Q&A on the Airline Boarding Requirements for Certificates of Negative Nucleic Acid and IgM Anti-Body Tests Results
【1】Can I fly to China from Austria via direct flights now?
Passengers going to China via direct flights from Austria should pay attention to special requirements for flights to Beijing. Only Austrian citizens and Chinese citizens with a valid residence permit (Aufenthaltstitel) in Austria are allowed to take the flight CA842 on Saturday to Beijing. Flights to Shanghai (OS75) do not have these restrictions.
【2】My flight is from Austria via a third country to China, or I am from a third country and will take the transit flight in Austria. The transit time is left for only 1-2 hours. Can I use the HS-Code or the HDC-Code issued by the Chinese Embassy/Consulates in the country of departure to take the transit flight in another country?
No. You need to perform the nucleic acid test and the IgM anti-body test again in the transit country, and apply for a new HS-Code or HDC-Code from the Chinese Embassy or Consulate General in the transit country.
It is recommended to choose a direct flight to China from the country of your current residence. If the condition does not permit, please contact with the immigration authorities of the transit country as soon as possible to learn whether both tests can be directly taken at the transit airport, or whether it is possible to enter the transit country for being tested and to reserve enough time for both tests.
Currently, there are no testing facilities in the transfer area at the Vienna airport. Passengers who fail to enter Austria or have insufficient transit time, cannot conduct the tests and may run the high risks of being rejected to board the plane and getting stranded. Therefore, please take caution in choosing the transit flight via Austria to China.
【3】Which medical institutions in Austria can provide nucleic acid and IgM anti-body tests? Can both tests be done at two institutions separately?
In principle, both tests taken at a legal medical institution with testing qualifications in Austria can be submitted for approval to the Chinese Embassy in Austria. Passengers can go to the proper medical institutions based on their specific circumstances. Both tests can be conducted either at two medical institutions separately or at the same institution. Before you make an appointment, please take factors such as holidays and weekends into consideration and make sure that you can get the test results in time.
And it is also important that you need to take the right type of tests, especially the IgM test, because there are different kinds of anti-body tests (IgA, IgG or IgM). The blood for the IgM test should be taken from veins, not from your fingertip. Only negative results of nucleic acid and IgM anti-body test meet our requirements.
【4】How to understand the requirements that passengers shall complete nucleic acid and IgM anti-body sampling and testing within 48 hours before boarding?
It is based on the sampling date instead of the specific hour of being sampled. For example, if you plan to board the plane on November 15, you are required to submit certificates of two negative test results with the sampling date from November 13 (inclusive) to November 15.
【5】Do children need to be tested?

Generally, children should also take both tests before boarding. If the test institutions refuse to do the tests and the child is under 5 years old, please ask the doctor to issue a confirmation with signature and stamp and send this confirmation to us via pcrtest.aut@gmail.com . When his/her parents meet the requirements, we will contact the airline company.

If the child flies to China via a transit country or region, please ask the Chinese Embassy or Consulate General in the transit country for more information.
【6】When I apply for the HDC-Code, what should I pay attention to?
Please check both test reports to see if they contain the following essential information: the applicant’s name, gender, date of birth, the doctor or the medical institution’s name, signature, stamp, address, contact information, sampling date and preferably the applicant’s passport number, etc.
After checking both reports, please log on the website of http://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone or scan the QR-Code below to fill in the blanks accurately. If tested at two institutions, please fill in the application form with the earlier sampling date.
From now to Nov. 24th, 2020 (Tuesday), foreign passengers can still email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page and the signed health declaration form to the mailbox of the Chinese Embassy in Austria ( pcrtest.aut@gmail.com ) to apply for the verification. In this period, the Certified Health Declaration Form is equivalent to the HDC-Code and both can be used for boarding. From Nov. 25th, 2020 (Wednesday), the Chinese Embassy in Austria will no longer accept e-mail applications for the Certified Health Declaration Form.
【7】How long will it take for the Chinese Embassy in Austria to review the applications? Can the approval be made on weekends? What shall I do if the HDC code is not yet issued 2 hours before boarding?

【8】Do I need to bring a printout of the test certificates?
Yes, you are advised to bring a hard copy of the original test certificates to the airport in case of further inspection.
