【双语】汪文斌：违背、挑战一个中国原则就是改变台海现状
“外交部发言人办公室”消息，在2022年8月9日外交部例行记者会上，《北京青年报》记者提问：美国国务卿布林肯6日在会见记者时称，目前的状况不是一夜之间或在真空中发生的。近年来中国在台湾问题上采取了越来越多破坏稳定和具有潜在危险的行动。台湾40多年来的现状改变来自北京，而不是美国。中方对此有何回应？
汪文斌：什么是台海现状？答案十分清楚，那就是两岸同属一个中国，台湾是中国的一部分，中国的国家主权和领土完整从未分割。换句话说，一个中国原则就是对台海现状的清晰界定。违背、挑战一个中国原则就是改变台海现状。
事实是，美方违背在中美三个联合公报中所作的承诺，在虚化、掏空、歪曲一个中国原则的道路上越走越远。美方在《中美建交公报》中明确表示“与台保持非官方关系”，近年来却纵容放任作为美领导人的众议长等高官访台。美方在“八·一七”公报中承诺“逐步减少对台售武、并经过一段时间导致最后解决”，实际上美国售台武器的规模和性能不断提升，迄今总额超过700亿美元，美现政府任内已达11亿多美元。美方在“八·一七”公报中表示“无意执行‘两个中国’或‘一中一台’”政策，却公然助台拓展所谓“国际空间”，甚至跳到台前助台“固邦”。近年来，美国虚化、掏空、歪曲一个中国原则的行径更加露骨，“一中”政策的前缀、后注越来越长，“与台湾关系法”、“对台六项保证”等美方单方面炮制而中方从一开始就不予承认和坚决反对的东西被加了进来。美方还同台当局加大勾连，在台海耀武扬威，给“台独”分裂势力撑腰打气。
这一切都表明，破坏一个中国原则、改变台海现状的正是美国和“台独”分裂势力。
坚持一个中国原则，是保持台海风平浪静的定海神针。背弃一个中国原则，就是掀起台海惊涛骇浪的罪魁祸首。中国人民有不信邪、不怕鬼的骨气，有万众一心、众志成城的决心，更有坚决捍卫国家主权、民族尊严的能力。我们将同国际社会一道，坚定维护一个中国原则，坚定捍卫国家主权和领土完整，坚决遏阻一切“以台制华”图谋，坚决粉碎台湾当局“倚美谋独”的幻想。
Beijing Youth Daily: US Secretary of State Antony Blinken said to the press on August 6 that the current situation is “not something that’s happened overnight or in a vacuum. What we’ve seen over the last few years is China engaging in increasingly destabilizing and potentially dangerous actions with regard to Taiwan, and this follows from that. And that’s why we say that the change to the status quo that’s prevailed with regard to Taiwan for more than 40 years is coming from Beijing, not from the United States”. What’s China’s response?
Wang Wenbin: What is the status quo across the Taiwan Strait? The answer is crystal-clear, i.e., both sides of the Taiwan Strait belong to one and the same China and Taiwan is part of China’s territory. China’s sovereignty and territorial integrity have never been split. In other words, the one-China principle clearly defines the status quo across the Taiwan Strait. To violate and challenge this principle is to change the status quo.
Here are the facts: the US has gone back on its commitments in the three Sino-US joint communiqués and going further down the path of fudging, hollowing out and distorting the one-China policy. The US clearly pledged in the Sino-US Joint Communiqué on the Establishment of Diplomatic Relations that it will maintain unofficial relations with Taiwan. In recent years, however, the US greenlighted and connived at visits to Taiwan by senior officials including the House Speaker, who is considered a US leader. The US pledged in the August 17 Communiqué released in 1982 that “it intends gradually to reduce its sale of arms to Taiwan, leading, over a period of time, to a final resolution”. However, the US has actually kept increasing arms sales to Taiwan in both qualitative and quantitative terms, with the total volume to date exceeding US$70 billion, including over US$1.1 billion of arms sales conducted by the current US administration. The US also reiterated in the August 17 Communiqué that “it has no intention of pursuing a policy of ‘two Chinas’ or ‘one China, one Taiwan’.” However, it has been assisting Taiwan in expanding its so-called “international space” and even openly helped Taiwan consolidate its so-called “diplomatic relations”. In recent years, the US’s moves to fudge, hollow out and distort its one-China commitment have become even more blatant. It has inserted more preconditions and provisos into its one-China policy such as the “Taiwan Relations Act” and the “Six Assurances”, which were unilaterally concocted and have never been recognized and have been firmly opposed to by China from the very beginning. The US has also been colluding more with the Taiwan authorities and flexing muscles around the Taiwan Strait to bolster “Taiwan independence” separatist forces.
All these facts show that it is the US and “Taiwan independence” separatist forces that are undermining the one-China principle and changing the status quo in the Taiwan Strait.
The one-China principle is what underpins peace and stability across the Taiwan Strait. Anyone who renounces the one-China principle would be responsible for causing fierce storms in the Taiwan Strait. We Chinese people have the guts not to yield to bullying or intimidation, the resolve to unite as one and face any challenge together, and very importantly the ability to resolutely safeguard national sovereignty and dignity. We will continue to stand with the international community to resolutely uphold the one-China principle, defend China’s sovereignty and territorial integrity, deter and push back any attempt to contain China by using the Taiwan question, and shatter the Taiwan authorities’ wishful thinking of seeking “Taiwan independence” through soliciting US support.
