Six Ways to Enter China without PU/TE

At this particular time when the pandemic is raging, the PU/TE Letter is a hurdle for foreigners who wish to apply for work (Z), commercial trade (M) and exchange visit (F) visas. Not only is it time-consuming, but it is also not possible to apply for it together with your spouse and children, which makes it "less friendly" for foreigners. Today, I would like to introduce a few ways to come to China without an invitation letter (only for the three purposes mentioned above). I hope it will help you.

目前疫情肆虐的特殊时期，对于打算申请来华工作（Z字）签证，商业贸易（M字）签证、和交流访问（F字）签证的外国人来说，外事办邀请函（PU/TE Letter）是一道过不去的坎。不仅费时费力，还不能和配偶子女一同申办，对于外籍人员来讲，显得“不那么友好”。小编今天介绍几种免办邀请函，即可来华的方式（只针对上述三种目的来华），希望能帮到大家。

1. "September 23" Notice of the National Immigration Administration - Holders of work permits that expire on March 28, 02020 can re-apply for work (Z-word) visas without an invitation letter from the Foreign Affairs Office

1.国家移民管理局“9月23日”通告——持2020年3月28日过期的工作类居留许可，免外事办邀请函即可重新申请工作（Z字）签证

Starting from September 28, 2020 at 00:00, foreigners with valid Chinese residence permits for work, private affairs and reunion will be allowed to enter China without applying for a new visa. If a foreigner's residence permit for the above three categories expires after 00:00 on March 28, 2020, the holder may apply for a corresponding visa at a Chinese embassy or consulate abroad with the expired residence permit and relevant documents, provided that the reason for entry into China remains unchanged. The above-mentioned persons must strictly observe the Chinese regulations on epidemic prevention and control.

自2020年9月28日0时起,允许持有效中国工作类、私人事务类和团聚类居留许可的外国人入境,相关人员无需重新申办签证。如外国人持有的上述三类居留许可于2020年3月28日0时后过期，持有人在来华事由不变的情况下,可凭过期居留许可和有关材料向中国驻外使领馆申办相应签证入境。上述人员需严格遵守中方防疫管理规定。

Subsequently, the Embassy in Singapore also issued a notice, stating that if the above three types of residence permits held by foreigners expire after March 28, 2020 (inclusive), and the reason for their visit to China remains unchanged, they may apply for the corresponding visas at the Chinese Embassy in Singapore with their expired residence permits and regular application documents before the outbreak.

随后，驻新加坡大使馆也发布通告称：如外国人持有的上述三类居留许可于2020年3月28日（含）后过期，且相关人员来华事由不变，可凭过期居留许可及疫情前常规申请材料向中国驻新加坡使馆申办相应签证。

Note: This method does not apply to the embassies and consulates abroad of the 12 countries that have implemented the Notice on Temporary Suspension of Entry of Persons with Valid Chinese Visas and Residence Permits (for original policy click here Temporary Suspension of Entry into China from UK) since November 2020: UK, Belgium, France, Italy, Philippines, Bangladesh, India, Russia, Ukraine, Ethiopia, Nigeria, and Canada.

注：此方法不适用于自2020年11月起实施《关于暂时停止持有效中国签证、居留许可人员入境的通知》（政策原文戳这里 暂停从英国进入中国）的12国驻外使领馆：英国、比利时、法国、意大利、菲律宾、孟加拉、印度、俄罗斯、乌克兰、埃塞俄比亚、尼日利亚、和加拿大。

2. You can apply for an R (Talent) visa without an invitation letter from the Foreign Affairs Office and apply for an S2 (Family Visit) visa for your spouse and minor children at the same time

2.申请R字（人才）签证，无需外事办邀请函，即可同时为配偶及未成年子女申请S2字（探亲）签证

The R visa requires a Letter of Confirmation for Highly Qualified Persons issued by the relevant national authorities, not a Letter of Invitation (PU) or a Letter of Invitation (TE). If your spouse and minor children are clearly indicated in the Letter of Confirmation, you can apply for a S2 visa for both your spouse and minor children if you provide proof of kinship. If your child is already an adult and does not qualify for a visa, only you and your spouse may apply for a visa for entry.

R字签证需持国家有关部门签发的《高端人才确认函》，而不是邀请函(PU)或邀请函(TE)。在确认函里明确标注配偶和未成年子女信息的，并提供亲属关系证明后可以同时为您的配偶和未成年子女申请私人事务类(S2)签证。如您的子女已经成年,不符合办证条件,仅可为您和您的配偶办理签证入境。

3. More than 118 embassies, consulates, offices of commissioners and offices around the world have implemented the visa facilitation to China after vaccination with the COVID-19 vaccine produced in China, without the need to provide an invitation letter from the Foreign Affairs Office, and family members are benefited to apply for visas to China

(1) Expatriates and their family members who come to China to resume work and production activities in various fields can prepare documents and submit applications in accordance with the requirements before the New Crown epidemic, i.e. there is no need to provide the Invitation Letter (PU), Invitation Letter (TE) and Invitation Verification Form from provincial foreign affairs or commercial departments or central enterprises.

4. In accordance with the measures to facilitate the movement of people between China and Korea, Korean citizens applying for work (Z) visas do not need an invitation letter from the Foreign Affairs Office

In accordance with the measures to facilitate the movement of people between China and Korea, Korean citizens applying for a work (Z) visa must submit a valid Notification of Work Permit for Korean Residents (or Work Permit for Foreigners, etc.).

根据中韩人员往来便利化措施，韩国公民申请工作(z字)签证,提交有效的《列国人工作许可通知》(或《外国人工作许可证》等)。

Note: According to the latest policy of the Embassy in Korea, foreign nationals in Korea are not eligible for this policy unless they receive the New Crown vaccine produced in China.

5. Foreign residents staying in Macau, China for more than 28 days can apply for the relevant visa without an invitation letter from the Foreign Affairs Office

Foreign residents (both permanent and non-permanent) who are staying in Macau for more than 28 days can apply for visas to the Mainland for trade, visit, work, talent, family visit, personal affairs and tourism.

任澳门停留28天以上的澳门外籍居民(含永久性和非永久性)可申办商贸、访问、工作、人才、探亲、私人事务、旅游等赴内地签证。

6. Foreigners from 16 countries with which China has concluded mutual visa waiver agreements can enter China visa-free (for business, visit, tourism, etc.) without applying for a visa to China and, of course, without an invitation letter from the Foreign Affairs Office

6.与中国缔结互免签证协议的16国外籍人员可免签（以商务、访问、旅游等原因）入境中国，无需申请来华签证，当然更无需外事办邀请函

However, this method does not apply to applicants who are coming to China for the purpose of working.

但此方法并不适用于来华工作为目的申请人。

Note: A total of 16 countries have concluded mutual visa exemptions (ordinary passport) with China: UAE, Barbados, Bahamas, Bosnia and Herzegovina, Ecuador, Fiji, Grenada, Mauritius, San Marino, Seychelles, Serbia, Tonga, Belarus, Qatar, Armenia, Suriname.

注：与中国缔结互免签证（普通护照）的国家一共有16个：阿联酋、巴巴多斯、巴哈马、波黑、厄瓜多尔、斐济、格林纳达、毛里求斯、圣马力诺、塞舌尔、塞尔维亚、汤加、白俄罗斯、卡塔尔、亚美尼亚、苏里南。

Foreign nationals entering the country without a visa (including APEC Business Travel Card holders) can also apply for a stay visa after entering the country in isolation.
