防控疫情期间学生进出校园审批管理办法

Administrative measures for the examination and approval of students entering and exiting campus during the epidemic prevention and control period

当前防控疫情正处于关键期，为切实做好防控疫情工作，保障师生的生命安全和身体健康，对学生出入校园加强管理，特制定本办法。

Currently, the prevention and control efforts to counter the epidemic is in a critical period. In order to effectively prevent and control the spread of the epidemic, the university is acting to ensure the life and health of teachers and students and strengthen the management of students’ access to and exit from the campus, which lead to the formulation of the following measures.

-THE FIRST-

一、学生进出校园应履行申请审批手续，在拟进出校园前一天15:00前提出申请（以院系提交给党委学生部或研工部时间为准），未经批准不得进出校园。

I. Students must go through the examination and approval procedures for entering and exiting the campus. Each student must submit the exit-entry application before 15:00 on the day before their intended entry and exit to and from the campus (based when the student’s school or department submits it to the student department or the graduate work department). Students shall not enter or exit the campus without getting formal approval.

-THE SECOND-

二、在校内居住的学生原则上不允许离开校园，以尽可能减少在外感染风险。如有特殊原因确需出校的，按以下程序审批管理。

II. Students living on campus are not allowed to leave campus, in principle, to minimize the risk of infection. If there is a special reason for needing to leave campus, the student must go through the following procedures to receive approval.

1.学生本人填写电子版审批表（见附表一），由院系党委审核并加注意见后，提交给党委学生部或研工部，由防控疫情学生工作组审批。

1. The electronic application form (see Appendix 1) shall be filled in by the student. It will be reviewed and commented on by the party committee of their school and submitted to the student department of either the graduate work department or the party committee, who will submit it for final approval from the Task Force on Student Epidemic Prevention and Control.

2.防控疫情学生工作组审批同意后，学生要做好健康防护，按规定时间从指定校门（东南门或西门）持身份证、学生证、经批复的电子版审批表核验出校。如需再次返校的，要按规定时间从指定校门持身份证、学生证、经批复的电子版审批表核验进校。

2. After receiving approval from the Task Force on Student Epidemic Prevention and Control, the student should take strong measures to protect their health and check out from one of the designated school gates (Southeast Gate or West Gate) with their passport, student ID and electronic version of their approved application. If needing to return to university again, student should come to the school with their passport, student ID and electronic version of their approved application according to the specified time granted.

3.学生返校后要服从学校的管理，包括必要的集中住宿健康观察。

3. Students shall obey the management protocols of the university upon their return, including living in the necessary centralized accommodation and adhering to the health checks.

-THE THIRD-

三、在校外居住的学生原则上不允许进入校园，以尽可能减少交叉感染风险。如有特殊原因确需进校的，按以下程序审批管理。

III. Students living off-campus are not allowed to enter the campus, in principle, to minimize the risk of cross-infection. If there are special reasons for entering the university, the student proceeds according to the following procedures for approval.

1. 各院系要严格把握进校申请，目前允许进校的事由仅包括以下情形：

（1）短暂到宿舍或实验室取重要物品；

（2）到实验室参与经学校正式立项批准的防控疫情相关的科研任务；

（3）其他因特殊原因必须进入校园的。

1. Each school or department shall strictly handle the application for admission to the university. At present, admission is allowed only under the following circumstances:

(1) Short visits to the dorm or labs to pick up important materials;

(2) To participate in scientific research tasks related to epidemic prevention and control approved by the university;

(3) Other special reasons for entering campus.

2. 学生本人填写电子版审批表（见附表二），如实报告入校事由及本人身体状况，由院系党委审核并加注意见后，提交给党委学生部或研工部，由防控疫情学生工作组审批。

2. Students should fill in the electronic application form (see Appendix 2) and truthfully report the reasons for entry and their physical condition, and submit it to the student department or graduate work department of the party committee for review and comments. Then, they must submit it to the Task Force on Student Epidemic Prevention and Control for examination and approval.

3. 防控疫情学生工作组审批同意后，学生要做好健康防护，按规定时间从指定校门（东南门或西门）持身份证、学生证、经批复的电子版审批表核验进校，在校内要服从学校管理，并按规定时间从指定校门持身份证、学生证、经批复的电子版审批表核验出校。

3. After being approved by the Task Force on Student Epidemic Prevention and Control, students must undertake adequate health protection, according to the rules in effect at the specified gate (Southeast Gate or West Gate) and bring their passport, student ID, and electronic version of their approved application when they are preparing the entry. Students should obey university management rules while on campus and must bring all necessary electronic documents when they leave campus.

4.各院系要加强对入校学生的管理，切实做好以下工作：

（1）掌握学生入校后的活动内容和路线，做好学生的疫情防控教育，督促学生做好健康防护，按审批内容开展活动，尽量减少和校内人员的接触。
（2）各院系楼宇、实验室等场所要加强出入登记，做好人员体温检测、证件查验等工作，加强楼内巡视，严禁学生滞留过夜。
（3）有师生活动的实验室、办公室等场所，要做好定期消毒工作。

4. Each school/department should strengthen their management of incoming students and effectively do the following work:

(1) Strictly supervise the content and course of action of student activities; perform a good job in the educating students and staff on epidemic prevention and control of students; urge students to do a good job in their own health protection; carry out activities in accordance with the approved content; and to minimize contact between members of the school/department and other people on campus.

(2) Registration for accessing all buildings and laboratories should be strengthened; ensure frequent temperature checks and inspection of exit-entry documents; strengthen the inspection efforts inside the building; and forbid students from staying overnight in all buildings.

(3) Laboratories, offices, and spaces where teachers and students have activities should be regularly disinfected.

四、学生在校园内进入宿舍楼和办公楼也需要进行证件核验、资格审核等，具体办法另行制定。

IV. Students entering dormitory buildings and office buildings on campus also need to carry their documentation proving their right to be on campus and need to access buildings. Specific measures shall be formulated separately.

-THE FIFTH-

五、深圳国际研究生院、五道口金融学院的学生管理参照本办法执行，具体实施细则由两单位制定。

V. The management of students at the Shenzhen International Graduate School and PBC School of Finance shall be implemented by referencing these measures, and the specific implementation rules shall be formulated by the two institutions.

-THE SIXTH-

六、本办法自2月17日起实施，若根据疫情变化做出调整，以最新通知为准。

VI. These measures shall come into effect on February 17, 2020. If revisions are made according to the changes in the epidemic situation, the latest notice shall prevail.
