中非合作开启新篇章，特朗普眼红了！

中非合作，应该是当今世界大国与小国、强国与弱国之间，平等互利、合作共赢的最经典样板了！

2018年，中非合作论坛北京峰会开幕式于9月3日下午在人民大会堂举行。中国最高领导人发表了重要讲话。讲话中，中国元首特别强调了中国在合作中一直坚持真诚友好、平等相待，与非洲人民同呼吸、共命运，始终坚持做到“五不”：不干预非洲国家探索符合国情的发展道路，不干涉非洲内政，不把自己的意志强加于人，不在对非援助中附加任何政治条件，不在对非投资融资中谋取政治私利。

这“五不”，实际上不仅仅是中国与非洲合作的基本原则，也是中国与世界各国合作的基本原则。同时，中国的“五不”，实际上是给全世界大国与小国、强国与弱国之间的合作立了一个政治标杆。若要对中国与相关国家的合作说三道四，那么先做到“五不”再说！

中国能做到的这些原则，西方国家从来没做到过！

2015年第六次中非合作论坛在南非约翰内斯堡举行，这是中非第一次将部长级会议升级为峰会，可以说是中非合作的一个划时代事件。就在第六次中非合作论坛之前，非盟规划了《2063年议程》，确立了未来50年非洲的发展规划。这个规划，就是在中国的帮助下制定的，其中很重要的内容就是在中国的引导下推动非洲发展。与此同时，中非确立了中非“十大合作计划”。非洲的这个规划非常宏伟，中非的“十大合作计划”非常务实，可以说是一个国家拉着一帮“穷兄弟”共同发展、共同进步。

在2015年底的第六次中非合作论坛上，为了支持中非“十大合作计划”，中方宣布决定为非洲提供总额600亿美元的资金支持，包括：提供50亿美元的无偿援助和无息贷款；提供350亿美元的优惠性质贷款及出口信贷额度，并提高优惠贷款优惠度；为中非发展基金和非洲中小企业发展专项贷款各增资50亿美元；设立首批资金100亿美元的“中非产能合作基金”。

如今，三年时间快过了，这一次中国再次出手，中方宣布中国再向非洲提供600亿美元的资金支持，其中包括：①中国将提供150亿美元的无偿援助、无息贷款和优惠贷款给非洲，②将提供200亿美元的信贷资金额度；支持设立100亿美元的中非开发性金融专项资金和50亿美元的自非洲进口贸易融资专项资金；③中国政府还推动中国企业未来三年对非洲投资不少于100亿美元。

可能一看到对外援助，很多人又该乱叫了，什么为什么不把钱留在国内云云。从上述资金支持我们可以看出，中国为非洲提供的无偿援助占比并不大，主要是优惠贷款、促进贸易投资的资金。无论是无息贷款、优惠贷款或贸易融资资金，这些钱都是为了赚钱而出去的钱，而且都是要回账的。至于无偿援助，其中要小得多，与美国相比中国真是小巫见大巫。

中国对外的无偿援助新中国以来一共也才4000多亿人民币，2012年至2015年中国对外援助决算数分别为166.91亿元、170.49亿元、184.57亿，现在一年大概也就是三十来亿美元。美国对外武昌援助可就狠了，从2019年到2028年10年仅仅对以色列的俄军事援助就高达380亿美元，一年对外援助平均都高达四五百亿美元。2017年，美国用于对外援助的开支为424亿美元，历史对外援助总额已超过1万亿美元。

美国对外无偿援助很多都是军事援助，譬如对以色列10年援助380亿美元，以色列这些钱会再拿来去购买美国的军事装备。中国对外援助、贷款基本也是类似，不同的是美国卖的是武器，中国卖的是钢筋混泥土。直白说，就是像中国对非洲的这些援助，大多是由中国企业承包的基建项目，中国贷款给相关国家，相关国家再购买中国的基础建设服务，这些钱转一圈其实又回到自己家里了。而相关国家得到的是从融资到低成本高质量的基础建设一条龙服务，给相关国家带去的是发展与民生水平的提升。

这种合作，非洲得到的好处显而易见，中国得到的好处同样显而易见。中国可以得到非洲的市场，同时由于大部分是贷款，非洲一般是用资源产品做抵押，于是非洲的矿产资源保证了中国经济发展的需求，而中国的发展又带动了非洲的经济发展和基础设施建设。所以说，这种合作，大家是一举多得，合作共赢。

这次中非合作，可以毫不夸张地说又开启了新篇章。因为，在现阶段，世界经济发展其实已经遇到了严重的瓶颈。一方面是发达国家资本过剩却没有工业平台促使这些资本向欠发达地区流动，另一方面像非洲这些国家能提供的资源品并非发达国家经济所大规模迫切需要的。这种状况下，发达国家已经失去了引领世界经济发展的能力，像非洲国家也只有中国这样的国家带了。

中国大笔对外投资提升了中国的国家影响力，也提升了中国经济可持续发展的保障能力。面对中国不断提升的影响力，特朗普政府眼红了。为了对冲中国的印象里，美国也决定筹划一个对外投资法案，与中国争抢影响力。

据环球时报转引《华尔街日报》的报道，美国对冲中国的这个法案叫“更好地利用投资引导开发”的法案，已经通过了美国的众议院，只剩参议院的投票。而一旦通过，这个新机构将可以每年给美国的对外投资与基建项目提供最多600亿美元的支持。这些钱将主要用于推进美国企业在外国获得重要的项目与市场。美国媒体在报道中不断强调：美国决定改革其对外援助机构、加强其权力并提供更多资金支持，主要是因为美国政坛无法再对中国的“一带一路”等扩大中国在海外影响力的项目“熟视无睹”。

美国想阻止中国对外的资本和工业输出，为的是阻断中国的发展计划，阻断中国提出的“一带一路”倡议，阻止中国继续扩大影响力、继续发展自己。美国之所以安排600多亿美元支持美国企业，是因为美国只能这么做。但是，美国企业的基建能力、基建成本太差了，美国哪里能低档得住中国从融资到项目的“一条龙”服务呢？

所以，虽然美国想方设法来破坏中国的发展进程，破坏中国与其他国家的关系，但在占豪看来，美国这些小动作都不能取得成功，因为美国已经丧失了向发展中国家市场进行基础工业输出的能力，这些国家的商品美国因为去工业化也已经不再需要。这些决定了，在中非揭开合作新篇章之际，美国根本无法阻拦！！！

对美国来说，其心里真正惧怕的是，在这个世界上还有另一个成功的、非西方模式大型经济体在运行，这就给全世界主心骨了！！！即无西方模式情况下，全世界也可以运行得很好。
