Chinese premier warns world entering period of political and economic upheaval

China’s premier has warned the world is entering a period of profound political and economic upheaval as the spectre of  hung over the opening day of the country’s annual national people’s congress.

中国人大开幕当天,唐纳德·特朗普的幽灵在回荡,中国总理警告说,世界政治经济格局正在发生剧变。


Speaking in the Great Hall of the People, the cavernous Mao-era building where China hosts its most important political spectacles,  urged China to brace for “more complicated and graver situations” ahead, as a result of developments “both in and outside China”.

李克强在建于毛泽东时代的人民大会堂发表讲话,这里空间旷阔,是中国举办最重要政治会议的地方。他“综合分析国内外形势”,要求中国做好“应对更加复杂严峻局面的充分准备”。


“There are many uncertainties about the direction of the major economies’ policies and their spillover effects, and the factors that could cause instability and uncertainty are visibly increasing,” Li warned in what appeared to be in part an indirect reference to Trump’s shock election. 

“主要经济体政策走向及外溢效应变数较大,不稳定不确定因素明显增加。”李克强话有所指,影射特朗普意外当选美国总统。


Trump, who has described  as an “enemy” of the United States, has repeatedly threatened to play hardball with Beijing over trade, stirring fears of a potentially destablising trade war between the world’s two largest economies.

把中国说成是美国“敌人”的特朗普不断威胁在贸易问题上强硬对付中国,引发世界两大经济体开打贸易战的担忧。


During  last Tuesday Trump claimed the US had lost 60,000 factories since China joined the World Trade Organization in 2001.

上周二对国会演讲中,特朗普宣称中国2001年加入世贸组织以来,美国流失60000家工厂。


Addressing about 3,000 delegates in the Tiananmen Square auditorium, Li sought to contrast China with Trump’s increasingly inward-looking America, warning that “both the deglobalisation trend and protectionism are growing”.

李克强在位于广场的大会堂里,向约3000名代表发言,演讲让中国和日益向内转的特朗普美国形成对比,他警告说“逆全球化思潮和保护主义倾向抬头”。


“China is a responsible country,” he said.

“中国[是]负责任的大国。”他说。


“In the face of profound changes in the international political and economic landscape, China will always stand on the side of peace and stability, will forever be committed to equity and justice, and will always work for world peace, contribute to global development, and uphold the international order,” Li said.

“面对世界政治经济格局的深刻变化,中国将始终站在和平稳定一边,站在公道正义一边,做世界和平的建设者、全球发展的贡献者、国际秩序的维护者。”李说。


“We will ... oppose protectionism in its different forms [and] become more involved in global governance.”

“反对各种形式的保护主义,深入参与全球治理进程。”


In what appeared to be another indirect swipe at Trump, who has threatened to withdraw from the Paris climate deal, Li said: 

多次暗怼特朗普的李克强表示要“推动《巴黎协定》生效。”相反,特朗普则扬言退出巴黎气候协议。


Li’s speech, in which he also announced that China would lower its annual growth target to “around 6.5%”, comes less than two months after Xi Jinping used an address to the World Economic Forum in Davos to position China as a champion of globalisation and a responsible global player.

李克强在演讲中宣布中国调低年度增长目标至“6.5%左右”。两个月前,习近平在达沃斯世界经济论坛上将中国定位于全球化的支持者和负责任的全球角色。


Many have balked at the suggestion that China might become 

很多人不相信中国会成为进步主义经济政策的旗手。


However, Kerry Brown, a professor of Chinese politics at King’s College London, said Trump’s election meant the world was looking to Beijing for leadership like never before on issues such as trade and climate change.

可伦敦国王学院中国政治教授凯利·布朗表示,特朗普当选意味着在贸易和气候变化等问题上,世界将前所未有地指望中国成为领导者。


“Now China is a stabiliser rather than a destabiliser. Suddenly these congresses are not just about domestic issues – they are actually a global power doing global things because of the space that America, Brexit and others have opened up around it. So they have a much much bigger potential impact.”

“如今中国是稳定因素而非不稳定因素。转眼间,这些人大会议不仅是内政了,那其实是一个全球大国在做全球性的事,美国、退欧等等为之开辟了空间,因此其潜在影响力比以往大得多。”


Little in the way of policy will be decided by the annual two-week meeting of the national people’s congress, a rubber-stamp parliament which rarely challenges pre-agreed Communist party plans. 

两周的全国人大不会主导政策走向,它批准中共治国理政的计划。


However, the summit does mark the beginning of a crucial year in Chinese politics. 

This autumn President Xi, who took power in late 2012, will reach the midway point of his decade-long term in power, an event that will be marked by the Communist party’s 19th congress. 

但峰会却标志了中国政治关键年的开端。今年秋天召开十九大,2012年末执政的习近平将进入执政中点。


Beijing has used the annual gathering to hammer home the supremacy of President Xi, a 63-year-old strongman widely seen as the country’s most powerful leader in decades.

大会还强调了习近平的核心地位,63岁的他被视作中国几十年来最强势的领导人。


During his 105-minute speech, Li repeatedly referred to Xi as  – a title bestowed on only four Chinese leaders since 1949 – and urged Communist party cadres to rally around him as China faced a new era of uncertainty. 

105分钟的演讲中,李多次提到习是中国的“核心”,要求在充满不确定性的新时期,党员干部团结在他的周围。


Xi’s position as “the core” was “of crucial and far-reaching significance for ensuring the flourishing and long-term stability of the party and the country,” the premier said. 

以习近平同志为核心,“对保证党和国家兴旺发达、长治久安,具有十分重大而深远的意义。”


 in the People’s Daily, the party’s official voice, called on congress members to follow the “correct political direction” by throwing their support behind “comrade Xi”.

《人民日报》社论要求人大代表坚持“正确政治方向”,支持“习近平同志”。


Dali Yang, an expert in Chinese politics from the University of Chicago, said Xi’s elevation to such a position indicated the party elite believed “strong, vigorous leadership” was now needed to help China navigate choppy waters. 

芝加哥大学中国政治专家杨大利表示,这表明党内精英认为中国需要“强有力的领导”涉过险滩。


“Xi is someone who feels like he is in a position to use that power to help the party and the country … [build] China into a truly modern nation,” Yang added. 

“习认为自己有责任用权力服务于党和国家……将中国建成真正的现代国家。”


“China is a big country, and such a big country needs a leader who is able to play an essential role in dealing with domestic and international affairs,” said Zhou Hongyu, a university professor and education official.

“中国是个大国,这么大的国家需要一个能够在处理内政外交事务上发挥重要作用的领导人。”华中师范大学教授周洪宇说。


Zhou played down the idea that the premier’s warnings about global instability had been directed at Trump alone. 

周不愿突出总理所说的全球不稳定因素剑指特朗普。


“I can’t say it has nothing to do with Trump’s presidency,” he said. “However, if we look at the issue in a broader sense, say, Brexit, Le Pen in France ... the global uncertainties have been prominent.”

“我不能说这和特朗普当选没有任何关系,可从广义上看,退欧、法国的勒庞……全球不确定因素一直以来都很突出。”
