12月16日，教育部举办新闻发布会，发布《关于加强和改进新时代师德师风建设的意见》（下称《意见》）。

China has issued a guideline to strengthen the professional ethics of teachers, according to the Ministry of Education (MOE) on Monday.

16日，教育部发布加强师德师风建设的指导意见。

其中提及要严格违规惩处，治理师德突出问题。针对高校教师性骚扰学生、学术不端以及中小学教师违规有偿补课、收受学生和家长礼品礼金等开展集中治理。健全教师入职查询制度和有关违法犯罪人员从教限制制度，对于有严重违规行为的教师，终身禁止从教。

The MOE warned that teachers caught committing serious violations, such as sexually harassing students or receiving gifts or cash from students or their parents, will be banned for life from teaching.

教育部警告称，教师若发生性骚扰学生、收受学生和家长礼品礼金等违规行为，终身禁教。

With 15 measures in five aspects, the guideline puts professional ethics as the most important criterion in evaluating teachers, in an effort to raise teachers' ethics and virtues, and encourage public respect for educators and public support for education, said Ren Youqun, an official with the MOE, at a press conference.

教育部教师工作司司长任友群在发布会指出，《意见》包含15项具体任务和5个方面，强调评价教师队伍素质的第一标准是师德师风，加强师德师风建设，让教育工作者得到全社会的普遍支持、让教育事业得到全社会的普遍尊重。

Any teacher confirmed to have abused, molested or sexually harassed students will be permanently banned from teaching in China, the MOE said on Nov 16, 2018.

2018年11月16日，教育部称虐待、猥亵、性骚扰等严重侵害学生的教师将会被永久清除出教师队伍。

任友群还就近期北大、上财等高校教师涉性丑闻回应记者提问。

他表示，要对性骚扰学生等侵害学生身心健康的行为零容忍（have zero tolerance for）。在2018年11月教育部印发的三个教师职业行为的思想准则中，都明确规定了不得与学生发生任何不正当关系，严禁任何形式的猥亵、性骚扰，并规定了严厉的惩处措施。

Their teaching credentials, academic titles and honors will be revoked, and their misconduct will be recorded in the national teachers' management information system and no school will be allowed to hire them to teach or research, or hold a management position, the ministry said in a new code of conduct for teachers from kindergarten to university.

教育部在新的新时代高校、中小学、幼儿园教师职业行为十项准则的中称，违规教师的教师资格、学术职称和荣誉称号将被撤销，不当行为将录入全国教师管理信息系统，任何学校不得再聘任其从事教学、科研及管理等工作。
