从一张白纸起步，到成为19个国家级新区中的“闪亮明珠”和被其他新区考察研究的对象，天府新区仅仅用了5年时间。

Chengdu Tianfu New Area, the 11th national new area in China, is setting an excellent example in terms of sustainable urban development.

城市的可持续发展，是一个永恒的议题。中国第11个国家级新区——天府新区，正通过自己的努力探索，为世界未来城市发展提供中国方案。

Drive 25 kilometers south from downtown Chengdu, capital of Southwest China's Sichuan province, and you'll see a new central business district emerging in the Tianfu New Area. The CBD, planned to cover 28.6 square kilometers, will become a new core of the city.

从成都市区出发，沿着宽阔的城市中轴线天府大道一路向南25公里，一座全新概念的中央商务区正在拔地而起。这片28.6平方公里的土地，将成为面向世界的中央商务区和成都未来的城市新中心。

The CBD is becoming a crucial zone, with an intensive cluster of traders and businesses, as well as a widespread transport network.

CBD是一个城市最为重要的功能载体，也是交通高度通达，商务产业高度聚集的区域。

The Shanghai Lujiazui CBD is home to 93 office buildings. Each has at least 100 million yuan ($14.01 million) in annual combined revenues generated by the companies based there.

At the Guangzhou Tianhe CBD, the number of such buildings is 62. In comparison, these profitable buildings are scattered across Chengdu.

From this perspective, the southwestern city is still short of a real CBD, local officials said.

2018年上海陆家嘴亿元楼宇有93栋，广州天河有62栋，而成都亿元楼宇较为分散，从这个角度看，成都尚未形成真正意义上的CBD。

The Tianfu CBD under construction has advantages in location, transport, environment and infrastructure, which are conducive to creating a top-class CBD.

To date, the emerging Tianfu CBD has attracted a group of highly profitable industrial projects, which are helping the area move up the industrial value chain and boost its global competitiveness, they added.

天府中央商务区拥有良好的区位、交通、生态、配套等优势，具备打造一流CBD的基础条件，已吸引了一批高能级产业项目落户，正着力抢占产业链和价值链高端，提升产业全球竞争力，致力打造四川面向全国全球配置高端要素资源的一张名片。

Local authorities have put forward a new concept - a central business park - in the new CBD design. It emphasizes a balance between industrial development and environmental preservation. The concept also highlights the area's rail traffic, culture and attractiveness to high-level professionals, while helping industries better serve the city's development.

在对标和学习国内外诸多城市CBD规划建设和产业发展经验的基础上，天府新区提出了打造公园城市中央商务区的新范式——“CBP（central business park）：中央商务公园”。这也是全球范围内首次提出这一概念。

相对于当前全球知名的中央商务区，天府中央商务区将更加注重生态有机共生、轨交引领开发、产城多元融合、高端要素集聚、文化品质提升，将大美生态环境与产业空间布局有机结合。

About 45 percent of the Tianfu CBD area will be covered by greenery. It will be built around waters, grass and trees, with the Tianfu Park at the center. Traditionally, CBDs are built near roads.

为实现人与自然的和谐共生，天府中央商务区特别重视生态空间的打造，生态用地占比达到了45%。发展方式也从原来的的拥路发展到现在的亲水拥绿发展。

Construction of a headquarters center began in the CBD in June, which is planned to cover an area of 1.23 sq km. On the groundbreaking day, the center attracted 30 major companies, such as China Merchants Shekou Industrial Zone Holdings, Dongfang Electric Corporation and New Hope Group, with a combined investment of 111 billion yuan.

今年6月，面积为1.23平方公里的天府中央商务区总部基地正式启动建设，招商蛇口集团、东方电气、新希望集团等30家龙头企业的总部项目集中签约落户，总投资1110亿元。

The Western China International Expo City, which opened in June 2017, has hosted a series of high-profile international events. These include the Western China International Fair and the China Food and Drinks Fair.

Construction of another key venue, the Tianfu International Conference Center, is expected to be completed in the CBD by the end of this year.

天府中央商务区的引擎项目——西博城于2017年6月建成投运，已成功举办西博会、糖酒会等一系列国际性展会，承载国家主场外交的天府国际会议中心计划于今年年底建成。

In February 2018, the Tianfu New Area announced the idea of building a "park city", of which the CBD is a typical example.

天府中央商务区的建设，是天府新区公园城市建设的缩影。2018年2月，“公园城市”理念在天府新区诞生，为未来的发展描绘出崭新蓝图。

In April, the first Park City Forum was held in Chengdu Tianfu New Area. During the event, an academic book on research into park cities, as well as their ecological value and planning, was released.

今年4月，首届公园城市论坛天府新区举办。本次论坛发布了《公园城市——城市建设新模式的理论探索》专著，涵盖从公园城市的理论探索、生态价值转换以及规划路径建设三个方面入手的首批八个专题的研究成果。

The area will explore theories and practices in creating a park city, and provide a solution for future urban development for cities around the world, they said.

