A First in China! Keqiao Rural Housing Land Auction｜全国首次！

426,000 going once… going twice… and sold! On the morning of June 2, Zhou Yongxing, a farmer from Xiabao Village (Gaobu, Yuecheng district) successfully won an 80 square-meter housing land for the price of 426,000 yuan, at the auction site in Xiashan Village (Fuquan, Keqiao district), a look of pure joy written across his face for all to see.

“42.6万第二次，42.6万第三次，还有出价吗？成交！”6月2日上午，在柯桥区福全街道峡山村农村宅基地资格权市域跨县（市/区）有偿选位现场，来自越城区皋埠街道下堡村的农户周永兴以42.6万元的价格成功竞得一块80平方米的宅基地后，难掩心中的喜悦。

As part of a national pilot project aimed at reforming and improving rural housing, Xiashan Village Fuquan sub-district designed and constructed two housing variants - 80 square meters and 115 square meters - to better meet the needs of rural residents. After meeting the housing needs of  own village, those qualified farmers to purchase local land within Shaoxing city are allowed to participate in housing land auctions, with 17 farmers (from 37 applicants) vying for offerings this round. “With this being the first time such a thing has been done in China, there is no precedent to follow,” remarked Ma Yutao, director of Fuquan sub-district, “but after exhaustive research and discussions, we confirmed all necessary details and regulations, reviewed all applicants’ qualifications, and streamlined the bidding process to guarantee the entire process open and fair from start to finish.”

据了解，作为全国农村宅基地制度改革试点项目，福全街道峡山村将村级低效物业土地统一规划、统一建设，设计建造占地80平方米和占地115平方米两种户型的房屋，在满足本村农户建房需求后，允许全市范围内有宅基地资格权的农户跨县（市/区）参与有偿选位，37位报名农户经过资格审查后，最终有17名通过审核的农户参与竞拍。“由于是全国首次，没有经验可借鉴，我们经过多次会商，确认地块、审核资格、完善竞拍流程，确保整个过程公开、公正。”福全街道办事处主任马宇涛说。

At 10:30 am, after 181 rounds of bidding, dual auctions both within and outside the village had come to a close, with 15 beaming farmers the proud new owners of their respective homes, at a total transaction price of 5.768 million yuan. “Lot #34,” at 80 square meters, had a starting price of 300,000 yuan, with a final sale price of 500,000 yuan, at a premium rate of 66.67%. Four bidders are from Keqiao’s surrounding areas such as Yuecheng and Shengzhou.

上午10点半，经过181轮竞价，村内、村外两场“拍卖”正式结束，15块宅基地各有所主，总起拍价520万元，成交价576.8万元，编号34的80平方米宅基地，起拍价30万元，成交价50万元，溢价率66.67%。有4户是来自越城区、嵊州市等绍兴市内柯桥区外的农户。

Ding Xingmiao, secretary of the general Party branch and director of the village committee of Xiashan, registered his delight in the fevered auction far exceeding his personal expectations. “Where there were once only abandoned factories and dilapidated buildings, now stand real and lovely homes. From replacing previously derelict eyesores, to helping farmers realize their homeowner dreams, to increasing the collective income of the village as a whole - it’s genuinely a threefold project.”

这次竞拍的“激烈”程度，远超峡山村党总支书记、村委主任丁兴妙的预期，他告诉记者，这些宅基地原先是“低散乱”废弃厂房和废旧农房。“解决了‘脏乱差’问题，让更多农户‘户有所居’，村集体收入还增加了，可谓‘一举三得’。”

“This process, and its success, provides us with a viable new means in aiding farmers realize their dreams of owning their own home - a goal not only worthy for all involved on an individual level, but one conducive to further promoting urban-rural integration and common prosperity for one and all,” remarked Qiu Jianping, director of Keqiao Bureau of Agriculture and Rural Affairs, adding that he hoped the success of the pilot endeavor would foster the further implementation of the “Keqiao experience” and its strides in benefiting the overall well-being, livelihood, and quality of life for one and all district-wide in continuing to promote and carry out tireless efforts in rural revitalization and giant strides toward achieving common prosperity.

“宅基地资格权的市域跨县（市/区）有偿选位让我们实现农民“户有所居”有了新的手段，有利于进一步推进城乡融合，共同富裕。”区农业农村局局长裘剑平介绍，希望这次探索，能为推动乡村振兴、实现共同富裕提供更多可落地、能推广、惠民生、利修法的‘柯桥经验’”。
