BBNJ通过正式文本!各代表团就新协定进行了一般性意见交换

BBNJ IGC5的进一步续会于纽约当地时间2023年6月19日在联合国总部经济及社会理事会(ECOSOC)会议厅举行,关于养护和可持续利用国家管辖范围以外区域海洋生物多样性的协定文本获得正式通过

会议伊始,BBNJ主席Rena Lee赞扬了代表们为达成新协定而作出的不懈努力。联合国大会主席Csaba Kőrösi也感谢所有代表为这一“里程碑式的成就”所付出的辛勤努力,这一成就见证了代表们对养护和可持续利用国家管辖范围以外区域海洋生物多样性的集体承诺。

联合国秘书长安东尼奥·古特雷斯强调,在海洋受到气候变化、生物多样性丧失和污染威胁的关键时刻,该协定为海洋注入了新的生命。他强调“多边合作的精神”的重要性,并敦促及时批准该协议使其生效,以实现共同目标。他对Rena Lee主席的领导和奉献精神表示感谢,并对所有代表和与会者表示祝贺。

负责确保整个协定草案案文的术语统一,以及六种正式语言的版本的非正式不限成员名额工作组协调员Pablo Adrián Arrocha Olabuenaga报告了该工作组的工作,工作组在闭会期间举行了两次会议,讨论与协定草案相关的技术问题。

代表们随后正式通过了关于养护和可持续利用国家管辖范围以外区域海洋生物多样性的具有法律约束力的国际文书。

随后,各代表团就新协定进行了一般性意见交换。他们赞扬BBNJ主席对这一进程的领导,并感谢海洋事务和海洋法司秘书处以及民间社会观察员为确保新协定的实施所做的工作。

一般性交流意见将于纽约当地时间2023年6月20日(星期二)继续,之后代表们将通过关于此次会议的报告。
