意大利紧急“封城”，涉及全国1/4人口，总理：是时候负起责任了

Italian Prime Minister Giuseppe Conte signed a decree early Sunday that imposes restrictions to the movement of people in the region of Lombardy and 14 other provinces, home to more than 16 million people. The measures will be in place until April 3.

热门旅游地米兰和威尼斯也将受影响。
Locations affected by the lockdown include the financial hub Milan and the tourist destination of Venice are subject to strict measures, including the closure of schools and universities and the cancellations of all public events, sports events and civil and religious ceremonies.
封锁区域包括经济中心米兰和旅游胜地威尼斯，封锁措施包括中小学和大学停课，停止举办一切公共活动、体育赛事、民间婚丧仪式、宗教活动等。
违反禁令的人将面临最高3个月的监禁和206欧元的处罚。
People who do not adhere to the restrictions will face up to three months in prison and a fine of 206 euros ($232).
据了解，虽然禁令限制人口流动，但这些地区的交通设施依然照常运行，餐馆也限时开放。
While trains and planes are still operational, the government is forbidding people from leaving unless absolutely necessary.

Restaurants and bars can open but only from 6 am to 6 pm, and only if they can ensure three feet of space between each guest.

Nationwide, the government ordered the closure of all cinemas, theaters, concert halls, libraries, and museums, as well as the quarantine of anyone with a fever above 37.5 degrees Celsius (99.5 degrees Fahrenheit), and anyone who’s tested positive for the virus.

"There will be an obligation to avoid any movement of people," Conte said Sunday as he announced the new measures. "And even within the areas, moving around will occur only for essential work or health reasons."

He added, "We understand that these measures will impose sacrifices, sometimes small and sometimes very big. But this is a time where we must take responsibility. ...We need to understand that all of us need to adhere to the measures."

▌意大利民众涌向车站

据意大利《共和报》报道，孔特签署法令后，米兰中心车站和加里波底门站的夜班列车内涌进了大量人群，超过500人想要登上开往意大利南部的最后一班列车。售票处至少有150人等待购买车票，希望在封锁令生效前离开伦巴第大区。此外，还有部分暂时居住在米兰的南部省份居民驾车离开，担心困在当地。
▌意大利病死率升至全球最高
据意大利卫生部公布的最近数据，3月8日，意大利累计死亡病例从7日的233例上升至366例，死亡病例数单日增长133例，增幅高达57%，其中大部分死亡病例出现在意大利北部伦巴第大区。
The number of people who have died from the coronavirus in Italy has shot up by 133 in a day to 366, according to the Civil Protection agency on Sunday.
意大利新冠肺炎累计确诊病例为7375例，病死率高达4.96%，为全球最高。
The total number of infections leapt 25% to 7,375 from 5,883.
On the reported figures, Italy's mortality rate stands at 4.96%- far higher than the rate in South Korea and China.
目前，意大利确诊病例总数已超过韩国，成为中国之外疫情最严重的国家。
Italy has overtaken South Korea as the world's second-worst coronavirus-hit country.
