国际原子能机构总干事关于日本核废水排放的特别声明

国际原子能署署长格罗西4月13日就日本排放做出声明。

经过两年多的酝酿决策，在国际原子能署声称技术支持和监督下，日本于2021年4月13日通报政府的决定，将在今后数十年将数以百万顿的处理过的核废水稀释排放到太平洋。以下是国际原子能机构总干事格罗西4月13日就日本排放的声明。

日本刚刚通告了将如何排放经过处理的、储存在2011年发生事故的福岛核电站的废水的安排。我欢迎这一重要通报。 

Japan has just announced how it will dispose of the treated water, stored at the Fukushima nuclear power plant following the 2011 accident. I welcome this important announcement. 

这是一个里程碑，将有助于为福岛核电站下一步的退役铺平道路。应日本的请求，国际原子能机构随时准备好，为该该计划的安全和透明的实施提供技术支持。

It is a milestone that will help pave the way for further progress in the decommissioning of the Fukushima plant. At Japan's request, the IAEA stands ready to provide technical support in reviewing the plan's safe and transparent implementation. 

我们将在排水之前、排水过程期间、以及排水之后都与日本密切协作。

We will work closely with Japan before, during, and after the discharge of the water. 

我们将向日本派遣多个安全审查团，并支持和在现场观察日本的环境监测行动。

We will dispatch safety review missions to Japan, and also support and be present at the environmental monitoring operations there.

我们的合作和我们在现场本身，将帮助日本及其他国家树立确信，这项水处理工作不会对人类健康和环境产生不利影响。

Our cooperation and our presence will help build confidence in Japan and beyond, that the water disposal is carried out without an adverse impact on human health and the environment.

日本选择的方法在技术上是可行的，也符合国际惯例，尽管水量巨大使得这个项目成为一个独特而复杂的案例。

The method Japan has chosen is both technically feasible and in line with international practice, even though the large amount of water makes it a unique and complex case.

有控制地向海洋排水，是全世界的和该地区的核电站的常规做法。而且是在有力的监管控制下进行的，基于严格的安全和环境标准。

Controlled water discharges into the sea are routinely used by operational nuclear power plants in the world, and in the region. And they are done under firm regulatory control based on strict safety and environmental standards.

我相信，日本将持续地以透明和公开的方式与各方互动，来实施这项排水决策。

I am confident that Japan will continue to interact with all parties in a transparent and open way as it works to implement its decision.

原子能机构将根据自身的技术目标，遵循不偏不倚的机构使命，尽其所能提供帮助。
