Since the 18th National Congress of the Communist Party of China, Dongguan has always kept in mind the ardent instructions of General Secretary Xi Jinping, which is to put skilled work at an important and prominent position in the overall development of the city, provide talent support for innovation leading industrial development, and accelerate the building of the Greater Bay Area's innovation and entrepreneurship talent highland.党的十八大以来，东莞始终牢记习近平总书记殷切嘱托，把人才工作放到全市发展大局重要突出位置来抓，为创新引领产业发展提供人才支撑，加快打造大湾区创新创业人才高地。

Scientific & technological talents

As the core innovation engine of Dongguan, Songshan Lake has given full play to the strong magnetic field of the Science City and scientific research institutes and introduced a series of "1+N" talent policies. From a talented service-driven industrial cluster to building a first-class innovation ecology, it provides enterprises with an all-around innovation guarantee. It attracts scientific and technological talents to take root in Dongguan's development. As of July 2022, there are 23 provincial new research and development institutions in Songshan Lake, gathering more than 6,000 talents from home and abroad, including nearly 30% of high-end skills such as doctors, professors and researchers, and more than 120 high-level talents such as outstanding national youth.作为东莞的核心创新引擎，松山湖充分发挥科学城和科研院所的强磁场作用，出台“1+N”系列人才政策。从人才服务驱动、产业集群集聚，再到一流创新生态的打造，为企业提供全方位创新保障，吸引科技人才扎根东莞发展。截至2022年7月，园区内共有23家省级新型研发机构，集聚海内外各类人才超过6000名，其中博士、教授、研究员等高端人才近30%，国家杰青等高层次人才超过120人。

Over the past decade, Dongguan has supported both scientific and technological talents and skilled talents. In 2018, Dongguan proposed to implement the project of improving the quality of millions of labours and building a "city of skilled talents". In the course system of learning and working combination, he can study with the doctors in the South China University of Technology.十年厚植良壤，在莞邑大地茁壮成长的不仅有科技人才，还有技能人才。2018年，东莞提出实施百万劳动力素质提升工程，打造“技能人才之都”。就读于职业院校的林琥珀正是引领性特色技工教育模式的受益者之一，在校企打造的工学结合课程体系中，他有了向华南理工大学博士学习的机会。
Presently, the total number of talents in Dongguan exceeds 2.8 million, and the proportion of skills will increase from 17.6% in 2015 to 24.6% in 2021. The number of high-level talents in the city is up to 200,000, double that of five years ago. Adhering to the urban characteristics of "scientific and technological innovation+advanced manufacturing", Dongguan is gathering talents from all over the world with greater sincerity, better policies and better services to accelerate to build of the innovation and entrepreneurship talent highland of the Greater bay Area.目前，东莞人才总量超过280万人，人才占比由2015年的17.6%提高至2021年的24.6%。全市高层次人才多达20万人，比五年前实现翻倍提升。坚持“科技创新+先进制造”城市特色，东莞正以更大诚意、更优政策、更佳服务聚天下英才，加快打造大湾区创新创业人才高地。

In the next five years, Dongguan will strive to become one of the most attractive cities for talents in the Guangdong-Hong Kong-Macao Greater Bay Area, promoting the transformation of population advantages into talent advantages. It is estimated that Dongguan's total number of skilled talents will reach 3.834 million by 2025.未来五年，东莞将努力打造成为粤港澳大湾区最具人才吸引力的城市之一，促进人口优势转化为人才优势。预计到2025年，东莞人才总数将达到383.4万人。