天府新区相关负责人表示，天府新区将担起公园城市首提地的职责，引领公园城市理论探索和实践，为世界未来城市发展提供中国方案。未来，天府新区将着力建设成为新时代公园城市典范和国家级新区高质量发展样板。

Tianfu becoming growth hub in western China

科技创新助力天府新区高质量发展

The Tianfu New Area in Chengdu is emerging as a key growth zone in western China, as it attaches great importance to the development of the new economy and makes efforts to explore new technologies and business models.

Since the area was approved by the State Council in October 2014, local officials said the national new area has a mission to promote the country's economic development strategies, reform and opening-up.

They said the area is focusing on high-quality growth, contributing more to advancing major national initiatives, such as the Belt and Road Initiative, developing in the Yangtze River economic belt and internationally, and playing a leading role in Chengdu-Chongqing integrated development.

自2014年10月正式获批以来，天府新区坚持以新经济突破发展为引领，不断探索新技术、新模式、新业态，逐渐成长为西部地区重要的新兴增长极和内陆开放经济高地。

国家级新区承担着国家重大发展和改革开放的战略任务。天府新区作为国家级新区，如何高起点起步、高质量发展，更好在推动“一带一路”建设、长江经济带发展、西部大开发等国家战略中肩负起历史使命，引领带动成渝城市群一体化发展，是摆在天府新区为政者面前的一道难题。

"Innovation is the first driving force for development," said an official with the bureau of strategic research in Chengdu Tianfu New Area. After much research and analysis, the bureau decided to embark on a new innovation-driven growth path, rather than following traditional industrial development models.

“创新是引领发展的第一动力。”天府新区战略研究局相关负责人表示，通过反复研判，天府新区决定不走传统产业发展的老路，而要通过自己的探索闯出一条创新发展的新路子。

From the beginning, the local authorities chose high-end industries and projects as a focus for investment attraction. By making great efforts in research and innovation, Tianfu New Area aims to drive the development of its surrounding regions.

天府新区一开始选择的产业和项目起点就很高，没有传统产业转型升级的压力。通过大力发展科技研发，天府新区力图成为周边区域产业发展的动力支撑。

The vision has come true over the past five years.

短短5年，为政者们的愿景正在变成现实。

Among innovation facilities In Chengdu Tianfu New Area is the 125-square-kilometer Chengdu Science City. Once a muddy bog, the complex has become an innovative entrepreneurship landmark where a large number of scientific research achievements have been rolled out.

最先成长起来的区域是成都科学城。成都科学城规划面积125平方公里，当年荒草丛生的烂泥地，如今已经是国内知名的创新创业地标，涌现出一大批科研成果。

There are more than 5,000 tech companies in the Tianfu New Area.

截至目前，天府新区已引进和培育科技型企业5000余家。

As a magnet to draw top innovation resources and professionals, the area has attracted 11 national-level innovation platforms, such as the advanced microprocessor national engineering laboratory of Dawning Information Industry, and 30 coordinated innovation projects with universities, including Tsinghua University, Peking University, the Chinese Academy of Sciences and Shanghai Jiao Tong University.

为汇集顶尖创新资源和人才，天府新区还引进了中科曙光先进微处理器技术国家工程实验室等11个国家级创新平台，清华、北大、中国科学院大学、上海交大等高等院校的30个协同创新合作项目。

"It turned out that we made the right decision to come here because of the Tianfu New Area's development potential and vision," said Lyu Lanchun, head of the general office at the institute.

To date, the institute has 244 employees, including 35 overseas returnees from world-renowned universities, such as Cambridge, Harvard and Princeton.

“当初来这里，是因为我们看中天府新区的发展潜力，认可它的发展愿景。现在看来，我们当初的选择是正确的。”据清华四川能源互联网研究院办公室主任吕岚春介绍，目前，该研究院已有全职人员244人，其中包括35名从剑桥、哈佛、普林斯顿等世界名校毕业的海归。

Over the past five years, the area's GDP saw an average annual double-digit growth, and its economic aggregate ranks fifth among 19 national-level new areas across the country.

五年来，天府新区地区生产总值保持年均两位数增长，经济总量位居19个国家级新区第5位。

"The Tianfu New Area has become a 'shining pearl' among the 19 national-level new areas and attracts other new areas to observe and study," an official with the Tianfu New Area said.

“如今，天府新区已经成为19个国家级新区中的‘闪亮明珠’，所有其他新区都来这里考察过。”天府新区战略研究局相关负责人说。

The area will focus on aerospace, nuclear energy and technology, medicine, information security, astronomy and other major sectors to build an innovation-friendly ecosystem, from fundamental research, frontier technologies and industrialization of innovations to high-tech services, according to the local government.

未来，天府新区还将聚焦航空航天、核能及核技术、生命健康、信息安全、空间天文等重点领域，构建贯通基础研究、前沿引领、成果转化、高新技术服务的全链条创新生态，积极争创天府综合性国家科学中心。
