5月27日，外交部例行记者会上，发言人陆慷一口气念出一串美国高校名称，并进行了表扬。

美国这几所大学做了什么，为何会得到中国外交部点名表扬？

这一切，还要从耶鲁大学校长彼得·沙洛维（苏必德）的一份公开声明说起……

“我写这封信是为了申明耶鲁对国际学生和学者的坚定承诺，他们对大学至关重要。”

5月23日，耶鲁大学网站公开了校长苏必德的署名声明。

美国一流学府的校长亲自发声，立刻吸引了外界关注。

香港《南华早报》在5月25日报道中一针见血地指出，这一表态，是在“中美学术签证动荡期间”发表的。

而苏必德声明的第一句，也证实了《南华早报》的观点：

In recent weeks, tensions in United States–China relations and increased scrutiny of academic exchanges have added to a sense of unease among many international students and scholars here at Yale and at universities across the country.

近几周，中美关系紧张以及对学术交流审查的加强令耶鲁大学和全美各地大学的国际学生和学者感到不安。

很显然，对于拥有来自美国以外123个国家的2800多名学生，以及近2700名国际学者的耶鲁大学而言，这种不安令人无法忽视。

“我正在与美国大学协会的其他大学校长一道，敦促相关联邦机构阐明其对国际学术交流的担忧。”苏必德介绍了当前耶鲁大学采取的实际行动。

I am working with my presidential colleagues in the Association of American Universities (AAU) to urge federal agencies to clarify concerns they have about international academic exchanges.

In recent weeks, tensions in United States–China relations and increased scrutiny of academic exchanges have added to a sense of unease among many international students and scholars here at Yale and at universities across the country.

近几周，中美关系紧张以及对学术交流审查的加强令耶鲁大学和全美各地大学的国际学生和学者感到不安。

I write now to affirm Yale’s steadfast commitment to our international students and scholars; they are vital to the university community. Over 2,800 students from outside the United States, representing 123 countries, study at Yale. They are joined by nearly 2,700 international scholars who conduct research and teach. Faculty members from around the world create knowledge, teach and mentor students, and add immeasurably to our intellectual community.

我写这封信是为了申明耶鲁对国际学生和学者的坚定承诺，他们对大学至关重要。现如今，耶鲁拥有来自123个国家和地区的2800多名学生，以及近2700名的国际学者。来自世界各地的教职工们创造知识，教育和指导学生，为我们的学术圈注入了不可估量的财富。

Together, these individuals make significant contributions to Yale’s research and educational endeavors. By bringing the most talented and promising students and scholars to our campus, we foster new discoveries and advance our mission of “improving the world today and for future generations.”

Our insistence on welcoming talented colleagues from around the world does not detract from our dedication to the integrity of our research. Yale takes seriously all of the legal and regulatory requirements that safeguard our research enterprise and protect our scholars from the theft of intellectual property. In addition, I am working with my presidential colleagues in the Association of American Universities (AAU) to urge federal agencies to clarify concerns they have about international academic exchanges. The AAU has encouraged agencies to use the tools already in place, such as export controls, while affirming the principle of open academic exchange for basic research. 

我们坚持欢迎有才华的国际学生，但这并不减少我们对严谨正直治学的追求。耶鲁高度重视所有能保护研究企业和保障学术知识产权的法律法规。另外，我正在与美国大学协会的其他大学校长一道，敦促相关联邦机构阐明其对国际学术交流的担忧。美国大学协会已经鼓励联邦机构使用现有手段，比如出口控制，坚持基础研究公开学术交流的原则。

We pair our unequivocal commitment to careful research stewardship with another: international students and scholars are welcome and respected on our campus. We appreciate the expertise, creativity, and dedication they bring to our shared pursuit of knowledge and truth, and we affirm their belonging as members of the Yale community. I remind you that international students and scholars with any questions about their visas or other matters should contact the Office of International Students and Scholars.

我们必将会加强研究管理，但我们同时也承诺，所有的国际学生和学者在这里都将受到欢迎和尊重。我们感谢他们对我们共同追求的知识和真理带来的专业技能、创造力和奉献精神。他们都是耶鲁的一份子。我想提醒各位，遇到签证或者其他任何问题，请联系耶鲁的国际学生和学者办公室。

I will continue to advocate for government policies that support the ability of international students and scholars to study and work in the United States. Openness—a key to the extraordinary success of America’s great research universities—must remain a hallmark of Yale.

在彭博社看来，这封耶鲁校长亲自写给学生和教职工的声明，无疑再次申明了常春藤联盟学校对外国人才的“坚定承诺”。

苏必德的声明，第一时间激励了中国留学生们。

“我们这些来自中国的校友非常振奋，声明刚发表的时候我们很多校友都在朋友圈进行了转发。”目前活跃于中美教育交流领域的耶鲁毕业生丁博这样说。

他表示，耶鲁校训是“光明和真理”，一直以来都是兼容并蓄。此次校长的发声，正是耶鲁大学理念和操守的体现。

越来越多的美国大学拒绝偏见和歧视

一个令人欣慰的现象是，面对美国国内某些人士的对华偏见，越来越多的美国大学站出来为中国学者、为国际学术交流发声。

在5月27日的外交部例行记者会上，陆慷以点名表扬的方式回应了这些高校的发声：

“今年以来，包括耶鲁大学、斯坦福大学、加州大学伯克利分校在内的美国多所高校发表声明，对包括中国留学生在内的国际学生和学者表示支持，认为基于国籍而产生的怀疑会导致可怕的后果。”

This year, American universities including Yale, Stanford and University of California, Berkeley issued statements in support of Chinese and other international students and scholars. They believe that doubts based on nationality may lead to horrible consequences. 

他还特意举出哈佛大学的例子：今年3月，哈佛大学校长巴科明确表示，美中高校等教育文化机构保持和深化交流合作，对促进美中关系十分重要。

President Lawrence Bacow of Harvard University said in March that maintaining and deepening dialogue and cooperation between educational and cultural institutions is vital for US-China relationship, and Harvard is ready to do so.

而被陆慷点名的另外两所学校，也同样在今年早些时候明确对歧视与偏见说“不”。

3月7日，斯坦福校长和教务长联合发表声明称，必须确保对安全问题的关注不会发展为“仅凭校内人原籍国或成长历史便对其横加质疑”这种危险的现象。

We must, however, ensure that attentiveness to national security concerns does not bleed into something more insidious: a questioning of people within our community based on their country of origin or their heritage.

加州大学伯克利分校则在2月21日发表校长、副校长、教务长等的联合声明，有力回击了“针对该大学美籍华人以及与中国公司和机构合作的研究人员发表负面评论”的报告。

声明写道：

Let us be clear that comments of this sort breed hurt and distrust, discriminate against members of our community, and run counter to our well-established Principles of Community.

让我们明确一点，这种言论会造成伤害和不信任，是对我们社区的成员的歧视，违背了我们公认的社区原则。
