The External Affairs Associate works to support the Senior External Affairs officerfor China under the overall supervision of the EAP External Affairs Manager asa member of a small China-based team and a larger, decentralized regional team.His/her specific duties and accountabilities include but may not be limited to thefollowing:
Identify and act on opportunities to showcase the Bank's work, programs and/or policies, with a particular focus on World Bank knowledge products such as reports and analytical work, as well as project documents, targeting key external audiences, including media, civil society and partners.
Support monitoring of media coverage related to World Bank Group activities, as well as keeping relevant staff/teams informed on key developments across government, civil society and other development partners relevant to the World Bank Group and its work in China.
Prepare stories and content related to World Bank projects in China. This may include:
Project/site visits to beneficiary communities.
Video recording and interviews.
Photography, or supervising vendor photographers/videographers, graphicdesigners, and multimedia producers.
Working with video editors and graphic designers to prepare stories and visualproducts for use on World Bank and partners’ social media channels, as well asthe World Bank website.
Prepare content for media distribution and sharing with relevant partners.

Prepare content for media distribution and sharing with relevant partners.
Coordinate scheduling, logistics and briefings for communications activities and events (e.g., high-level visits, press conferences, seminars, etc.) involving external audiences.
Support the management of relationships with key development partners.
Respond to routine and non-routine inquiries about the World Bank from media and civil society, presenting clear communications on sometimes complex, difficult issues.
Support in the strategy for digital channels and the management of Chinese web and social media channels (i.e. website, Weibo, and WeChat).
Support the content production, monitoring and analytics for EAP regional digital channels (e.g. website, Twitter, and newsletter) in coordination with the EAP Digital Strategy Liaison as needed.
Design, write, produce, and disseminate communications products (e.g., media releases, feature stories, blogs, infographics, photos, interviews/Q&As, presentations, briefing notes, etc.) that are strategic and consistently on-message about the World Bank’s work in China.
Support the wider ECREA team including the China/Korea/Mongolia and the HQ team as required at critical times such as during high-level visits, high-impact regional campaigns (e.g. International Women’s Day, Climate Change) or when there is a challenging communication issue to be managed.
Selection Criteria
Excellentverbal and written communication skills in English and Chinese.
Excellentknowledge of social, political and economic development issues in China and theAsia-Pacific region; Solid understanding of communications approaches, toolsand methodologies.
Abilityto work to tight deadlines and to juggle multiple tasks.
Strongorganizational, research and analytical skills.
Abilityto develop relationships with key stakeholders and build partnerships.
Abilityto liaise with and manage external multi-media contractors to producehigh-quality products for TV, the web and social media.
Some understanding of the World Bank, its policies and operations; as well as ofcurrent development topics, issues and institutions would be an advantage.
Strong interpersonal skills and ability to work effectively with internal/externalpartners in a multicultural environment.
Abilityto work effectively under stress.
Demonstratedwillingness to provide help, assistance and support to members of the team.
Abilityto work independently and as part of a team.
Excellentcomputer skills and demonstrated ability to execute simple visuals products forsocial media dissemination; ability to use standard Bank technology packages(such as Microsoft Office, Outlook, Adobe Photoshop, etc.);
Abilityto manage, produce content, and analytic reports for social media, websites,and digital campaigns.
MinimumEducation/Experience
Master’s degree (Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science, or other related field) and two years of proven practical experience in a full range of communications approaches, tools, and methodologies essential to planning, designing and executing effective communications strategies and programs;
Experience with and understanding of China’s media, think tanks, civil society and other stakeholders;
Experience working in China with a deep understanding and good contacts in political and development fields in China;
Experience in the international development or international affairs sectors.
Competencies:
Communicationin International Development: Very good ability at communicating with internaland external partners and can articulate their communication needs; solidunderstanding of relevant international development topics.
Social Media, Information Channels and Communication Tools Awareness: Has experiencein and/or demonstrates excellent familiarity with and working knowledge ofsocial media and traditional media channels and tools.
Content Development: Has moderate experience in and/or demonstrates proficiency at alevel sufficient to take full responsibility for the development ofcommunication materials or lead others in developing drafts of communicationmaterials.
Contentand Style Editing: Has moderate experience in and/or demonstrates substantiveworking or functional proficiency level sufficient to rewrite or edit complexcommunications products for purposeful structure, clarity of ideas, and thelogical, persuasive presentation.
Communication Strategy, Planning and Execution: Has moderate experience in and/ordemonstrates a working or functional proficiency level sufficient to lead theplanning, development, and execution of a communication strategy for moderatelycomplex project.
Relationship Management and Political Awareness: Has moderate experience in and/ordemonstrates a level of working or functional proficiency sufficient tostrategize, plan, and implement the development and maintenance ofrelationships with critical internal and/or external constituencies to foster.
