2月20日下午，国务院新闻办公室在湖北武汉举行新闻发布会。
发布会现场，全体人员首先起立，为疫情中英勇牺牲的医务人员和不幸去世的患者默哀（the officials paid a silent tribute to medics and patients who lost their lives during the fight against the novel coronavirus outbreak）。
这场由三位中央指导组成员出席的发布会，传递出许多关于湖北武汉疫情防控的重要信息。
武汉不是“孤岛”，武汉不是孤军作战

中央指导组成员、国务院副秘书长丁向阳介绍，按照习近平总书记指示和党中央的部署，以中共中央政治局委员、国务院副总理孙春兰为组长的中央指导组（the central government work group guiding epidemic control work in Hubei province），于正月初三来到武汉。
“中央派指导组到来，是告诉武汉和全国人民，武汉不是‘孤岛’，武汉不是孤军作战。”丁向阳说，武汉是湖北人民的，也是全国人民的，所有中国人都与武汉人民一起守护着这片美丽的土地，守护着我们共同的家园。
"By sending the work group to Wuhan, the central leadership has sent a message that the city is not an isolated island and is not fighting alone," said Ding Xiangyang, deputy secretary-general of the State Council, China's Cabinet.
约谈有关负责人释放了一个强烈信号
会上，丁向阳表示，约谈武汉市、区有关负责人，目的就是释放失职失责必须追究这样一个强烈的信号，警醒广大党员干部，要切实进入战时状态，真正把人民群众的生命安全和身体健康放在第一位。
丁向阳表示，对有关市级领导和区级领导开展约谈，就是针对一段时间以来，特别是“四类人员”集中收治过程中，应收尽收过程中，一些干部存在的底数不清、情况不明、救治不及时、责任不落实这样的情况和问题，甚至有的地方在转运重症患者过程中，存在衔接无序、组织混乱、导致群众严重不满等问题。
The central work group is tasked with enhancing oversight over poor implementation of containment measures, launching investigations and urging rectification, said Ding.
"We have held talks with local government and health authorities in Wuhan to resolve issues such as delays in treatment and unclear statistics," said Ding, adding that the group has warned officials that they will be held accountable for their failure or dereliction of duty.
医疗物资短缺的状况有了很大改善

中央指导组成员、国家发展改革委副主任连维良介绍，经过全国上下的共同努力，目前医疗物资短缺的状况有了很大改善。
以N95口罩、防护服为例，昨天（2月19日）全国从各个渠道供应湖北的N95口罩达到33.6万只，防护服达到13.3万件。这相当于之前全国N95口罩、防护服生产能力的两倍。
这仍然是一种紧平衡，但是对一线医护人员和高危人员所需的防护物资是可以保障的。
The key supplies for medical personnel on the frontlines to fight the novel coronavirus epidemic in Hubei province are guaranteed, and the supplies of living materials are basically abundant, said Lian Weiliang, deputy director of the National Development and Reform Commission.
On Feb 19, a total of 336,000 N95 masks and 133,000 protective suits were collected across the country and supplied to Hubei, said Lian.
连维良介绍，在武汉实行更严格的管控措施之后，对医疗物资的需求会大幅度增加，下一步的总体考虑，归纳一下就是四句话：增加数量，保障质量，应保尽保，特事特办。
具有医治能力的病床
规模将达到7万张左右
连维良介绍，将继续推动“两增一改造”工作，即增加定点医院（designated hospitals）和方舱医院（mobile cabin hospitals），对具备条件的集中隔离点改造成为隔离治疗点（medical quarantine sites）。
武汉市定点医院的床位规模要达到3万张以上，方舱医院的床位规模也要达到3万张以上，隔离治疗点的床位规模要达到1万张以上，使得具有医治能力的病床规模达到7万张左右。
The designated hospitals, makeshift hospitals and quarantine sites in Wuhan are expected to offer about 70,000 hospital beds, added Lian.
为了支持湖北、支持武汉医疗救治能力建设，中央预算内投资连续3批安排了7亿多元给予补助。
Since the coronavirus outbreak, the central government has subsidized over 700 million yuan to improve the medical treatment capability of the province.
