Beijing-Tianjin-Hebei Region:

Facilitation Measures on Foreigner’s Work Permit

On Sept 21th, Beijing Overseas Talent Center issued the Notice of Facilitation Measures on Foreigner’s Work Permit in the Beijing-Tianjin-Hebei Region, the details are as follows. Additionally, Shanghai has announced measures too.

To implement the decisions and plans of the CPC Central Committee and the State Council on promoting the coordinated development of the Beijing-Tianjin-Hebei region, in accordance with the Key Tasks List of Beijing to Promote the Coordinated Development of the Beijing-Tianjin-Hebei Region in 2023, and to further strengthen the introduction and retention of foreign talents in the Beijing-Tianjin-Hebei region, we hereby adopt the following facilitation measures on foreigner’s work permit in the Beijing-Tianjin-Hebei region.

Application materials of work permits are mutually recognized.

When foreign talents transfer to other employers in the Beijing-Tianjin-Hebei region and reapply for work permits, they will be exempted from repeatedly providing certificates of work experience (holding the same position), academic degree or related approval documents, professional qualification, as well as non-criminal record and physical examination certificate (foreigners have not left the Chinese mainland) and so on.

A filing system for inter-regional foreign talents flow is piloted.

It is piloted in key universities, research institutions, central state-owned enterprises and regional headquarters of multinational companies in the Beijing-Tianjin-Hebei region. Foreign talents in the pilot employers flow internally within the same system or group shall be put on record, and their work permits can be exempted from reapplication within the validity period (The list of pilot employers will be released later).

Standards of foreign high-end talents are mutually recognized.

Foreign talents who meet the standards of foreign high-end talents in Beijing, Tianjin, or Hebei Province, can apply for work permits as foreign high-end talents (Category A) and enjoy the related convenience.

The access conditions for the urgently needed talents are relaxed.

Foreign innovational and enterprising talents, skilled talents, outstanding foreign graduates urgently needed in the “Two Zones” of Beijing (Integrated National Demonstration Zone for Opening up the Services Sector, and China (Beijing) Pilot Free Trade Zone), the China (Tianjin) Pilot Free Trade Zone, and the China (Hebei) Pilot Free Trade Zone can be relaxed to the age of 70, and can be exempted from providing certificates of a bachelor's degree or above, and 2 years or more relevant work experience. Foreign talents holding overseas vocational qualification certificates stipulated in Accreditation Catalogue of Overseas Vocational Qualification of Beijing and that of Tianjin can also enjoy the convenience listed above

Shanghai: Relaxations for Work Permit Certificates

Chinese and expat professionals holding certain overseas occupational qualifications will be prioritized in receiving support, including obtaining work permits and adequate housing in Shanghai, in the latest effort announced by the city on Wednesday to attract talent from around the world to further boost its vitality.

Eighty-five qualifications were included in the Shanghai List of Recognized Overseas Occupational Qualifications unveiled at the Third Shanghai Talent+ Summit.

"Shanghai will continue to unveil policies that may even be more favorable than some overseas to help talent thrive and prosper," said Wu Qing, vice-mayor of Shanghai.

Category A:Forty-eight qualifications

Forty-eight qualifications from the United States, the United Kingdom, Singapore, Australia and the Hong Kong Special Administrative Region in the fields of financial management, next-generation information technology, biomedicine, high-end manufacturing, architecture and engineering that echo with Shanghai's pillar industries for development were deemed in category A.

The holders can have access to a set of support measures around talent introduction.

Category B:Another 15 qualifications

Another 15 qualifications, such as a fellow with the Association for Computing Machinery, a fellow with the Institution of Engineering and Technology in the UK, and a fellow with the Royal Aeronautical Society in the UK, were deemed in category B, and the holders will enjoy benefits in working conditions.

Category C: 22 other Qualifications

Twenty-two other qualifications were deemed in category C, and the holders can acquire corresponding professional titles in China directly if they contribute to innovations and start businesses in Shanghai.

The municipality introduced a package of premium services for global outstanding talent working full time in Shanghai on Wednesday. Such talent will have access to high-end, tailored services in settling and adequate housing, among others.

Applicants must possess internationally recognized professional achievements in the technological field, or make innovations or start businesses in Shanghai with internationally leading technological achievements or industry recognized investment and financial strength. In other cases, they must work in important positions at internationally renowned companies or first-class technology-based enterprises and institutions.

Haikou: "Simultaneous Issuance" of Work and Residence permits for Foreigners

On Sept 12th, According to the Haikou Bureau of Foreign Experts, Haikou has taken the lead in implementing the "one window processing and simultaneous issuance" of foreign work permit and residence permit in Hainan province.

After receiving a message notification, the operator only needs to go to the "Comprehensive Window for Foreigners Services" located at the 12345 Management Center of the Haikou Municipal Government Comprehensive Service Hotline to collect two permits at once.
