当前，全国各地在进行村两委干部选举，届时将选举出村书记和村主任。2月4日中央一号文件关于实施乡村振兴战略的意见也正好播发，文中提到了坚持党管农村工作，加强农村基层基础工作，构建乡村治理新体系，强化农村基层党组织领导核心地位。
这里的重点就是，配齐配强村书记主任，村两委正职在一个村的影响还是很大的，对稳定农村，发展农村，是绝对的一号选手。
一、农村干部对仕途从来不奢望！
现行的政府层级，到乡镇、街道就是最末一级，村一级不算。
虽然大家经常叫村干部为村官，但这显然是个错误，因为官必然是在政府体制内，作为自治组织的村委会领导，当然不是官。村干部退休有退休金吗？没有。
所以村干部竞选的激励机制里，从来就没有仕途这一项：到头了就是连任村书记，村主任。
二、村干部到底图什么？
有些村根本没有人愿意竞选村干部，比如一些贫困地区，一些集体资产缺乏的地区。
这可以理解，村干部工资低，多为村民兼业，平时忙农活，村里有事就忙村里的。
根据馆主了解，村干部竞选的最大的激励还是在于经济利益，比如一些中央农村项目落地给钱给物，这些必须来村干部组织落地。一些村子集体资产较多，自然就有不少跑冒滴漏的机会。
三、村干部的仕途瓶颈破冰！
2018年的一号文件，打破了村干部能下不能上的瓶颈。农地圈跟大家看下原文描述，在“六：加强农村基层基础工作，构建乡村治理新体系”中，关于“（一）加强农村基层党组织建设”中提到：“健全从优秀村党组织书记中选拔乡镇领导干部、考录乡镇机关公务员、招聘乡镇事业编制人员制度。”
这句话给了优秀的村干部们三条仕途上升途径：入事业单位编制，入公务员编制，担任乡镇领导（仕途起点）。
只有进入了这三条中的一条，才有仕途发展的可能性。
其实在馆主看来，选拔每1-2年就举行一次，这样机会就多了很多，以往每3-5年才有这样的机会。而转为公务员编制，对他们来说是翻身了，直接就是身份的改变，由农民身份转为干部身份甚至是领导身份。这也促使了青年农民返乡干事创业的积极性增强，这点在一号文件也强调了大力培育新型职业农民，强化乡村振兴人才。
