“One license” controls P&D pollution discharge ｜ “一证式”盘活印染排污许可监管
“It’s so much faster now… it used to take 10 to 12 working days for a pollution discharge permit. Now it’s just 5.” With increasing numbers of printing and dyeing enterprises applying for pollution discharge permits through the Keqiao District Ecological Environment Bureau approaching the end of the year, each praises the new, expedited process louder than the last.
From its nearly endless uses, from mortgage for financing to trade in the open market, the value of Keqiao pollution discharge license speaks for itself. Beginning this year, the district has used the licensing infrastructure as a base from which an even stronger regulatory system for fixed pollution sources arises, with emission permits at its core - permits of such instrumental value, they can be used as mortgage collateral in financing applications, concurrently alleviating no shortage of financial difficulties any enterprise may encounter while revitalizing permitting and management supervision to new heights.
“现在排污许可证办理时间快多了，以前差不多要10到12个工作日，现在5个工作日就能拿到。”临近年底，前来柯桥区生态环境分局办理排污许可证变更的印染企业不在少数，大家纷纷为柯桥服务点赞。
在柯桥，排污许可证可抵押融资、市场交易，其含金量不言而喻。便捷的柯桥服务背后是印染行业环境统计与排污许可“一证式”管理国家级试点工作的深入推进。今年以来，我区以该试点工作为抓手，着力构建以排污许可证为核心的固定污染源监管制度体系，全面登记排污许可证内容，激励企业进行排污权抵押融资，缓解企业资金难题，印染排污许可监管进一步盘活。
With the help of digitalization, permit application processes are more standardized and efficient than ever, with this year’s “Digital Intelligence Blue Network”playing an integral role in the emergence of an integrated platform combining environmental statistics with permit data, the latter serving as the core from which a myriad of environmental protection data emerges throughout a virtually endless array of enterprises. Presently containing 1.5 million pieces of system data for 110 printing and dyeing companies district-wide, the newly-concentrated, comprehensive database achieves a 50% reduction in the amount of data necessary to be reported by applicant enterprises, forming a “one-stop” process of comparison, standardized reporting, and data coverage.
With its newest platform constructed in the pursuit of further strengthening local enterprise and industry, Keqiao has once again innovated methods never seen before, this time resulting in radically expedited handling processes and shortened application times - currently only 5 working days, 60% faster than before. In fact, the platform’s first application, Hongda Printing and Dyeing - the largest group in the cross-regional integration of the printing and dyeing industry - took only 3. There’s fast. And there’s “Keqiao fast.”
借助数字化建设，印染排污许可监管更规范、高效。今年以来，我区依托“数智蓝网”项目，全力搭建环境统计与排污许可数据一体化平台，以排污许可信息为核心，表格化汇总企业的各类环保信息，目前已完成110家印染企业约150万条系统数据整合，减少企业50%数据填报量，最终形成“一表对照、规范填报、数据覆盖”的监管表单。
为了提升企业获得感，我区在一体化平台建设基础上进一步创新服务，简化办理流程，缩短办理时限。目前，排污许可证变更事项平均办理时间已缩短至5个工作日，较以往加快60%，印染产业跨域整合中最大组团“鸿大印染”的排污许可证首次申领仅用时3个工作日，创造了“柯桥速度”。
In order to further facilitate the smooth transition and success of the “one license” system, Keqiao also canceled previous regulatory limits requiring the upper limit of emission-rights mortgages at 80% of assessed value, further empowering emission-rights assets by combining margin, third-party, and other various mortgage loan methods to provide the maximum number of options for green enterprise development to thrive. As a result, the period from January to November of this year saw an increase in trading of emission rights regionwide, up 18.7% to 37.48 million yuan.
助力“一证式”管理，我区还取消排污权抵押额度上限为评估价值80%的规定，并结合余量抵押、第三方抵押等贷款抵押方式，进一步盘活排污权资产，“贷”动企业绿色发展。今年1-11月，全区排污权交易金额3748万元，同比增长18.7%。
