一日之计在于晨，一年之计在于春。
良好的开端，是成功的一半。
虽然2018年才开了个头，虽然农历立春还未到。但中央应该已经确定，2018年中国将干这三件大事。
第一件大事，全国性扫黑除恶！
按照新华社的报道，这份《关于开展扫黑除恶专项斗争的通知》，措辞相当严厉。
比如，
要聚焦涉黑涉恶问题突出的重点地区、重点行业、重点领域，把打击锋芒始终对准群众反映最强烈、最深恶痛绝的各类黑恶势力违法犯罪。
要坚持依法严惩、打早打小、除恶务尽，始终保持对各类黑恶势力违法犯罪的严打高压态势”；
对扫黑除恶专项斗争中发现的“保护伞”问题线索优先处置，发现一起、查处一起，不管涉及谁，都要一查到底、绝不姑息。
对涉黑涉恶问题尤其是群众反映强烈的大案要案，要有坚决的态度，无论涉及谁，都要一查到底，特别是要查清其背后的“保护伞”，坚决依法查办，毫不含糊。
当然，通知中有一句话，也格外有针对性，必须引起高度重视：
要主动适应以审判为中心的刑事诉讼制度改革，切实把好案件事实关、证据关、程序关和法律适用关，严禁刑讯逼供，防止冤假错案，确保把每一起案件都办成铁案。
综合媒体的报道，几个看点吧：
1、这次专项斗争，重视程度前所未有。党中央、国务院专门印发通知，毫无疑问这是一次重大决策，是2018年中国政治进程中的一件大事。
2、以前，我们的惯有名词是“打黑除恶”，现在突然变成了“扫黑除恶”，按照新华社的分析，“扫黑”比“打黑”更加全面深入，不但要打击犯罪，还要打击违法行为。
3、扫黑除恶，还与基层治理密切相关。一个不容忽视的事实，是中国一些基层已经被黑恶势力侵蚀。比如，六次提到“保护伞”问题。
六次啊！
新华社的报道就说，渗透的重点领域发生变化——从过去的采砂、建筑等行业，转为向物流、交通等领域渗透。还有构建非法高利放贷平台，成立所谓贷款公司，延伸黑恶势力犯罪，然后进行“软暴力”催债，对群众人身财产安全形成威胁。如“校园贷”等，有的也由黑恶势力操控。
这是2018年的中国一件大事，依法进行，也不叫严打，但却真会对中国带来深远影响。希望是海清河晏，长治久安。
第二件大事，超出“国际预期”的更大改革举措。
今年是改革开放40周年，改革开放改变了中国，也才有了今天的成就和底气。
怎么纪念改革开放？肯定不是一个隆重大会那么简单。
在达沃斯世界经济论坛，担任重要职务的刘鹤，作了一次信息量极大的演讲。尤其是在问答环节，他的脱稿演讲里有这么一句话：
中国将利用改革开放40周年的机会推出新的改革举措，所谓改革开放40周年就是中国在1978年开始改革开放，现在整整40年过去了。我们看到改革开放创造了中国经济增长的奇迹，所以这个日子要隆重的纪念。
最好的纪念方法就是推出新的，力度更大的改革开放的举措。至于这些举措是什么？中央政府正在研究，但是在这儿我可以非常负责任的向各位报告，可能我们有一些措施超出国际社会的预期。
第一，中国将隆重纪念改革开放40周年，但这已不是新闻。
第二，最好的纪念方法，是推出新的力度更大的改革开放举措。
第三，具体举措在研究，按一些措施力度将超出国际预期。
尤其是最后一句话，在达沃斯这个地方，特别有针对性，与第三件事也有关。
我下面接着讲。
第三件事，中美斗争白热化。
就在刘鹤发表演讲的前一天，美国终于对中国真动手了。
经特朗普批准，美国将动用尘封已久的单边主义贸易救济工具“201条款”，对进口洗衣机和光伏产品加征“保障性关税”。 在未来3年，美国对进口洗衣机征收税率最高达50%的关税；在未来4年，美国对进口太阳能电池征收税率最高达30%的关税。
