美国政府不来进博会？美企却热情高涨：我们得来丨外媒说
昨天，第二届中国国际进口博览会正式开幕。
今年的进博会共有64个国家参展，世界500强和行业龙头企业参展数量显著增加，展会现场十分热闹。
然而此前，美国政府已经表示不会派高级别代表参加本届进博会（the US government isn't sending any high-level representatives to the expo）。
美国的政府态度是一回事，而美国的企业态度则是另一回事了，他们参展的热情十分高涨。
据悉，今年进博会美国企业来了192家，比去年增长18%。美方参展面积也是各参展国中最大的，占4.75万平方米。
据CNBC报道：
American companies remain keen on tapping business opportunities in China, despite the trade tensions between the two countries.
尽管中美贸易关系紧张，但美国公司对挖掘中国的商机仍葆有热情。

美国美中贸易全国委员会高级副会长彭捷宁（Jake Parker, vice president of China operations at the US-China Business Council）在接受CNBC采访时称，去年参展的美国企业对于进博会的满意度很高，这也是今年美国企业热情高涨的原因之一：
“We have heard very positive feedback from US companies who participated in (the import expo) last year.”
我们从去年参加进博会的美国公司那里得到了很积极的反馈。
“Significant numbers of purchases made at last (year's) event were fulfilled and fully executed. These commercial opportunities led to an uptick in interest from USCBC members to participate in 2019.”
去年签的大批采购订单都完成并充分执行了。这些商机使得美中贸易全国委员会的成员今年有更高的兴趣参展。
所以，去年参加过进博会的美国企业，如高通、特斯拉、江森自控、杜邦、陶氏、戴尔、强生、霍尼韦尔、波音、通用电气、3M等，今年又来了。

《华尔街日报》也报道了各家美国企业积极参展、开拓商机的情况：
The chief executive officer of M&M's candy maker Mars Inc., Grant F. Reid, will demonstrate an “immersive smell experience” and a “vending robot” that can “identify crowds autonomously and proactively promote products,” the company told The Wall Street Journal in a statement.
糖果企业玛氏公司首席执行官格兰特·里德在一份声明中告诉《华尔街日报》，该公司将在进博会上展示一种“沉浸式嗅觉体验”和一款能够“自动识别人群，主动宣传产品”的售卖机器人。
Energy, aviation, health care and smart manufacturing, including a titanium alloy 3D-printed wheel, will be displayed by General Electric Co.

And Honeywell International Inc., which says it did over 10 contracts at last year's event, says it will exhibit 30 technologies in aircraft, manufacturing and distribution, some designed for China's market.
霍尼韦尔称去年进博会上签了10多项合同，今年将展示飞行器、制造和分销等领域的30种技术，其中一些是专为中国市场研制的。

据CNBC报道，经济学人信息社（Economist Intelligence Unit）分析师马志昂（Nick Marro）认为，美国公司对于进博会的热情展现了它们有着强烈意愿，希望中美关系能回复到贸易战前的正常状态中。
″(US companies’) participating in this event would be a pretty important demonstration of commitment to the Chinese market. It also signals a strong interest among US corporates in resuming a sense of ‘normalcy’, i.e., to how things were before the trade war ”.
美国企业参展进博会是一个很重要的讯号，彰显了它们对中国市场的投入，同时也暗示着美国企业有着强烈的恢复“常态”的意愿，也即回复到贸易战前的状态。
本届进博会的火爆已经说明，美国企业看好中国经济前景，看好中国市场潜力。
至于美国政府代表来不来，已经不那么重要。正如外交部发言人耿爽在记者会上说的：
“他们来，我们欢迎；他们不来，也没有什么大不了。”
I would like to say that they are welcome to attend the event if they'd like to come. But if they don't, it's no big deal.
“毕竟跟中国做生意的、跟中国开展具体经贸合作的是美国企业。”
After all, it is American enterprises that are doing business and conducting trade and economic cooperation with China.
外媒关注中国巨大市场

中国市场的巨大潜力和开放的胸怀，成为外媒争相报道的对象。《华尔街日报》发文引用了习近平的演讲，并称赞中国开放的诚意：
Chinese President Xi Jinping spoke at the opening of the China International Import Expo in Shanghai, a massive trade fair of companies from 150 nations, which the government says shows its commitment to being a source of global demand.
中国国家主席习近平在上海举办的中国国际进口博览会上发表主旨演讲。今年，有150个国家和地区参加了这场大规模贸易展销会。中国政府称进博会展示了中国作为国际需求来源地的诚意。
“China will open its arms to provide more market opportunities, investment opportunities and growth opportunities for countries to achieve common development,” Mr. Xi said.
习近平说：“中国将张开双臂，为各国提供更多市场机遇、投资机遇、增长机遇，实现共同发展。”
路透社也发文称，进博会影响力很大，将成为认识中国经济和强固国际地位的动力。
For China, which will host more than 3,000 companies and several foreign leaders at the event—including French President Emmanuel Macron—it is part of a bigger drive to cast its economy in a new light and bolster its global role.
3000多家企业和多个国家领导人——包括法国总统马克龙——将参加本届进博会。对中国来说，这会促进人们重新认识中国经济、树立中国国际地位。
上海纽约大学教授副教授罗德里戈·泽丹（Rodrigo Zeidan）对路透社表示，进博会潜台词更是中国在全球经济中扮演的角色。
“The import expo is a very important international relations tool for China. It’s more than just saying that it’s open for business.”
“进博会对于中国来说有非常重要的国际关系用途，绝不仅是显示中国经济的开放。”
➤ 明年进博会展位“手慢无”
进博会到底有多火爆？今年4月，距展会召开还有半年，本届进博会所有展位预定一空。
而明年进博会展位，目前已有115家企业签订，毛面积已经超过6万平方米。

外国企业为何如此看好进博会？
据外媒报道，除了中国扩大开放为世界打开机遇之门，另一个原因是《外商投资法》的提出。
CNBC报道称，《外商投资法》为外国企业来华投资创造了信心：
Some foreign business organizations also said this month that they are encouraged by the draft rules for implementing China’s new foreign investment law, which takes effect Jan. 1.
本月，外国商业组织也表示他们受到中国新的外商投资草案的鼓舞。《外商投资法》将于明年1月1日生效。
The foreign investment law was passed in March and aims to improve intellectual property protection, prevent forced technology transfer and put overseas companies on equal footing with local players.
《外商投资法》于今年3月通过，旨在改善知识产权保护，防止强制技术转让，并使外国公司与本土企业处于平等地位。
霍金路伟国际律师事务所上海代表处合伙人Andrew McGinty说，《外商投资法》将掀起改革开放以来中国最大的开放高潮。
“This is probably the single biggest burst of opening since foreign investment was allowed in China,” McGinty said.

进博会举办两年里，世界见证了中国的进步。
据世界银行10月24日发布的《2020年营商环境报告》，在全球190个经济体中，中国营商环境排名第31位，较去年的第46位大幅提升。
According to the World Bank's newly-released report "Doing Business 2020: Comparing Business Regulation in 190 Economies", China's ease of doing business ranking climbed to 31 this year from 46 last year.
