（一）人为刀俎，我为鱼肉！
当下的国际秩序对中国极为不公且极为不利，因为规则本就是以美国为首的西方国家所制定。
在物质世界如此，就连在虚拟的网络世界，都是由美国人说了算，尤其是在今时今日互联网已经渗透到国家的国家政治、经济、军事等方方面面，无论是从经济发展、社会舆论还是从国防安全角度出发，维护网络安全势在必行！
或许很多人都不知道，美国利用先发优势主导的根服务器治理体系控制全球互联网长达30年，根服务器负责互联网最顶级的域名解析，被称为互联网的“中枢神经”。
由美国一手构建起来的IPv4（互联网协议体系第四版）全球共13台根服务器，唯一主根部署在美国，其余12台辅根有9台在美国，2台在欧洲，1台在日本。
人为刀俎，我为鱼肉。中国拥有近14亿人口，是全球最庞大的互联网用户，从30年前就寻求向美国申请争取1台辅根服务器，但美国以种种借口拒绝。
令国人最为气愤的是，美国拿出的分配方案：中国占全球20%的互联网用户只拥有5%的IP地址，1个美国人可以分配6个IP地址，26个中国人共享1个IP，在IP分配上还不如日本、印度！
美国种种故意而为之，造就中国互联网领域存在巨大缺陷，若有一天美国突然屏蔽中国互联网的域名和IP，那么中国的域名和IP将会无法访问，整个互联网瞬间瘫痪。继续任由这种状况恶化下去，中国的网络安全、国防信息安全将毫无保障。
2010年伊朗血淋淋的教训让全世界见识到美国在虚拟的网络世界的恐怖。
当年，伊朗对五角大楼可谓是强势至极，凭借上万枚导弹死死扼守世界石油阀门霍尔木兹海峡，本以为美军会示弱，结果美军对伊朗实施“震网”病毒攻击，一瞬间导致伊朗核电站系统崩溃爆发极其严重的核泄漏。
美国控制下的互联网，对所有国家来说是一个永远存在的致命威胁，日本、欧洲、甚至很多与美国关系“不太友好”的国家迫于技术等压力只能主动求美国将其纳入互联网体系中。
但是，在互联网领域中国人甘于被美国控制？
答案无疑是：不可能！
（二）三十年磨一剑，中国重磅宣布
早在30年前，北京就在筹划构建自己的根服务器，并提出“雪人计划”，点点滴滴的技术积累，终于迎来收获的季节，而且这一次掌握全套技术的中国出手迅捷、强势，美国尚未反应过来，中国便已完成全球部署！
近日新华社发布的最新消息，从下一代互联网国家工程中心获悉，由该中心牵头发起的“雪人计划”已在全球完成25台IPv6（互联网协议体系第六版）根服务器架设，中国部署了其中的4台，打破了中国过去没有根服务器的困境。
标志着从此以后，作为全世界拥有最多互联网用户、互联网访问量最大的国家，在IPv4时代不得不受美国控制的屈辱历史彻底终结。
（三）美日主动上门，求中国捎上一程！
由于美国IPv4体系落后，与时代脱轨，已经不能满足需求，在中国提出“雪人计划”后，英国、法国、德国、意大利等欧洲国家相继加入中国IPv6协议，美国、日本随后登门，融入中国IPv6协议，目前IPv6协议在全球开始普及。
最关键的是，IPv6根服务器由中国一手打造，由中国主导，美国、俄罗斯、英国、法国、日本，也只是其中一环。
日前国家发布《推进互联网协议第6版（IPv6）规模部署行动计划》，加快推进基于IPv6的下一代互联网规模部署。目标用5到10年时间，形成下一代互联网自主技术体系和产业生态，建成全球最大规模的IPv6商业应用网络，实现下一代互联网在经济社会各领域深度融合应用，成为全球下一代互联网发展的主导力量。
今后，在互联网领域，中国说了算，美国也得靠边站！