但更狠的，还在后面！
1月17日，在白宫接受路透社专访时，特朗普已经扬言，他正在知识产权保护方面，考虑对中国进行一项巨额“罚款”。这启用的是美国“301条款”，特朗普甚至宣称：“我们在说的是你连想都没想过的数字。”
此外，特朗普政府可能采取的贸易制裁措施包括加征关税、限制投资、收紧对华出口管制等。
这绝对不是特朗普的心血来潮，这是一系列针对中国的组合拳。
在达沃斯演讲中，作为中国领导人的刘鹤，没有一句提到特朗普，但一些表述，应该针对的就是特朗普。
比如，他说：近期我们要高度关注大国货币政策的外溢性和债市、股市、大宗商品市场变化，中期要关注劳动生产率的改善和大国储蓄率的变化。
大国货币政策外溢性，毫无疑问第一个就是指美国加息政策。
他说：我们看到，世界经济存在的深层次矛盾仍未解决，还面临债务高企资产泡沫、保护主义、国际和地区热点问题升级等多重风险，存在较大的不确定性。
保护主义，不用多说，第一个肯定就是指美国。
他还说，在人类发展的长期历史进程中，有一个鲜明的特点，那就是历史或以不同的方式重演，或把我们带到似曾相识的十字路口。在这种情况面前，慎重、理性和正确的选择十分关键。
那谁的选择不慎重、不理性、不正确呢……
尤其是问答环节，刘鹤着重提到了知识产权保护问题。他是这样说的：
保护知识产权。这个问题非常重要。近几年我们高度重视，已经付出了巨大努力，下一步的工作重点将进一步加大实施的力度，我们很愿意和国际社会一块来推动这件事。因为中国企业自身已经提出了强烈要求，国际社会对这个问题也高度关注。
第一，这个问题非常重要，我们高度重视。
第二，中国企业自身有强烈要求，国际社会也高度关注。
第三，下一步重点是加大落实，与国际社会共同推动。
毫无疑问，这也是在回应特朗普。
特朗普不是说了嘛，要对中国进行“你想都没想过的数字”的巨额罚款。
然后，刘鹤就解释了中国在知识产权领域的举措，并提到了中国改革开放新举措，力度“超出国际预期”。
很有意思的，上次中国领导人到达沃斯发表演讲，正好特朗普刚刚当选。一年过去了，中美的很多态度发生了微妙的变化。
比如，在中美领导人口中：
美国：从今天起，只有美国第一。
中国：世界好，中国才能好；中国好，世界才更好。
美国：美国是美国人的美国。
中国：构建人类命运共同体，实现共赢共享。
美国：买美国货，雇美国人。
中国：搞保护主义如同把自己关进黑屋子，看似躲过了风吹雨打，但也隔绝了阳光和空气。
美国：对中国的巨额罚款，你们想都想不到。
中国：我们下一步开放力度，你们想都想不到。
真的很有意思，很有时空交错的感觉，让很多观察家都糊涂了。
也难怪，前不就和一个以色列专家聊天，他说，他参加了去年的达沃斯经济论坛，也旁听了中国领导人的演讲，一个最直观的感觉：现在的中国和美国，感觉像是互换了一下身份。
美国在拒绝全球化，中国在拥抱全球化。
美国要求“美国第一”，中国欢迎世界搭便车。
美国撕毁《巴黎协定》，中国继续推进减排。
美国搅和得中东鸡飞狗跳，中国还在努力促谈……
中国还在积极当群主，提出了一带一路这个公共产品，号召世界搭便车；美国则在退群退群又退群，嚷嚷着：这个不公道的世界，老子不干了。
金融大鳄索罗斯就说，特朗普的一系列做法，“将大大有助于中国被接受为国际社会的领导成员(leading member)，他起的作用甚至会超过中国人自己”。
翻译过来，这就是中国的国运啊，碰上了这么喜欢折腾的特朗普！
特朗普，你好好干，中国人不会忘了你的。以后下台了，欢迎到中国来演讲，你挣得肯定比喜欢和微商合影的奥巴马多。
