Pre-announcement on International Competition of Detailed Space Planning for Wutong High-end Business District of Cross-Strait Financial Centre in Xiamen

中国城市规划学会（承办方）受两岸区域性金融中心片区指挥部（厦门之眼建设指挥部）、厦门市自然资源和规划局（主办方）联合委托，面向全球开展《厦门两岸金融中心五通高端商务区空间详细规划》公开征集活动（以下简称“本次征集活动”）。现将相关事项预公告如下：Urban Planning Society of China (the undertaker) is commissioned by Cross-Strait Regional Financial Centre Headquarters (Xiamen Eye Construction Headquarters) and Xiamen Municipal Natural Resources and Planning Bureau (the organizer) jointly to launch this open international solicitation activity for the Detailed Space Planning for Wutong High-end Business District of Cross-Strait Financial Centre in Xiamen (hereinafter referred to as "this solicitation activity"). The relevant matters are hereby pre-announced as follows.

、项目概况

I. Project Overview

两岸金融中心是2010年国务院批准设立的全国唯一冠以“两岸”的区域性金融服务中心，位于厦门本岛东部，规划用地面积23平方公里，片区东至环岛路，南到会展中心，西临云顶，北至五缘湾，横跨思明和湖里两个行政区。在国家、省、市的大力推动下，两岸金融中心总体框架格局已形成，目前五通高端商务区一期启动区、二期已开发建设并取得良好成效，三期（含厦门之眼片区）是最后一片待开发之地，将是代表厦门市城市形象和体现厦门高质量发展超越的重要窗口。本次征集活动诚邀国内外优秀规划设计大师及团队参与，征集具有综合效益与国际视野的规划设计方案，通过高层次谋划、高起点规划、高水平定位、高标准设计，将两岸金融中心五通高端商务区打造成为厦门的新名片。The Cross-Strait Financial Centre is the only regional financial service centre named "cross-strait" approved by the State Council in 2010. It is located in the eastern part of Xiamen Island, with a planned land area of 23 square kilometres; it reaches Huandao Road in the east, Convention and Exhibition Centre in the south, Yunding in the west, Wuyuan Bay in the north, and across two administrative districts of Siming and Huli. Under the vigorous promotion of the national, provincial and municipal governments, the overall framework of the Cross-Strait Financial Centre has been formed. At present, the first and the second phases of the Wutong High-end Business District have been developed, and has achieved good results; the third phase (including the Xiamen Eye Area) is the last land to be developed, and it will be an important window to represent the city image and reflect the high-quality development and upgrading of Xiamen. This solicitation activity sincerely invites excellent planning and design masters and teams at home and abroad to participate, and propose planning and design schemes with comprehensive benefits and international vision, aiming to make Wutong High-end Business District of Cross-Strait Financial Centre a new name card for Xiamen through high-level orientation and high-standard design.
两岸金融中心五通高端商务区位于厦门本岛东北部，东侧临近东海域，北侧临近五通客运码头，距厦门火车站约10公里，距未来翔安机场约14公里，是厦门本岛的东部门户区域。Located in the northeast of Xiamen Island, the Wutong High-end Business District of Cross-Strait Financial Centre is close to the East Sea to the east, and the Wutong Port to the north. It is about 10 kilometres away from Xiamen Railway Station, and 14 kilometres away from the future Xiang'an Airport as the eastern gateway area of Xiamen Island.

、编制要求

II. Solicitation Requirements

本次征集活动分为方案编制和后期深化两阶段。This solicitation activity is divided into two stages, namely "scheme formulation" and "follow-up scheme optimization".

（一）方案编制阶段(Ⅰ)  Scheme formulation stage方案编制阶段的工作主要包括片区定位提升及功能策划研究、整体空间设计（深度为中观层面城市设计、市政交通承载等）、重点片区详细设计（深度为地块城市设计及图则范例、地标性和重要公共建筑概念方案设计、景观概念方案设计等）、招商实施及经济评估等内容。The tasks of this stage mainly include area positioning improvement and function planning research, overall space design (mesoscale-level urban design, municipal traffic load, etc.), detailed design of key areas (block-level urban design and drawing examples, conceptual design of landmarks and important public buildings, conceptual design of landscape, etc.), investment attraction and economic evaluation, etc.
（二） 后期深化阶段(Ⅱ)  Follow-up scheme optimization stage负责深化整合的应征机构须按照评审委员会及主办方意见，吸取其它方案优点，修改完善和深化方案，形成具有整体性和独创性的设计方案及地块城市设计图则。The applicant institution who is responsible for the follow-up scheme optimization stage shall optimize and develop the scheme according to the opinions of the jury committee and the organizer, absorb the advantages of other schemes, and form holistic and original urban design deliverables.

、规划范围

III. Planning Scope

研究范围：两岸金融中心片区23平方公里，但也可不限于该范围，由应征机构自行制定研究范围。Research scope: the entire 23 square kilometres of the Cross-Strait Financial Centre area; but it may not be limited to this scope, and can be expanded by the applicant institution.
规划范围：东到东海岸线，南到金七路，西到金山路，北至仙岳路、隧顶北路，规划范围总用地面积约4平方公里。Planning scope: east to the coastline of East Sea, south to Jinqi Road, west to Jinshan Road, north to Xianyue Road and Suiding North Road; the total area of the planning scope is about 4 square kilometres.
重点片区：五通高端商务区三期、凤头小镇、核心区启动区。总用地面积约150公顷。Key areas: the third phase of the Wutong High-end Business District, Fengtou Town, and the start zone of the core area; the total area is about 150 hectares.

