Can foreign students return from December 8 ? It can't be true

Many readers shared this to me and asked me to confirm whether it is true. 

My first impresion is that it won't be true as it says "From December 8, the entray of foreign students will be resumed in 2021 and the entry of foreigners in 2020. The Chinese cabinet agreed"

There is no cabinet (内阁) in China, I think it is enough to tell that this "good" news can't be true.

As the screenshot looked like the abstract of a webpage, I also checked the full article (attached below). For me, it is like a machine generated page full of keywords to cheat search engine, and I am pretty sure such important notice will only be published by authorities like
