深入解读

Enact 一词由 en （使）+ act （行为、表演、法案）构成，最早出现于15世纪早期，用于表示“使出现、使发生（尤指以前发生过的事情）”和“扮演、担任……角色、演出”，比如：那一情况每个月都会发生（it was a scene which was enacted month after month）、由当地居民参加演出的历史场面（scenes from history enacted by local residents）。

到了15世纪中期，开始表示“制定（法律）、通过（法案）等”，比如通过议案使之成为法律（enact a measure into law）。这一含义也可以泛指为“把……付诸实施”，比如找出问题并解决问题（identify problems and enact solutions）。
