The Beijing Haidian District People's Court has sentenced a man surnamed Wang to jail for molesting young girls. According to the verdict delivered on Tuesday, Wang used to molest girl students during one-to-one classes he held while employed as an extracurricular teacher at a school.


Sometime in March the parents of a 10-year-old girl called the police to say that Wang had touched her private parts. Wang was arrested and now the court has found him guilty. Apart from imprisonment, the court has also imposed a lifetime ban on Wang from working in the education sector.


Wang is reportedly the first person to be sentenced after the Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Education jointly released a document on Nov 11 providing guidance on implementing the ban on molesters from entering the teaching profession. The provision came into effect on Nov 15, the day Wang was sentenced.

1. Those who take advantage of their occupations and commit crimes get prohibition for a period of time.


Where faculty members take advantage of their occupations to commit crimes, or are sentenced to criminal penalties for crimes that violate specific obligations required by their occupations, the people's court may prohibit them from engaging in relevant occupations for a certain period of time based on the circumstances of the crime and the need to prevent re-offending.


2. Those who commit sexual assault, abuse, abduction, violent injury CANNOT work in education field.


Persons who commit sexual assault, abuse, abduction, violent injury, or other illegal crimes are prohibited from engaging in any work close with minors.



3. Those who receive fixed-term imprisonment sentence CANNOT work in education field.


Those who have been deprived of political rights or have intentionally committed crimes and received a fixed-term imprisonment sentence or higher shall not be able to obtain teaching qualifications. Those who have already obtained teacher qualifications shall lose their teacher qualifications and cannot re-obtain their teacher qualifications.


4. Teaching staff who commit sexual assault, abuse, abduction, violent injury CANNOT work in education field.


Where teaching staff commit crimes such as sexual assault, abuse, abduction, or violent injury, the people's courts shall, in accordance with domestic Juvenile Protection Law, prohibit them from engaging in any work close with minors.



"Teaching staff" here refers to teachers, education and teaching supporting personnel, administrative personnel, office assistants, security personnel, and relevant staff of off-campus training institutions working in schools, kindergartens and other educational institutions.


If organizers and actual controllers of schools, kindergartens and other educational institutions, commit such crimes will also face the same prohibition.
