保护性耕作是一种以农作物秸秆覆盖还田、免（少）耕播种为主要内容的现代耕作技术体系，能够有效减轻土壤风蚀水蚀、增加土壤肥力和保墒抗旱能力、提高农业生态和经济效益。经过多年努力，我国东北地区保护性耕作取得明显进展。2020年、2021年东北黑土地保护性耕作行动计划实施面积分别超过4600万亩、7200万亩，技术应用总体到位，保护性耕作以点带面、梯次铺开的态势已经形成，农业节本防灾、丰产增产效应和防风固土、保水保墒、地力提升等生态效益逐步显现，为黑土地“用养结合”提供了经济有效、持续可行的现实路径。
The conservational tillage area in northeast China's Heilongjiang Province has this year exceeded 1.7 million hectares, with the aim to protect rare black soil, according to the provincial department of agriculture and rural affairs. Black soil is as treasured as the giant panda. The typical black soil area in Heilongjiang Province is approximately 10.4 million hectares, accounting for 56.1 percent of northeast China's total black soil area.
