中国永久居留身份证就是中国绿卡，是指外国人在中国居留期限不受限制的凭证，或者说是获得在中国永久居留资格的外国人在中国境内居留的合法身份证件。

《办法》第四到第七条明确持“绿卡”人员在华工作可享有的各项待遇。其中第四条明确，“在中国就业，免办《外国人就业证》;符合条件的，可优先办理《外国专家证》《回国(来华)专家证》以及各地人才居住证”;第五条规定，“可以合法获得的人民币在中国境内进行外商直接投资”，此举可减少投资的税收和兑换成本;第六条规定，“在中国投资项目、设立外商投资企业的，发展改革、商务、工商、外汇等部门按照外资管理有关规定简化核准及审批程序，提高效率”;第七条规定，“可按规定参加专业技术职务任职资格评审和专业技术人员资格考试”。

在子女就学方面，《办法》规定，“随迁子女义务教育阶段入学，符合条件的，可享受相关政策，由其居住地教育行政部门按照就近入学的原则办理入、转学手续，不收取国家规定以外的费用”。这是首次在国家层面明确了持“绿卡”人员的子女可在居住地接受义务教育，享受本地居民待遇。鉴于我国高等教育阶段针对外国学生的入学要求更适用于外籍人才子女，因此仍按现行政策执行。

《办法》规定：对在我国有关单位任职的外国籍高层次人才，在中国有较高数额直接投资的外国籍投资者、对我国有重大突出贡献或国家特别需要的人员以及夫妻团聚、未成年人投靠父母、老年人投靠亲属等家庭团聚人员，可以授予外国人永久居留证，即中国“绿卡”。

1、在中国直接投资、连续三年投资情况稳定且纳税纪录良好者;
Direct investment in China, stable investment situation for three consecutive years and good tax record;
2、在中国担任副总经理、副厂长等高管职务，或具有副教授、副研究员等高级职称，以及享受同等待遇、已连续任职满四年、四年内在中国居留累计不少于三年且纳税纪录良好者;
Those who hold senior positions such as deputy general manager and deputy factory director in China, or have senior titles such as associate professor and associate researcher, and enjoy equal treatment, have resided in China for not less than three years in four consecutive years and have a good tax record;
3、对中国有重大、突出贡献以及国家特别需要的;
They have made significant and outstanding contributions to China and the special needs of the country.
4、以上三项所指人士的配偶、未满18岁的未婚子女;
The spouses of the persons mentioned in the above three items and the unmarried children under the age of 18;
5、中国公民或在中国获得永久居留资格的外国人配偶，婚姻关系存续满五年、已在中国连续居留满五年、每年在中国居留不少于9个月且有稳定生活保障和住所的;
If a Chinese citizen or a spouse of a foreigner who has obtained permanent residence qualification in China has a marriage relationship of five years, has been in China for five consecutive years, and has resided in China for not less than nine months each year, and has stable living security and residence;
6、未满18周岁未婚子女投靠父母的;
Unmarried children under the age of 18 who turn to their parents;
7、在境外无直系亲属，投靠境内直系亲属，且年满60周岁、已在中国连续居留满5年、每年在中国居留不少于9个月并有稳定生活保障和住所的。
Where there are no immediate relatives outside China, they have invested in their immediate relatives within China, and they are over 60 years old, have resided in China for five consecutive years, have resided in China for not less than nine months each year, and have stable living security and residence.
