当地时间7月1日，英国下议院召开会议，期间就香港国安法刊宪生效一事大放厥词。英国首相约翰逊在会上表示，将向300万有资格申请BNO（英国国民海外护照）的香港人提供入籍途径。
Up to three million Hong Kong residents are to be offered the chance to settle in the UK and ultimately apply for citizenship, Boris Johnson said Wednesday.
英国外相拉布宣称，英方将向香港BNO持有人和其家属提供5年居留许可，之后可以申请定居身份，在此1年后便可申请加入英国国籍。他强调，此入籍途径没有名额限制。
对此，中国驻英国大使馆发言人作出回应：
关于英国国民（海外）护照问题，英方曾与中方互换备忘录，明确承诺不给予持有英国国民（海外）护照的香港中国公民在英居留权。
Regarding the British National (Overseas) passport, or the BNO passport, in the memoranda exchanged between the two sides, the British side declares that it will not confer the right of abode to Chinese citizens in Hong Kong who hold BNO passports.
中国全国人大常委会在《关于<中华人民共和国国籍法>在香港特区实施的几个问题的解释》中明确指出，所有香港中国同胞，不论其是否持有“英国属土公民护照”或者“英国国民（海外）护照”，都是中国公民。
It is made clear in the Explanations of Some Questions by the Standing Committee of the National People's Congress Concerning the Implementation of the Nationality Law of the People's Republic of China in the Hong Kong Special Administrative Region that all Chinese compatriots residing in Hong Kong are Chinese nationals, whether or not they are holders of the British Dependent Territories Citizens passport or the British National (Overseas) passport.
如果英方执意单方面改变有关做法，不仅违背自身立场和承诺，也违反国际法和国际关系基本准则。
If the British side makes unilateral changes to the relevant practice, it will breach its own position and pledges as well as international law and basic norms governing international relations.
我们对此坚决反对，并保留采取相应措施的权利。
We firmly oppose this and reserve the right to take corresponding measures.
中方敦促英方客观公正看待香港特区维护国家安全立法问题，尊重中方立场和关切，不以任何方式干涉香港事务。
We urge the British side to view objectively and fairly the national security legislation for Hong Kong, respect China's position and concerns, refrain from interfering in Hong Kong affairs in any way.
