More than two dozen people have been killed and thousands left without power after a blizzard hit western New York state over the Christmas period, in what local officials described as the area’s deadliest snowstorm in decades.

States across the US have been struck by the storm, with the hardest-hit area being New York’s Erie County, which includes the city of Buffalo, the state’s second-largest city.

Speaking on Monday, New York governor Kathy Hochul, who was born in Buffalo, said visiting the area was like “going to a war zone”.

Presidential meetings of the South American Mercosur alliance were usually sedate affairs — until Uruguay decided to “open up to the world” under its pro-business leader Luis Lacalle Pou.

Hard at work negotiating new trade deals outside the regional bloc since taking office in March 2020, Lacalle Pou’s ambitions are running up against the other Mercosur members who are closing ranks on Uruguay, as political alliances shift.

Those tensions were on display at the Mercosur summit in the Uruguayan capital Montevideo in December. There were accusations of foul play and unsportsmanlike tactics on news that Uruguay had independently applied to join the Trans-Pacific Partnership (TPP) days previously, an 11-member trade alliance including Australia and Japan. This followed separate bilateral trade talks with China and Turkey earlier this year.

Companies that create and sell carbon credits are considering options from public listings to the business model used by the precious metals industry to attract investment to the market.

Credits, each of which are supposed to represent a tonne of carbon avoided or removed from the atmosphere and are generated by environmental projects such as tree planting, can be bought by companies to offset emissions.

In early December, London-listed investment group Foresight Sustainable Forestry Company, which is developing carbon credit projects, became the first to receive the London Stock Exchange’s new “voluntary carbon market” label — in reference to offsets bought voluntarily rather than to meet legal emissions targets.

The number of people hitting Britain’s high streets and shopping centres for the traditional Boxing Day sales rose sharply on last year when Covid concerns kept shoppers at home, but remained far short of pre-pandemic levels with the cost of living crisis expected to depress spending.

Figures from retail intelligence provider Springboard showed that footfall as of midday on Monday jumped 50 per cent on December 26 last year, when some restrictions were in place due to the spread of the Omicron variant and several large retailers remained closed.

But in the latest sign of the persistent pressures on bricks and mortar stores, foot traffic on the high street was down 25.3 per cent compared with pre-pandemic in 2019, while for shopping centres it was down 36.9 per cent.
