Special Notice

The duration of the internship is for three (3) months with a possibility of extension. The internship is UNPAID and full-time. Interns work five days per week (35 hours) under the supervision of a staff member in the office to which they are assigned.

Org. Setting and Reporting

The Internship is located in the Disarmament, Demobilization and Reintegration (DDR) Section of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). The DDR Section (DDRS) provides planning and operational support to DDR programmes and community violence reduction in the following peacekeeping operations: United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), UNAMID (Darfur), United Nations Mission for Justice Support In Haiti (MINUJUSTH), United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), United Nations Assistance Mission in Somalia (UNSOM), United Nations Support Mission in Libya (UNSMIL), United Nations Office to the African Union (UNOAU) and the United Nations Mission in Columbia. The Section also assists Special Political Missions with planning for DDR and associated processes. The internship is for three months with an opportunity for extension, dependent on the needs of the department. The internship is UNPAID and full-time. Interns work five days per week (35 hours) under the supervision of a DDRS staff member. Due to the size of the Section, interns often have the opportunity to contribute to and engage with substantive issues.


Responsibilities

Within delegated authority the Intern for Administration will be responsible for but not limited too:

• Assist in drafting Briefing Notes, reports, and other internal documents;

• Conduct specific research on current developments related to Disarmament, Demobilization and Reintegration (DDR) in assigned countries;

• Support the work of the Inter-Agency Working Group on DDR;

• Assist in the development of a communication strategy and material;

• Update brochures and fact sheets on peacekeeping missions;

• Attend seminars and meetings of interest to the DDR Section and provide briefing notes to colleagues;

• Assist in any administrative work of the DDR Section, including the organization of meetings;

• Perform other duties as requested by the supervisor.

Education

To qualify for an internship with the United Nations Internship Programme, the following conditions must be met: Applicants must meet one of the following requirements: 

(a) be enrolled in a graduate school programme (second university degree or equivalent, or higher); 

(b) be enrolled in the final academic year of a first university degree programme (minimum Bachelor's level or equivalent); or 

(c) have graduated with a university degree (as defined above and, if , must commence the internship within a one year period of graduation. 

Be computer literate in standard software applications; Have a demonstrated keen interest in the work of the United Nations.

           

Work Experience

Applicants are not required to have professional work experience for participation in the programme. However, specialized experience in professional fields relevant to disarmament, demobilization and reintegration (such as conflict management, armed group management, security sector etc.) is an asset.


Languages

English and French are the working languages of the United Nations Secretariat. For the internship position fluency in English (both oral and written) is required. Knowledge of French is desirable.

Job Description:

I.  Administrative Assistance

1. Receive visitors and telephone calls with tact and discretion and acts according to the nature and urgency of each including redirecting as appropriate.

2. Provide background information for appointments with official visitors and/or staff members.

3. Process requests for office supplies by staff.

4. Draft general or administrative correspondence on own initiative or on the basis of instructions; finalize correspondence/reports for signature/clearance.

5. Prepare minutes during internal meetings.

6. Support the organization of meetings, workshops, seminars including developing list of participants, preparing letters of invitation, reservation of meeting rooms and hotel accommodation, dispatching of materials and liaising with participants and others involved.

7. Arrange for team members’ travel, transportation, accommodation and events.

8.  Prepare and forward the requests for payments of consultant’s service; prepare statements of expenses forms.


II. Legal Support

9. Oversee and monitor the project information flow, screening, sorting and analyzing, identifying areas which need action.

10. Keep abreast of the AIIB’s BoD/BoG meetings and policy documents to ensure effective and timely processing of the projects. 

11. Prepare project signing package, checking language, grammar and accuracy of the legal documents prior to submitting for signature and clearance.

12. Ensure that documents prepared by the OGC are presented in accordance with proper AIIB format.

13. Print, scan, photocopy, shred and transmit of all documents prepared by the OGC.

14. Take down professionals’ comments/opinions in shorthand and organize them into formal documents.

15. Support Legal Information and Knowledge Specialist maintaining filing systems of legal documents, ensuring timely update of internal professional filing system and all activities supported are traceable and accessible as required.

16. Assist with maintaining the legal library.

17. Assist professionals preparing presentation slides using Power Point and other software packages.


III.  Others

18. Assist with budgetary and related matters.

19. Act on other support positions in the OGC when other colleagues are away.

 

Selection Criteria:

- Bachelor degree or above in related fields from a reputable university

- Minimum 1 year of relevant administrative support experience in the international/financial institution;

- Proficient in verbal/written English and Chinese

- Excellent interpersonal, diplomatic and organizational skills as well as ability to juggle multiple priorities

- Self-motivated and detail-oriented; able to work under pressure and meet deadlines; service orientation

The Embassy of Ireland to China in Beijing is seeking to recruit a qualified and highly motivated candidate for the position of Policy Officer in the Political Section.The successful candidate for this new position will join a small, busy team with a heavy workload but will work in a rewarding role and will be given the opportunity to lead on project work and work directly with senior Irish diplomats on China's foreign and domestic policy. The selected candidate will report to the Ambassador and Deputy Ambassador through the Head of the Political Section. She/he will work closely with the Head of the Political Section to research/monitor China's foreign and domestic policy, draft clear and concise reports on political topics in English, translate Chinese sources, assist with political level visits between Ireland and China, maintain a network of Chinese contacts as well as provide advice to Embassy staff about specific political issues as required.

The successful candidate will have a fluent command of the Mandarin Chinese language and English, both spoken and written. He/she would be familiar with Ireland's projection in China and have proven strong academic background and 3+ years of experience working in the areas of law, public affairs, international relations or politics. An excellent knowledge of the Chinese political system would be a distinct advantage as would the ability to develop an extensive network of contacts.


JOB DESCRIPTION


Duties of the successful candidate will include:


• Targeted monitoring and research on Chinese domestic and foreign policy;

• Draft high-quality reports in English on relevant parts of China's domestic and foreign policy that impact on Ireland's interests in China;

• Assist Irish diplomats to organise and prepare for meetings with Chinese officials and other public bodies;

• Contribute to the organisation of political level visits between Ireland and China;

• Lead on the organisation of Embassy events;

• Support preparations for Ireland's annual political consultations with China;

• Translate documents from English to Chinese and Chinese to English as required from time to time; and

• Provide ad hoc support to other Embassy priorities as required.


 CANDIDATE PROFILE


• Able to work in both Mandarin Chinese and English, spoken and written. Language skills will be tested as part of the selection process;

• A third-level qualification to at least Masters Level in the area of law, public affairs, public administration, politics or international relations;

• At least two years' post-qualification experience;

• Demonstrable expertise in China's domestic politics, media landscape and public affairs;

• Flexibility to adapt to a heavy workload and the ability to manage multiple tasks and ongoing projects at the same time;

• IT literate with experience working with Microsoft Word, PowerPoint and Excel are required;

• Well-developed communication and interpersonal skills;

• Ability to work to tight deadlines with a number of competing priorities.


 DESIRABLE


• Experience working in the governmental or commercial sector in China or in a diplomatic mission in China or similar;

• Knowledge or expertise on Ireland;

• Experience of providing administrative support and translation services;


 SALARY & CONDITIONS


• The officer will be offered a competitive salary commensurate with the role and their level of experience.

• The Political Policy Officer will be offered an initial two-year contract, with the possibility of renewal for a second term. The contract will include a three-month probation period. The officer will be based at the Embassy of Ireland Chancery building; 3 Ritan Dong Lu, Beijing.
