本期导读：什么是智库？智库(Think Tank)，即智囊机构、智囊团，最初也称“思想库”，是指由专家组成、多学科的、为决策者在处理社会、经济、科技、军事、外交等各方面问题出谋划策，提供最佳理论、策略、方法、思想等的公共研究机构。严格意义上的智库是独立于政府机构的民间组织。
 

美国的智库相当发达，目前全美大约有2000多个从事政策分析的组织，仅华盛顿特区就有100多个。在美国，智库举足轻重，左右着美国政治、经济、军事、外交等一系列重大决策。
 

智库的职能主要包括：提出思想、教育公众和汇集人才。智库首先通过研究和分析形成新的政策主张，再通过出版书刊、举办各类交流活动、利用媒体宣传等方式，力图使这些主张获得公众的支持和决策者的青睐。

智库十分重视研究人员的培养，智库成员出入政界已成为美国政治的一大特色，一方面智库将精英输送到政府机构任职，由研究者变为决策参与者；另一方面也为在政府换届中的下台官员提供容身之所。
