“让我把话说完！” 叶刘淑仪“硬刚”德媒抹黑港警

近日，香港立法会议员、新民党主席，曾任特区政府保安局局长的叶刘淑仪在接受德国之声节目《冲突地带》（Conflict Zone）的专访时，遭到了主持人蒂姆·塞巴斯蒂安（Tim Sebastian）的一番“刁难”。

面对对方的逼问，叶刘淑仪强力反击，并强调制定和出台港区国安法，“祖国对香港只有善意”。

专访伊始，主持人蒂姆（Tim）就开门见山地说到，港区国安法的制定和出台将会破坏基本法在香港地区的实施情况。

对此，叶刘淑仪表示，不要急着下结论。因为她看到的情况是，相关法律在中国内地已经实施多年，中央政府又针对香港地区的特殊情况制定和出台相应的港区国安法，这正体现了中央政府对于香港的体贴照顾和善意。

专访视频显示，此时的叶刘淑仪准备继续回答下去，可是却被蒂姆强行插话打断了。

叶刘淑仪：请你正视香港的真实情况。

I must ask you to look squarely at the real situation in Hong Kong.

主持人：你怎么知道？你怎么知道？

How do you know that？How do you know that？

叶刘淑仪：你是什么意思？我知道是因为我们的普通法体系一直运转通畅。《基本法》提到，香港现行的法律制度至少会沿用到2047年。

Well, what do you mean "how do you know that"... I know because our common law system has been working. In the Basic Law it says that all legal systems previously enforced will continue to apply at least up to 2047.

主持人：真的吗？过去几天……

Really? In the last couple of days...

叶刘淑仪：我们的普通法体系得到了高度认同。

Our common law system is highly regarded.

主持人：过去几天……

In the last couple of days, in the last couple of days...

叶刘淑仪：让我说完。你在采访我，应该让我说完。给我个机会说完。

Let me finish. You are interviewing me. You should let me finish. Give me a chance to finish my answer.

主持人：请讲。

Please, go ahead. 

叶刘淑仪：在世界正义工程的评比中，香港的法律体系位列世界第16名，要比美国的体系高三个名次，你应该尊重这一点。

The World Justice Project rates our legal system No.16 worldwide, three places higher than that of the American system. You should respect that.

主持人蒂姆（Tim）换了下一个问题，问叶刘淑仪，未来法官可能受到恐吓怎么办。

叶刘淑仪表示：“我作为立法委员现在正在受到恐吓，因为有人敦促英国、美国把我列入制裁名单。这就是公平吗？有人威胁我的自由和权利，你作何评价？”

Well, I can tell you as legislator, I am being intimidated, too. Because there are people urging the US and the UK to put me on sanctions list. It's that fair? What do you say to that, people threatening my freedoms and rights?

叶刘淑仪在专访中特别对比了香港和美国两地警察执法的情况，却再次被打断。德国主持人让叶刘淑仪女士“别提美国”，却不说为何不能提及美国。

叶刘淑仪：在过去的一年中，我们见到了太多暴力，太多颠覆活动，太多恐怖主义活动，囤积爆炸物，非常危险。在美国有和平抗议，但是在香港也有人砸窗玻璃，殴打无辜的旁观者，囤积爆炸物，洗劫立法会，这些行为前所未见。

But in the past year we have seen a lot of violence, a lot of subversive activity, a lot of terrorist activities, hoards of TATP, extremely dangerous. As in the US there are peaceful protests, but we have also had a lot of smashing of windows, beating up innocent bystanders, hoarding of explosives, ransacking of the Legislative Council. These are unprecedented.

主持人：太多的警察暴力行为。

A lot of police brutality.

叶刘淑仪：你开玩笑。没有一名公民因警察攻击受到致命伤害。但是，过去一周有三名警察休假时因过劳殉职。跟美国完全不同，美国警察每年杀死超过一千人。公平起见，香港不存在警察暴力行为。

You are joking. Not a single citizen has been mortally wounded by our police force. On the other hand, in the past week, three police officers have died of exhaustion off-duty. We are totally unlike the US where the policemen kill at least one thousand people every year. You must be fair. There no such thing as police brutality in Hong Kong.

主持人：别提美国。

Well, let's not bring in the US.

叶刘淑仪：你得... 我们不提美国，但是你给我举一个警察暴力行为的例子。不能黄之锋他们说什么你就信什么。放火烧人的行为呢？那也是抗议者的行为

You have to show me a single... We are not talking about the US but give me one specific instance of police brutality. You cannot just take the words of the likes of Joshua Wong for granted. What about setting people on fire? That's what one of the protestors did.

主持人：你说给你举一个例子，我们几个月前看到一段视频，警察直接朝没有武器的抗议者的肚子射击，你肯定也看过。那不是警察暴力行为吗，叶刘淑仪？

You say that give you a single example. We saw on video a few months ago, a policeman shooting an unarmed demonstrator directly in the stomach. You must have seen it as well. Wasn't that police brutality, Regina Yip?

叶刘淑仪：不是的。警察是在保护自己，那个人朝他冲过来。 

That's not police brutality. The policeman was trying to protect himself. He was charging at him.

主持人：面对一个没有武器的人？

From an unarmed man?

叶刘淑仪：没有武器的人也会构成威胁。过去一年中有几起开枪的事件，每一件警方都详细调查过了。独立监察警方处理投诉委员会聘请的专家组已经证明警察无罪了。

Well, an unarmed man can also be dangerous. They have been several shooting incidents in the past 12 months. Each incident has been carefully examined by the police and they have basically been exculpated by the expert groups engaged by our Independent Police Complaints Council.

过去的一年时间里，德国之声的《冲突地带》节目屡次邀请所谓的香港学生代表、香港记者代表等乱港分子进行采访。

视频中叶刘淑仪女士严正申明，“不要让你的偏见影响你对香港的报道，这对香港人完全不公平。”
