1.5em;">在这个政策的引导下，很多的管理者必然会通过一些非常规的办法来加快发展，否则他没有政绩。比如，他们通过钻法律的空子、通过黑社会手段解决一些难以解决的问题——因为很多事如果通过正常途径，那么是很难在短时间内解决的。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;"><strong><span style="color: rgb(217, 33, 66);">在这个过程中，由于你采取了非常的手段，本质上是依靠你手中的权利通过非法途径解决一些问题的，最终达到了我想要的目标，所以我明知道你犯法了，但我也不会治理你。相反，我还要表扬你，给名、给利、给官。</span></strong></p><p style="margin-bottom: 1.5em;">随着经济的不断发展，人民的生活水平、教育水平不断的提高，人民的思想觉悟逐渐提高，这个时候如果依旧采取“人治”，那么就容易造成社会不稳定。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">这个时候我就必须拿一些严重违法的高官下手，来平息民怨、同时震慑那些为达目标，做的过于明显的官员。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">注意：这个过程中只是象征性的处罚，其本质并不是要杜绝人治，也不会要把贪官一网打击，因为社会发展还需要那些贪官来推动，也只有那些贪官才能在最短的时间内能够推动。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">这个过程中收拾的是哪些人？</p><p 66);">这个阶段，人民都普遍的比较聪明了，他们能够依靠自己的能力去创造财富、能够明辨是非了，这个时候再采取“人治”那么很可能出现大问题，不但容易让经济发展倒退，而且可能形成社会动荡——这个阶段那些官员可能不如一些老百姓聪明，当官员没有百姓聪明，人治就会出现巨大的漏洞。</span></strong></p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">当社会发展到这个阶段，国家治理就不能完全依靠官员了，就得依靠官员和一些有能力的企业家或事业家。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">这个阶段的特点就是：国家治理以法制为主，但是保护一些非常有实力的非国有的企业，不干预他们，并且通过各种政策扶持他们，让他们承担一定的社会责任。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">当然了，这个过程中要给那些有能力的企业家一定的名或利。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">当整个社会发展到更进一步的时候，几乎没有文盲、人人都能懂法，即使不懂也知道去咨询或学习的时候，这个时候就必须要完全的法制了。</p><p 2em;line-height: 1.5em;">中国的贪污是从什么时候开始的？</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">改革开放以后。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">中国的大规模反贪是从什么时候开始的？</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">十八大以后。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">我们再想想：<span style="text-indent: 2em;">二战后，很多国家在开始阶段都比中国发展的要好，但是现在却远远不如中国，为什么？</span></p><p style="margin-bottom: 10px;white-space: 1.5em;">在改革开放的过程了，为了加快经济发展，我们允许人治，从而产生了大量的贪污腐败，目前这些腐败的官员大部分还在全国的各个部门，而且是社会管理和建设的主力，一次肃清代价太大，所以反腐必然是一个长期的过程。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">事实上，我们已经看到前几年的强力反腐已经将巨贪大恶基本肃清——每个省的老大几乎换了一遍。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">但是，关系到社会稳定的中层干部基本还没有怎么动，因为这部分人数量庞大，而且也是干实事的主体，这部分人只能逐步的收拾。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">我可以明确的说：这部分人一个都跑不掉，以前吃了多少都要吐出来，而且要做“替死鬼”。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;"><span style="color: rgb(217, 33, 66);"><strong>因为这些官员都已经身不由己了，他们早已不代表自己，他们的背后代表着一个个利益集团，他们明知道再继续贪下去，面临的将是深渊，但是他们已经无法抗拒自己继续贪下去——因为他们背后的那些利益集团掌握了他们大量的证据，必然</strong></span><strong style="color: rgb(217, 33, 66);text-indent: 2em;">会榨干他们最后一滴血。</strong></p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">而按照目前社会发展程度来看，只要他们继续贪下去了，那么必然会被抓住把柄的，所以，那些贪官一个都跑不掉。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">我们再看看范冰冰罚款事件：</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">这里面有几个问题：</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">第一，据小崔自己爆料，他的抽屉里有几千份的合同，是如何来的？谁有那么大的本事弄到那么多的合同？如果背后没有一股强大的力量支持，那么不要说有那么多的合同，就算他能弄到那么多合同，恐怕也活不过一天。</p><p style="margin-bottom: 10px;white-space: normal;text-indent: 2em;line-height: 1.5em;">第二，2017年<span style="text-indent: 32px;">11月4日中国对《</span>刑法》进行了修改，其中修改了这么一条：<strong><span style="color: rgb(217, 33, 66);">首次被税务机关按偷税予以行政处罚且此前未因逃避缴纳税款受过刑事处罚，只要在规定的时间内补缴税和缴纳罚金，不追究刑事责任。</span></strong></p><p style="white-space: normal;text-indent: 2em;line-height: 1.5em;margin-bottom: 15px;">为什么要修改这条？</p><p style="white-space: normal;text-indent: 2em;line-height: 1.5em;margin-bottom: 15px;">要知道税收是一个国家财政收入的主要来源，在任何一个国家逃税一直都是重罚，但是中国恰恰在2009年的时候修改了这个条例，目的到底何在？</p><p style="white-space: normal;text-indent: 2em;line-height: 1.5em;margin-bottom: 15px;">其实，我相信每个搞过会计的人都知道，甚至绝大多数人都听说过：<strong><span style="color: rgb(217, 33, 66);">几乎在中国的任何一个企业或公司都有两本账，其中一本就是假账！</span></strong></p><p style="white-space: normal;text-indent: 2em;line-height: 1.5em;margin-bottom: 15px;">我们都知道的事，国家会不知道？</p><p style="white-space: normal;text-indent: 2em;line-height: 1.5em;margin-bottom: 15px;"><span style="text-indent: 2em;">当初为了经济发展，可以对一些偷税、漏税的企业睁一只眼闭一只眼，变相的等于降税了，但是现在经济发展已经到瓶颈了，该把那些钱收回来了！</span><br /></p><p style="white-space: normal;text-indent: 2em;line-height: 1.5em;margin-bottom: 15px;"><strong><span style="color: rgb(217, 33, 66);">当然了，我们只要他们的钱，不要他们的命</span></strong><span style="text-indent: 2em;">——范围太广了</span><span style="text-indent: 2em;">，涉及的人太多了，都要命的话，那么可能会造成不可估量的后果，要知道那些企业的后背还涉及到很多很多的人。</span></p><p style="white-space: normal;text-indent: 2em;line-height: 1.5em;margin-bottom: 15px;"><span style="text-indent: 66);">早在2009年之前，那些明星（恐怕不仅仅是明星，还有很多的企业）的偷税、漏税行为就早已经被国家掌握，但是可能掌握的不全，所以才有小崔只公布一部分合同的主要原因——因为如果全部公布，那么那些偷税的人就可以销毁其它的证据，但是现在他们无法得知小崔到底掌握的是哪些证据，所以他们不敢销毁任何证据。</span></strong><br /></p><p style="text-indent: 2em;margin-bottom: 15px;">而且别忘记，还有一个重要的内容：国家税务总局已部署开展规范影视行业税收秩序工作；<strong><span style="color: rgb(217, 33, 66);">对在2018年12月31日前自查自纠并到主管税务机关补缴税款的影视企业及相关从业人员，免予行政处罚，不予罚款</span></strong>。</p><p
