创新创业线上论坛在浙江师范大学举行。来自中国以及南非、索马里、喀麦隆、莫桑比克、坦桑尼亚、埃及、尼日利亚、刚果（金）、安哥拉、加纳、布基纳法索等11个非洲国家的140多位政府官员、知名学者、企业和学生代表参加此次论坛。

The Virtual Forum on China-Africa & China-South Africa Youth Innovation and Entrepreneurship was successfully held in Zhejiang Normal University on August 18, 2020. More than 70 government officials, leading scholars, representatives of businesses and student groups from China and 11 African countries,including South Africa,Somalia,Cameroon, Mozambique, Tanzania, Egypt, Nigeria, the Democratic Republic of the Congo, Angola, Ghana and Burkina Faso attended the forum.

此次论坛聚焦中非青年创新创业，将为中非经济社会发展提供新的增长极，也将为中非命运共同体建设提供新的思路新的渠道。同时，与会代表从政府、企业、高校等角度，就如何激发中非青年创新创业活力、拓宽创新创业合作空间以及如何为中非青年创新创业创造良好的政策制度环境等议题，交换了观点与经验。会议还发布了中、英双语版《新时代中非青年创新创业共同倡议书（浙江倡议）》，以下是《倡议》内容：



Focused on China-Africa youth innovation and entrepreneurship, this forum will provide both sides with not only new momentum in social and economic development but also new ideas and channels for building a community of shared future. At the same time，participants exchanged views and experience on many issues like how to  expand cooperation and stimulate vitality of Chinese and African youth in innovation and entrepreneurship, and how to create an environment with favorable policies on innovation and entrepreneurship for the youth from the perspectives of governments, enterprises and universities. The New Era Initiative for Boosting Innovation and Entrepreneurship in Chinese and African College Students (Zhejiang Initiative) was also released in both Chinese and English. The full text of the initiative is as follows:

新时代中非青年创新创业共同倡议书

（浙江倡议）

在第六届浙江省国际“互联网+”大学生创新创业大赛国际赛道非洲专场举办之际，我们——来自中国和安哥拉、布基纳法索、喀麦隆、刚果（金）、埃及、加纳、莫桑比克、尼日利亚、南非、索马里、坦桑尼亚等十余个非洲国家与地区的青年学生，于2020年8月18日，以网络会议的特殊方式汇聚在中国历史文化名城浙江金华，相聚在美丽的浙江师范大学，共同出席中非暨中南青年创新创业线上论坛，分享创新创业的思想与经验，畅想合作发展的美好未来。

我们一致认为：中非双方是休戚与共的命运共同体，深化和推进中非友好合作有助于增进中非双方人民的福祉。青年是中非关系发展的未来，应该在巩固中非传统友谊、促进中非友好合作方面肩负更多责任、发挥更大作用。

我们一致认为：面对肆虐全球的新冠疫情，中国和非洲经受了严峻考验，中非双方相互声援、并肩战斗，双方更加团结，友好互信更加巩固。坚定不移携手抗击疫情，坚定不移推进中非合作是中非双方的必然选择。中非青年应加强合作、勇于担当、共同努力，为中非团结抗疫贡献青年力量。

我们一致认为：世界正处于百年未有之大变局，加强创新创业是解决民生问题的新思路、新趋势。在新一轮科技革命和产业变革迅速发展的今天，如何培养创新创业意识、学习创新创业技能、提升创新创业能力以应对新挑战，是新时代中非青年必须思考的新问题和必须抓住的新机遇。

通过本次论坛，我们看到：在中非长期友好合作过程中，双方高度重视青年培养，对中非青年合作交流给予了大力支持。为回应中非青年对创新创业的强烈呼唤，为描绘中非青年创新创业交流合作的美好蓝图，为开创中非命运共同体形势下中非青年的灿烂明天，我们代表中非青年共同倡议：

新时代国际风云变幻，中非青年当认清形势、迎接挑战，

新时代机遇时不我待，中非青年当互学互鉴、合作共赢，

新时代推动共同发展，中非青年当勇担重任、勇往无前，

让我们一起以创新创业舞动青春，以勤奋实干砥砺芳华，秉持创新创业精神，提升创新创业能力，携手共进，为中非命运共同体建设贡献新的力量！

同时，为了促进新时代中非青年创新创业，我们也共同呼吁：

第一，中非国家政府之间应继续加强沟通合作，持续深化中非合作论坛机制下政治、经济、科技、文化、教育等各领域交流合作，为中非青年创新创业提供有力支持。

第二，中非企业应加大产教融合力度，建立跨国实训平台、国际联合实验室等，为中非青年创造创新创业的机遇和平台，并充分挖掘企业的人才引进潜力，吸收更多中非青年加入。

第三，中非高校应健全完善创新创业人才培养机制，建立有助于创新创业能力提升的教育教学体系，增设创新创业赛事和项目，鼓励、引导、支持中非学生开展国际化创新创业合作与交流。

潮平两岸阔，风正一帆悬。我们相信，在中非合作论坛和推动构建更加紧密的中非命运共同体的指引下，我们这一代中非青年将会比以往任何时候都更具有创新创业的勇气与力量。青年朋友们，让我们乘着新时代的东风，扬起创新创业的旗帜，秉承中非命运共同体理念，弘扬中非友好合作精神，与亿万中非青年携手迈进，共同开启中非青年的锦绣前程！

The New Era Initiative for Boosting Innovation and Entrepreneurship in Chinese and African College Students(Zhejiang Initiative)

We,students from China, Angola, Burkina Faso,Cameroon, Democratic Republic of the Congo, Egypt, Ghana, Mozambique, Nigeria，South Africa, Somalia, Tanzania and over a dozen more African countries, have gathered together via a virtual conference conducted by Zhejiang Normal University in the historical city of Jinhua on August 18, 2020 to attend the Virtual Forum on China-Africa & China-South Africa Youth Innovation and Entrepreneurship on the occasion of the 6th Zhejiang College Students’ “Internet Plus” Innovation and Entrepreneurship Competition -- Africa Special. Through this rare opportunity, we have shared ideas and experiences on innovation and entrepreneurship and look forward to more cooperation between usto reach a brighter future.

