Since 2004

PU letter is no longer requried for foreign nationals who come to China for employment, you just need a Notification Letter for Foreigner's Work Permit to apply for Z visa, this policy is also for their dependents to apply for relevant visa, like S1, S2.

PU letter is still required for business visa.  No update for student visa and tourist visa.
