Breaking: European Citizens Can Finally Return to China

On August 10, the Chinese Embassy in Denmark announced that citizens of the following European countries may reenter China: 

Albania, Ireland, Estonia, Austria, Bulgaria, North Macedonia, Belgium,   Iceland, Bosnia and Herzegovina, Poland, Denmark, Germany, France, Finland, Netherlands, Montenegro, Czech Republic, Croatia, Latvia, Lithuania, Luxembourg, Romania, Malta, Norway, Portugal, Sweden, Switzerland, Serbia, Cyprus, Slovakia, Slovenia, Spain, Greece, Hungary, Italy and the United Kingdom.

Those that hold relevant Chinese residence permits (ie. work, personal affairs, family visit) may apply for a visa to China for free from any Chinese embassy or consulate in these countries.

QPeople's Daily: China said it will take necessary measures to facilitate foreign nationals' entry to China for essential economic, trade, scientific and technological activities. What steps has China specifically taken in terms of visa issuance?A

Zhao Lijian: The Chinese government has suspended entry for most foreigners holding valid visa or residence permit starting from March 28, but at the same time we've facilitated visa applications of foreign nationals seeking entry for essential economic, trade, scientific and technological activities or out of emergency humanitarian needs.

Recently, as the situation has been brought under control in many countries, people are looking forward to making foreign trips. Thus, China is relaxing in an orderly and gradual manner visa restrictions for foreigners entering China to resume economic activities and for other essential purposes.

One more point to highlight is that for those who hold valid visa or residence permit but need visa renewal, Chinese embassies and consulates will provide them visa service for free.

Last week, South Koreans were also given the green light to reenter China, along with increasing reports of teachers abroad from select schools who have been able to receive invitation letters.

Fears of a second wave of COVID-19 in European countries remain; however, stricter restrictions have been imposed to curb the spread. Daily new cases in Europe have been kept under 25,000 since mid-May.

Paperwork:

1. 邀请单位书面申请（外事办会提供相应模板）。如单独邀请家属，具体说明已在华商务人员本人及所在公司的情况，邀请家属来华的必要性。

1. Application Letter from the Shanghai inviting company (FAO will provide you the template). If the company invite foreigner's family members directly, they need to specify detail background of the company and foreigner, and the necessity of inviting his/her family members to China.

2. 信息表（外事办会提供相应模板）。

2. Application form (FAO will provide you the template).

3. 公司信息汇总表（外事办会提供相应模板）。

3. Foreign applicant information summary table (FAO will provide you the template).

4. 拟邀请人员护照基本信息页扫描件（护照有效期必须超过6个月）。

4. Foreign applicant's passport scan copy (the passport must be valid over 6 months)

5. 如邀请已在华商务人员的外籍家属，还需提交家属关系证明（结婚证或出生证，如果不是英语，必须提供翻译件）。

5. If the application including family member, please provide the family relationship certificate ( for example, marriage certificate or birth certificate of child, if it's not in English, then a Chinese translation is necessary)

6. 企业信息采集表（外事办会提供相应模板）。

7. 政府机关认为有必要的其他文件（具体以当地区外事办为准）。

一般流程：

Procedures:

1、按照要求完成材料填写后，以邮件附件的形式发送给区外事办相关负责人士
1. After completing the materials as required, Email them to the responsible person of the District FAO.

2. 区外事办会打电话核实公司和外国人的情况
2. The FAO of the district will call to verify the background of the company and the foreigners

3. 区外事办初审确认无误后，会转交材料至市外事办
3. The district FAO will transfer the materials to the Municipal Foreign Affairs Office after the first reading.

4. 市外事办终审决定是否给予邀请信

4. Municipal Foreign Affairs Office will make a final decision.
