China to Blacklist Bad-Behaving Tourists

On Wednesday, the Beijing Commission of Tourism Development signed a deal with the airport's security, which allows a blacklist to be set up for travelers who violate regulations.


Tourists who behave badly and threaten security at Beijing Capital International Airport will be placed on this record, which could have a negative impact on their future travel plans.


Airport personnel announced that punitive measures will be made public in a short while.


Yu Debin, deputy director of the tourism commission, said this move should go a long way in improving tourists' behavior, safety awareness and assist with customs clearance procedures.



Yu stated that the number of outbound tourists from Beijing has been on the increase at the airport, which has necessitated the introduction of these measures.


A tourist credit system has already been put in place on the website of the commission, in which unruly conduct by Beijing residents or visitors to the capital is recorded.


A tourist surnamed Zhou was the first to be recorded on this list for pulling open an emergency hatch while on a flight from Kunming, Yunnan province, to Beijing on Jan 10. His bad conduct record will be kept for two years.


According to an official at the airport security company, the most frequent transgressions by passengers include concealing cigarette lighters during security checks and refusing to obey orders from security personnel.


"Some hide lighters in their shoes," the official went on to say.


Once discovered, those who cooperate and submit their lighters can receive their boarding passes, while those who don't are handed over to police.




On Dec 16 the China National Tourism Administration issued a blacklist of five tourists who caused chaos on a flight and beat up a tour guide and a convenience store keeper in Japan.


This is the fourth time the administration has taken such an action since May. 16 people have been placed on the list to date, and their records will be kept for one to three years.


Travel agencies will work in accordance with this blacklist.


Deputy General Manager of Phoenix Travel Worldwide Co's Beijing branch, Ma Bin has said that they will accept tourists in accordance with the administration's requirements, and tourists blacklisted for bad behavior would not be accepted.


According to the tourism commission, the daily passenger flow at the airport stands at 230,000.