We collectively believe that China and Africa are part of a community with a shared future who stand together through thick and thin. To promote their mutualfriendship is to improve the livelihoods of China and Africa’s people. The future of relations between these two regions will be determined by the youth，who in turn， must take up the responsibility of continuing the traditional friendship between China and Africa and boost future cooperation.

We attest that China and Africa have withstood the test of the COVID-19 pandemic and have stood to support each other to fight against its effects together, strengthening their unity and trust. It is a natural choice to firmly battle against the pandemic and advance China-Africa cooperation. We should work together to enhance cooperation and show solidarity against COVID-19.

We all believe that the present world is facing unprecedented challenges. Supporting innovation and entrepreneurship is a novel way and a novel trend to address challenges that effect people’s livelihoods.Today’s world has given chance to a scientific and technological revolution and rapid changes in industry, which highlights the importance of raising awareness, acquiring key skills and improving the capacity for innovation and entrepreneurship. These are the necessary steps needed to address the challenges and seize the opportunities of this new era.

We attest, that through this forum, and within the context of the long friendship between China and Africa, we have witnessed a deep understanding for the value of cultivating talents in the youth, and a strong support for the collaboration and communication between the youth demonstrated by both sides. In response to the strong call for innovation and entrepreneurship from China and Africa’s youth, and in order to enhance the prospects of their collaboration and communication to build a brighter shared future, we, on behalf of the youth from both sides, propose that:

We will stand the test with wisdom and insight in this ever-changing world;

We will strengthen cooperation and mutual learning to seize opportunities;

We will shoulder the responsibility, pushing forward for common development;

Let us celebrate our youth with innovation and entrepreneurship, temper our life with diligence and hard work,uphold our spirit of innovation andentrepreneurship, enhance our capacity for innovation and entrepreneurship, and make new contributions to the building of a China-Africa community with a shared future.

At the same time, to promote innovation and entrepreneurship among Chinese and African youth in this new era, we also jointly propose:

Firstly, we call upon Chinese and African governments to continue to strengthen their communication and cooperation, deepen exchanges and cooperation in politics, economy, science, technology, culture, education and other fields under the FOCAC framework, and provide stronger support for innovation and entrepreneurship of young people in China and Africa.

Secondly, we call upon Chinese and African enterprises to step upefforts to integrate industry and education, establish international platforms for practical training and joint laboratories, etc., so as to create opportunities and platforms for Chinese and African youth to innovate and start businesses, and enable them to tap into their full potential while attracting more Chinese and African youth to join them.

Thirdly, we call upon Chinese and African colleges and universities to enhance the training mechanism for innovative and entrepreneurial talents,establish an education and teaching system conducive to the improvement of their innovation and entrepreneurship capacity, create more innovation andentrepreneurship competitions and projects, and encourage, guide and support Chinese and African students to carry out international cooperation and exchanges in innovation and entrepreneurship.

Dear friends, let us commit to raising the banner of innovation and entrepreneurship in this new era, uphold the vision of a China-Africa community with a shared future,carry forward the spirit of friendship and cooperation between China and Africa, and join hands with hundreds of millions of China and Africa’s youth towards a better future!

About us

Established in 2007, the Institute of African Studies at Zhejiang Normal University, is the first comprehensive and substantive African Research Institute based in China’s universities. In the decade since its founding, the Institute has remained focused on both producing influential academic output, as well as cultivating scholars in African Studies from both China and Africa, gaining reputation as a highly influential academic institution both at home and abroad. At the onset of its second decade, the Institute of African Studies intends to move towards a more regionalized, nationalized, distinctive and internationally oriented direction in its research. At the same time, the institute will continue to encourage young and upcoming scholars to conduct research, and provide them with the necessary support.

L’IASZNU a été fondée en Septembre 2007 sous les auspices du Ministère de l’Éducation (MOE) et le Ministère des Affaires Étrangères (MFA). Parmi les Universités chinoises, c’est le premier Institut complet créé spécialement pour les études africaines. Après plus de 10 années de développement, l’IASZNU est devenue un Institut d’études et un Think Tanks très influent sur les affaires africaines en Chine qui possède un « Savant du Chang Jiang » des études africaines. Il est le Think Tanks chinois sur le  « Plan Think Tanks du Partenariat Chine-Afrique 10 + 10 » et un des établissements guides sur le « Plan de Recherche Conjointe et d’Echange Chine-Afrique » du Ministère des Affaires Étrangères. Il est sélectionné par le Ministère de l’Éducation pour « La Coopération Universitaire Chine-Afrique 20+20 », en tant que base principale pour des études du continent et des études spécifiques de pays. Il est également sélectionné par la Province du Zhejiang comme le Centre d’Innovation Collaborative 2011, la base de recherche de la Philosophie et des Sciences Sociales dans la province de Zhejiang. L’IASZNU a été classé parmi les meilleurs Think Tanks (affiliés à une Université) au monde pendant deux années consécutives, en 2016 et en 2017, par le Global Think Tanks Index publié annuellement par la Pennsylvanie Université. En 2018, l’Institut a été classé comme l’un des meilleurs Think Tanks affilié à une université en Chine avec le classement A + du système de classement chinois (CTTI).
