China's Hainan draws plan to attract overseas talent. The southern Chinese
province of Hainan on Monday unveiled a plan aimed at drawing more
high-skilled overseas personnel to work and start business on the
island.
According to the plan,
universities, hospitals, scientific research institutes and statutory
bodies in Hainan will reserve a number of posts for overseas talent.
Qualified personnel will be allowed to serve as legal representatives of
statutory bodies, public institutions and state-owned enterprises.
"They
will be offered an annual salary ranging from 300,000 to 800,000 yuan
(about 43,880 to 117,000 U.S. dollars)," said Li Jing, an official with
the provincial human resources and social security department.
Three Favorable Policies
Per
the press conference, Hainan Province will establish a talent service
management system in line with international standards from the
following three aspects, which are, international talent introduction,
talent fostering, and optimization of work permit & entry-exit
service. The specific measures are as follows:
Facilitation Measures on Work Permit & Entry- Exit Service
When applying for work permits and work-type residence permits, foreigners in Hainan are allowed to submit the primary materials first, and supplement other documents after giving a commitment;
In Hainan free trade port, the negative list management will be implemented for processing work permits. While applying for a work permit, except for those on the list, foreigners in the zone will not be subject to the quota restriction management;
For the high-level foreign talents working in Hainan, they will be allowed to work part-time, innovate and start up companies. They do not need to reprocess the work permit for their part-time job, as long as their work permits are valid;

June 1, China released a master plan for Hainan free trade port, aiming
to make the island a globally influential high-level free trade
facility by the middle of the century.
