教育部：留学人员合理安排出国时间，取消2月份雅思托福等考试
1月28日，根据当前新型冠状病毒感染的肺炎疫情情况和一些国家、地区已实施的入境管制措施，教育部留学服务中心建议计划近期出国的学生学者合理确定出行时间。
Chinese education authorities have advised students to rationally arrange their overseas study trips amid the outbreak of the novel coronavirus.
教育部称，如无特殊需要建议推迟出行时间；确需出境的，应提前了解目的地国家和地区当前对人员入境管理的相关规定，并提前到达出境口岸，留出足够时间接受相关部门检查。
Students are advised to postpone their departure if there are no special needs, the center said, adding that if they have to go abroad, they should know the entry regulations of the destinations before departure and arrive at the exit ports in advance for border inspections.
出现发热伴有咳嗽、呼吸困难等急性呼吸道感染病状的人员应当立即停止出行并及时就医，如实向有关管理人员说明有关行程和搭载的交通运输工具信息，以便有关部门迅速采取排查措施。
People who have developed acute respiratory infection symptoms, such as fever, cough and difficulty in breathing, should immediately cancel their travel plans and seek medical help, it said.
教育部留学服务中心提示，在疫情防控期间，留学人员因证照办理、通关查验等事务需要协助的，可随时致电国家移民管理局。

另据新华社报道，教育部称将在全国范围内取消2020年1月31日和2月所有各类雅思考试以及2020年2月所有托福、GRE、GMAT考试。
教育部考试中心发布《新型冠状病毒感染的肺炎疫情防控通知三号》指出，经向举办考试的考点单位了解情况，近期已不具备组织考试的条件。考试费将全额退还至考生个人报名账户。教育部考试中心将根据疫情防控的进展情况，动态更新2020年2月后雅思、托福、GRE、GMAT等报名和考试安排。
China's Ministry of Education announced Monday that English proficiency exams Chinese students take to get enrolled by foreign universities will be cancelled nationwide during February in view of the ongoing novel coronavirus outbreak.
The exams include the International English Language Testing System (IELTS), the Test of English as a Foreign Language (TOEFL), Graduate Record Examination (GRE) and Graduate Management Admission Test (GMAT).
The IELTS test scheduled for Jan. 31 was also called off, according to the ministry.

Noting the prevention and control of the epidemic is the top priority at the present time, the ministry asked for the understanding of test takers and promised to update new test plans based on the progress of epidemic control.