、应征要求

IV. Application Requirements

本次活动采用公开报名的方式，境内外合法注册且有与本项目类似的相关设计经验的机构均可报名参加。其中：境内应征机构须具备城乡规划编制甲级资质、建筑行业（建筑工程）甲级资质其中之一；境外应征机构须具有所在国、地区政府主管部门或其有关行业组织核发的从事城乡规划、建筑设计其中之一的相应资格或执业许可。应征机构需具有相应的商务区产业研究能力，如果不具备，可聘请产业咨询机构作为顾问或组成联合体。考虑到新冠疫情影响，境外应征机构（在中国境内无分支机构）必须与境内应征机构组成联合体。本项目接受联合体报名，但联合体成员不得超过两家，联合体各方不得再单独以自己名义，或与另外应征机构组成联合体报名。境外应征机构联合境内应征机构的，境内应征机构资质要求同上。不接受个人及个人组合的报名。
This activity opens application to domestic and foreign institutions that are legally registered and have design experience similar to this project. The domestic applicant institutions must have one of Grade-A qualification of urban and rural planning formulation or Grade-A qualification of architecture and construction engineering; foreign applicant institutions must have one of the relevant qualifications of urban and rural planning or architecture design issued by the competent authority or relevant industry organizations of their home country or region. Applicant institutions must have the corresponding sectoral research capabilities for business districts. If not, the applicant institution can hire an industry consulting agency as a consultant or form a consortium. Considering the impact of COVID-19, foreign applicant institutions (without branches in China) must form a consortium with domestic institutions. This project accepts application by consortium, but the consortium shall not have more than two members, and the members of the consortium are not allowed to apply separately on their own or form another consortium. If a foreign applicant institution consorts with a domestic applicant institution, qualification requirements for the domestic institution are the same as above. Applications by individuals or groups of individuals will not be accepted.
具有以下同类项目经验的应征机构优先考虑：Applicant institutions with the following experience in similar projects are preferred:1）具有城市中心商务区综合研究能力和实践经验；1) Comprehensive research capabilities and practical experience in urban central business district;2）具有城市中心区、滨海地区丰富的城市设计经验。2) Rich experience in the urban design of city centres and coastal areas.

、费用设置

V. Fees and Awards

本次征集活动分为方案编制和后期深化两阶段。通过对报名的应征机构进行资格预审和概念提案评审，择优选取6家入围机构获得参与方案编制阶段的资格。入围应征机构按照《征集文件》要求递交最终设计成果后，经评审后确定方案排名，获得相应设计费用：This solicitation activity is divided into two stages, namely "scheme formulation" and "follow-up scheme optimization". Six applicant institutions will be selected to participate in the scheme formulation stage through pre-qualification and conceptual design proposal review. After the shortlisted applicant institutions submit valid application documents in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking of schemes, and award the corresponding design fees.
第一名：奖金人民币400万元；第二名：奖金人民币300万元；第三名：奖金人民币200万元；第四—六名：各获得补偿金人民币150万元。The first place: a bonus of RMB 4.0 million;The second place: a bonus of RMB 3.0 million;The third place: a bonus of RMB 2.0 million;The fourth, fifth and sixth places: a compensation fee of RMB 1.5 million each.
获得第一名的应征机构负责后期深化阶段工作，具体事宜根据后续工作的安排进行协商，后期深化阶段金额为人民币200万元。以上费用均包含税费。The applicant institution who wins the first place will be responsible for the follow-up scheme optimization; specific matters will be negotiated according to follow-up arrangements. The design fee for the follow-up deepening stage will be RMB 2.0 million. All the above fees include taxes.

、时间计划

VI. Schedule

拟计划于2020年12月上旬确定入围应征机构、12月中旬组织现场踏勘及召开项目发布会，届时需应征机构主创设计师及其团队参会。方案编制阶段设计周期自发布会起约为3个月。It is planned to determine the shortlist of applicant institutions in early December 2020, and organize the site survey and hold the project release conference in mid-December 2020. The chief designer and other team members of the applicant institutions are required to attend the conference. The design period of the scheme formulation stage is about 3 months.

有意向报名的设计机构可填写预报名表（详见附件1）发送至指定邮箱（[e-mail]），届时将会把正式征集公告信息发送至各预报名机构的邮箱。Any institution who intends to participate in this solicitation activity can fill in the pre-registration form (Appendix 1), and send it to the designated email address ([e-mail]). The formal announcement and information will be sent to the pre-registered institutions by email.

本次国际征集活动计划将于近期发布正式公告，敬请留意后续的信息发布，相关内容以正式公告为准。欢迎有意向的设计机构提前开展相关准备工作，通过预报名方式进行登记。正式公告将在中国城市规划网（www.planning.org.cn）、厦门市自然资源和规划局网（http://zygh.xm.gov.cn/）同时发布。The official announcement of this solicitation activity will be released soon, and the relevant contents shall be subject to the official announcement. Institution who intends to participate in this solicitation activity can make pre-registration and carry out relevant preparation work in advance. The official announcement will be issued simultaneously on the Website of Urban Planning Society of China (www.planning.org.cn) and the Website of Xiamen Municipal Natural Resources and Planning Bureau (http://zygh.xm.gov.cn/).
