If you are a non-Chinese resident of Keqiao not currently enrolled in basic medical insurance through other means, you may need to participate in a local basic medical insurance program, with applications available through the following channels:

如您为柯桥区外籍人士且未参加异地基本医疗保险，需在柯桥区参加基本医疗保险的，可通以下途径申请：

 Ⅰ. Application Conditions 

办理条件

• In accordance with citywide policy, non-Chinese employees of companies in Keqiao can purchase employee health insurance (including basic coverage and critical illness insurance) through their employer.

按照全市统一政策，外籍人士如果在柯桥区范围内单位就职的，可通过单位缴纳职工医保（享受职工医保和大病医保待遇）；

• Those not working within Keqiao but with a spouse officially employed within the district may apply for urban and rural resident medical insurance.

不在柯桥区单位就职的外籍人士，配偶户籍为柯桥区的，可申请参加柯桥区城乡居民医保；

• This also applies to children registered and schools and kindergartens district-wide.

在本区学校、幼儿园在册的外籍学生（儿童），可申请参加柯桥区城乡居民医保。

• Applicant submits all requisite materials to the relevant medical insurance government office.

申请人向我区医保经办窗口提交申请材料；

• Upon receipt, medical insurance personnel shall complete all acceptance and review processes within prescribed time limits.

医保经办人员收到材料后在承诺时限内完成受理、审核工作；

• Personnel shall then issue a decision on insurance status, responding to the applicant within the assigned time, and complete necessary registration in the system.

医保经办人员作出基本医疗保险职工参保登记的决定，在承诺时限内向申请人反馈办事结果，并在业务系统内登记。

办理方式

Employers or individuals shall submit all requisite application materials at Keqiao district medical insurance service window or the relevant acceptance window designated for each neighborhood / community (see attached table).

用人单位或个人到柯桥区医保经办窗口或各镇（街道）、村（社区）医保经办窗口现场提交申请材料。

 Ⅴ. Application Materials 

申报材料

• For those applying for employee health insurance：

Employee Social Insurance Registry (with official seal), original valid passport and visa, original work permit issued by any and all necessary official government bodies, original signed employment contract, and employer/agent/applicant’s original ID.

外籍人士参加柯桥区单位职工基本医疗保险：《社会保险职工增减表》（加盖参保单位公章）；参保人的有效护照和签证原件；人力资源和社会保障部、国家外国专家局等主管部门出具的有效期内的工作许可证原件；与用人单位签订的劳动合同原件；经办人身份证件原件。

• For those applying for urban and rural resident basic medical insurance:

Persons married to registered residents within the district will need to provide an original, valid passport and visa, original marriage certificate from both spouses, original “household registration” booklet of registered resident, and original ID card of the agent acting on their behalf if applicable.

外籍人士参加柯桥区城乡居民基本医疗保险：与本区户籍居民结婚的人员：参保人有效护照和签证原件、夫妻双方结婚证原件、户籍一方配偶户口本原件、代办人身份证原件。

• Students (children) registered in schools and kindergartens will need to provide an original copy of their student status certificate issued by their school of attendance, an original copy of a valid passport and visa, and requisite original documents from their guardian.

本区学校、幼儿园在册的学生（儿童）：所在学校（幼儿园）出具的学籍证明原件、参保人有效护照和签证原件、监护人（代办人）有效证件原件。

 Ⅵ. Payment Standard for 

Urban and Rural Resident Medical Insurance 

城乡居民医保缴费标准

In accordance with citywide policy, rates for 2022 are set at 1,650 yuan per person per year, with 550 yuan paid by the individual, and the remaining 1,150 subsidized by government bodies at all levels.

根据全市统一缴费标准，2022年度我区城乡居民医保筹资标准为每人每年1650元，其中个人每人每年缴纳550元，各级财政每人每年补贴1100元。
