Macao: Nucleic Acid Testing plan for Teaching&Non-teaching Staff

The Education and Youth Affairs Bureau (DSEJ) announced earlier the plan to resume classes of non-tertiary education schools in stages, senior secondary and junior secondary educational stages will resume classes on 4th May and 11th May respectively.


Students’ safety is the utmost concern of the DSEJ. To strengthen the epidemic prevention work after the resumption of classes, the DSEJ has implemented the “Nucleic Acid Testing Plan for Non-tertiary teaching and Non-teaching Staff and Cross-border Students” which is free of charge. The teaching and non-teaching staff and students of schools in Macao, who are not residing in Macao, can return to school after taking the nucleic acid test.

Macao: The DSEJ Announces the “Nucleic Acid Testing Plan for Non-tertiary teaching and Non-teaching Staff and Cross-border Students”

The teaching and non-teaching staff of non-tertiary education schools will have an one-off test at the former site of the Children Comprehensive Evaluation Centre of the Conde S. Januário Hospital. Cross-border teaching and non-teaching staff as well as students will be tested in Zhuhai.

The plan will be carried out in stages. Between 27th and 30th April, teaching and non-teaching staff of secondary schools are the first to be tested to ensure that classes of senior and junior secondary schools can be resumed smoothly.

The testing of teaching and non-teaching staff of other educational stages will be carried out in sequence in accordance with the arrangements for resumption of classes.

All cross-border teaching and non-teaching staff as well as students have to be tested once every seven days in order to travel freely to and from Zhuhai and Macao.


Regarding the relevant testing, the DSEJ and the Health Burau have closely coordinated with the relevant departments in mainland China, the testing will be conducted in the designated hospitals in Zhuhai.


The teaching and non-teaching staff and cross-border students will be informed of, through the school, the details and arrangements of the test, such as the related testing date, time and location, and so on.

Besides, the DSEJ has issued the “Guidelines for Class Resumption” to schools, requiring schools to clean and disinfect the campus thoroughly before resuming classes and to conduct drill on class resumption.


The drill is to be carried out between 20th and 29th April. During the period, directors and chiefs of the DSEJ, together with the personnel of the Health Bureau visit schools to understand the situation of the drill of the school, pay close attention to the quantity of health and epidemic prevention supplies and equipment, and communicate with the related school personnel to implement the various work and arrangements before class resumption.


The DSEJ will also hold an explanatory session for school health promotion staff to strengthen their management of health and epidemic prevention after resumption of classes and the implementation of related work of health education. Meanwhile, two work meetings with persons in charge of schools will be held to deepen the various details of the work of resumption of classes so as to provide support for schools to resume classes smoothly.

The DSEJ will pay close attention to schools’ preparatory work for resumption of classes and maintain close communication with various education stakeholders to strengthen cooperation and carry out the work related to the class resumption plan in a proper
manner.

Besides, per the local authorities, another key point for early detection is to expand the scope of nucleic acid detection.

China will ramp up testing for Covid-19 and coronavirus antibodies, making epidemic prevention and control part of everyday life as the country tries to get back to work and school.


A top central group headed by Premier Li Keqiang said on Wednesday night that large-scale nucleic acid and antibody testing would be conducted for “key populations” to stop a rebound in infections and ensure an economic recovery and social order.


The meeting of the Central Leading Group on Responding to the Novel Coronavirus Disease Outbreak also called for more efficient production of test kits; for hospitals, customs agencies and other priority areas to be well equipped with testing equipment; and for those in key areas to be tested as much as possible.


Local governments needed to prevent cluster infections, especially in hospitals, and put controls in place to stop the spread of the disease for the Labour Day “golden week” national holiday starting May 1.


Beijing: According to Beijing health authority, 8 categories of people shall take COVID-19 tests, including the COVID-19 cases and their contacts; fever clinic outpatients; patients with respiratory symptoms; overseas arrivals; people from Wuhan who are about to end quarantine; government officials returning to Beijing from business trips; travelers to stay at hotels; and graduating students and teaching staff returning to Beijing for school resumption.

Shenyang: These people shall carry out the nucleic acid tests: the medical staff; school staff; service staff in catering industry; taxi drivers and the drivers of online-car hailing; the patients who will be hospitalized and their caregivers; people who have lived in hard-hit areas; and people will share the roof with another person after returning to Shenyang from other provinces.

Guangzhou: The COVID-19 nucleic acid tests need to be carried out on the teaching staff and third graders of the senior and junior middle schools returning to classes and all taxi drivers. More strictly, in any place that a confirmed / suspected / asymptomatic case of COVID-19 has been found, all people there shall undergo the nucleic acid detection.

Shanghai: From April 23 onward, all units and individuals in Shanghai can make an appointment for a COVID-19 nucleic acid test in any of the 50 institutions according to the principle of voluntary and self-funded.

Wuhan: All the teaching staff, medical staff, workers in public places and public transport and other key groups of the industry shall undergo free nucleic acid tests for COVID-19.

Heilongjiang:
On April 23, 2020, according to the Heilongjiang government, the "city code" will be set for the local residents when the confirmed cases, suspected cases, asymptomatic infections or their close contacts appear in their community. If outsiders with a city code are found in the medium-risk areas like Suifenhe, first they will be quarantined there in a centralized manner for 14 days, and then they will be transferred to their hometown for another 7-day centralized isolation, and then undergo another 14-day home quarantine.


Per the local CDC, these people shall be tested, including the patients under medical treatment and their caregivers; the port-related staff; the medical staff; the staff of the epidemic prevention and control; the students and school staff, people who have fever; the delivery-men; the taxi drivers, and the people serve in social welfare institutions.
