2023年度中国宝武低碳冶金创新基金项目指南发布

自2021年起,中国宝武面向全社会设立低碳冶金创新基金,每年提供约3500万元资金重点资助低碳冶金领域基础和应用基础研究,支持绿色低碳发展。10月15日,2023年度中国宝武低碳冶金创新基金项目指南在全球低碳冶金创新论坛上正式发布。



中国宝武面向全社会设立低碳冶金创新基金(以下简称低碳基金),旨在聚焦绿色低碳冶金工艺技术,资助低碳冶金领域基础和应用基础研究、低碳冶金工艺技术探索和重大创新实践,支撑低碳冶金技术进步和行业转型升级。
2023年8月,中国宝武低碳冶金创新中心(以下简称低碳中心)启动2023年度低碳基金项目指南编制工作,公开向全社会发出低碳基金项目指南征询函,累计征询到127项建议,经全球低碳冶金创新联盟技术委员会专家按照专业判断最合适、最紧要的研究内容,对征询内容进行评分,最后确定10个指南方向,并在2023年全球低碳冶金创新论坛上正式发布。
今年的项目指南聚焦低碳冶金绿色原料、低碳燃料、生物质能、冶金资源综合利用、CCUS等领域,鼓励开展钢铁及相关领域新材料、新产品、新技术、新工艺等基础及应用基础研究。
同时,为响应中央关于进一步加强青年科技人才培养和使用的有关号召,中国宝武在今年低碳基金项目指南中新设“青年项目”青年项目聚焦低碳冶金基础与应用基础研究,选题不受指南方向限制,仅供35岁以下青年申请。旨在鼓励青年科技人才“挑大梁”“当主角”,引导青年聚焦国家双碳战略和钢铁行业需求,为实现钢铁行业碳中和目标贡献智慧、建功立业。
指南编制过程中,低碳中心依托联盟技术委员会专家进行民主评估,同时兼顾专业分布、统筹指南内容的系统性和均衡性,做到决策过程透明并且可追溯。
2023年度低碳基金自2023年10月16日开始接受申请,截止日期为2023年12月31日。中国宝武低碳冶金创新基金由中国宝武钢铁集团有限公司低碳冶金创新中心负责管理,同时接受社会监督。

Release of the 2023 Project Guideline of China Baowu Low-Carbon Metallurgy Innovation Fund


China Baowu has set up the Low-Carbon Metallurgy Innovation Fund since 2021, which provides RMB 35 million annually mainly to the fundamental and applied fundamental research of low-carbon metallurgy, promoting green and low-carbon development. The 2023 Project Guideline of China Baowu Low-Carbon Metallurgy Innovation Fund will be released at the Global Low-Carbon Metallurgical Innovation Alliance Conference on October 15, 2023.


The Low-Carbon Metallurgy Innovation Fund (hereinafter referred to as the Low-Carbon Fund), established by China Baowu, aims to focus on the green and low-carbon metallurgical processes and technologies, subsidize the fundamental and applied fundamental research of low-carbon metallurgy and the exploration, major innovations and practices of low-carbon metallurgical processes and technologies, and support the progress in low-carbon metallurgy technologies and industrial transformation and upgrading.


In August 2023, China Baowu Low-Carbon Metallurgy Innovation Center (hereinafter referred to as the Low-Carbon Center) started to compile the 2023 Project Guideline of the Low-Carbon Fund. It collected opinions from all sectors of society on the project guideline, receiving 127 suggestions in total. Experts from the technical committee of the Global Low-Carbon Metallurgical Innovation Alliance evaluated the most suitable and urgent research and identified 10 directions based on scores given to the received opinions. They will be released on the Global Low-Carbon Metallurgy Innovation Forum 2023 on October 15.


This year’s project guideline focuses on areas like the green raw material of low-carbon metallurgy, low-carbon fuel, biomass energy, comprehensive utilization of metallurgical resources, and carbon capture, utilization and storage (CCUS). It encourages the fundamental and applied fundamental research of new materials, new products, new technologies, and new processes in steel and related fields.


In the meantime, in response to the call of the Central Committee of the Communist Party of China (CPC) to strengthen the cultivation and utilization of young scientific and technological talents, China Baowu initiated a “Youth Program” in this year’s project guideline. The Youth Program focuses on the fundamental and applied fundamental research of low-carbon metallurgy, and its topics are not subject to the directions in the project guideline. Only young people under 35 years old are qualified for application. Aiming to encourage young scientific and technological talents to shoulder the responsibility and take the lead, the Youth Program guides young people to pay close attention to the national carbon peaking and carbon neutrality strategy and the demands of the steel industry and to contribute wisdom to achieving the carbon neutrality goal of the steel industry.


When compiling the project guideline, the Low-Carbon Center invited experts from the technical committee of the Alliance to carry out democratic evaluations while taking both the distribution of specialties and the systematic and balanced contents of the project guideline into account, ensuring a transparent and traceable decision-making process.


The 2023 Low-Carbon Fund will accept applications from October 16 to December 31, 2023. China Baowu Low-Carbon Metallurgy Innovation Fund is administered by the Low-Carbon Metallurgy Innovation Center of China Baowu Steel Group Corporation and is subject to public supervision.


The project guideline and application method are listed as follows:

2. Research on low-carbon fuel technology for ironmaking

◆Development of green preparation process of low-carbon fuel for ironmaking

3. Technology for the efficient use of low-carbon furnace burden

◆Analysis of the smelting behavior of low-carbon furnace burden

◆Utilization standard and technology development of low-carbon furnace burden


4.Research on the efficient utilization of biomass energy technology in the steel production process

◆Research on the efficient pretreatment technology of biomass

◆Research on the replacement of the low-carbon metallurgy technology of fossil fuel by biomass energy


5.Research on the effective utilization of medium- and low-temperature waste heat technology

Note: The 2021 and 2022 Project Guidelines of China Baowu Low-Carbon Metallurgy Innovation Fund can be found at the end of the text in Annexes 3 and 4. Please note that, in principle, research that has been funded by the guidelines in the previous two years will not be funded by the Low-Carbon Fund.


China Baowu Steel Group Corporation will select and fund the outstanding projects according to the application and evaluation.
