Keqiao takes action in IPR protection | 纺织品知识产权保护，柯桥在行动
To protect intellectual property is to protect innovation itself… a precept Keqiao knows all too well in its recent, redoubled efforts to strengthen textile-related intellectual property rights throughout the district, ushering a new era of competitiveness and creativity through its newly-published guidelines, Recommendations for Greater Strength and Further Implementation of Intellectual Property Rights in the Textile Industry Districtwide.
保护知识产权就是保护创新。为切实加强柯桥区纺织品知识产权保护工作，提高纺织品创新力竞争力，日前，我区出台《关于进一步加强全区纺织品知识产权保护工作的实施意见》，并将于11月20日起施行。
Slated for implementation November 20, the objectives put forth within address the enhancement of Keqiao core competitiveness throughout all spheres of the textile industry, a continuously growing process constantly weaving together original and integrated innovation, introduction, “digestion,” “absorption,” and “re-innovation.” Every year, more than 300 high-value invention patent applications are submitted, more than 1,000 textile design patents are added, and every day moves a step closer to the district’s ultimate goal of 17 high-value patents per 10,000 people by 2025.
根据实施意见提出的目标，通过原始创新、集成创新和引进消化吸收再创新，不断增强柯桥区纺织行业的核心竞争力。每年新申请高价值发明专利300件以上，新增纺织品外观设计专利1000件以上，力争到2025年实现每万人高价值发明专利拥有量达17件。
Concurrently addressing the need for comprehensively improved intellectual property management as well, more than 5 national-level “intellectual property advantage (demonstration)” enterprises have been added each year, combining to improve the real-world implementation and usage of intellectual property rights in the annual transfer and licensing of 100 patents, and 10% increase in intellectual property pledged-asset financing to help drive their success.
同时，知识产权管理水平全面提高，每年新增国家级知识产权优势（示范）企业5家以上。知识产权运用能力大幅提升，每年专利权转让、许可数量100件以上。知识产权质押融资金额每年增长10%。
Recent years have seen a cavalcade of highlights in Keqiao’s textile industry intellectual property rights - from its vanguard position in establishing the first pattern copyright protection office, the first textile-industry rapid IPR protection center in China, and the first district-level IPR protection center in the province, combining to form a mighty “three-in-one” level of protection in intellectual property integrating trademarks, patents, and copyrights while establishing ever-strengthening assistance in administrative and judicial protection, arbitration mediation, and industry self-regulation - the “four in one” on which it stands - all while constructing the nation’s first textile pattern data center and AI comparison system and instituting the country’s premier textile pattern copyright pledged-asset financing campaign.
近年来，我区纺织品知识产权工作成果亮点颇多，在全国率先成立花样版权保护办公室，建设全国纺织行业首家知识产权快速维权中心，成立全省首个区级知识产权保护中心，实现集商标、专利、版权于一体的知识产权“三合一”保护，构筑集行政保护、司法保护、仲裁调解、行业自律“四位一体”的知识产权保护体系。此外，还建成全国首个纺织面料花样数据中心及AI比对系统，成功发放全国首笔纺织品花样版权质押融资。
