According to the announcement by the Ministry of foreign affairs and the State Administration of immigration on September 23, 2020, foreigners holding valid residence permits for Chinese work, private affairs and reunion can enter China without re-applying for a visa effectively from September 28.
一、根据中国外交部、国家移民管理局9月23日公告，自2020年9月28日0时起，持有效中国工作类、私人事务类和团聚类居留许可（样式见下图）的外国人可入境中国，无需重新申办签证。
For holders of residence permit that expired after March 28, if they wish to return to China, they have to apply for a visa at the nearest Chinese embassy. Note that, the purpose of your return must be the same as stated on your residence permit. Materials needed are as described below:
Work Visa(Z visa)
1. A copy of the expired residence permit;
2. Valid foreigner 's work permit notice or valid foreigner's work permit", etc.
Personal Matters(S visa)
1. A copy of the expired residence permit;
2. Invitation letter, in addition, a copy of passport and valid residence permit of the person living in China who invited you;
3. The original certificate of proof of the relationship between the applicant and the inviting party (such as marriage certificate, birth certificate, etc.).
Reunion Visa( Q visa)
1. A copy of the expired residence permit;
2. A copy of the invitation letter, Chinese ID card or Chinese permanent residence permit of the inviting party;
3. Original certificate of family relationship (such as marriage certificate, birth certificate, etc.).
如外国人持有的上述三类居留许可在2020年3月28日0时后失效，在赴华事由不变的情况下，可凭过期居留许可和如下材料申办相应签证：
工作（Z字）签证
1、过期的工作类居留许可复印件；
2、有效的《外国人工作许可通知》（或《外国人工作许可证》等)。
私人事务（S字）签证
1、过期的私人事务类居留许可复印件；
2、在中国居留的外国人出具的邀请函、护照、有效居留许可；
3、申请人与邀请人之间的亲属关系证明原件（如结婚证、出生证、户口本或亲属关系证明等）。
团聚（Q字）签证
1、过期的团聚类居留许可复印件；
2、中国邀请人出具的邀请函、中国身份证或中国永久居留证复印件；
3、家庭成员关系证明原件（如结婚证、出生证、户口本或亲属关系证明等）。
People who do not meet conditions listed above, these are the steps for the application if you qualify:
1. If you are engaged in necessary economic, trade, and scientific and technological activities, you can apply for business visa (M visa), F visa (this is for research, lecture, business, scientific-technological and cultural exchanges or short-term advanced studies or intern practice for a period of less than six months.), while those who return to visit their families for private affairs they can apply for S visa. For these, you need an invitation letter issued by the provincial foreign affairs office or the Department of Commerce of China.
2. For Chinese citizens visiting China for family reunion, foreign spouses or minor children of foreign citizens with permanent residence qualification in China, they can apply for a Q1 visa. This needs an invitation letter issued by the person in China who is inviting them, a copy of Chinese identity card or Chinese permanent residence certificate, and the original certificate of proof of family member relationship.
3. Those who wish to go to China to take care of and support Chinese parents, they can apply for a Q1 or Q2 visa. These requires an invitation letter issued by one of the Chinese parents, the copy of Chinese identity card of the inviting party, and the original certificate of proof of family member relationship.
4. Foreign citizens who have a confirmation letter of foreign high-end talents can apply for R Visa, while their spouses and minor children can apply for S2 visa by submitting proof of relationship certificates (such as marriage certificate, birth certificate, etc.).
如不符合上述情形，可按以下要求申请签证：
一 | 赴华从事必要的经贸、科技等活动的外国人申请商业贸易（M字）、交流访问（F字）及复工复产人员探亲家属申请私人事务（S字）签证，提交中国省级外办或商务厅等部门出具的邀请函。 |
二 | 赴华家庭团聚的中国公民或具有中国永居资格的外国公民的外籍配偶及未成年子女申办Q1字签证，提交中国邀请人出具的邀请函、中国身份证或中国永久居留证复印件、家庭成员关系证明原件（如结婚证、出生证、户口本或亲属关系证明等）。 |
三 | 赴华照顾、赡养中国籍父母的外籍子女及其配偶和未成年子女申办Q1或Q2字签证，提交中国籍父母一方出具的邀请函、中国身份证复印件、家庭成员关系证明原件（如结婚证、出生证、户口本或亲属关系证明等）。 |
四 | 持《外国高端人才确认函》的外国公民可申办R字签证，其配偶和未成年子女提交关系证明（如结婚证、出生证等）可申办S2字签证。 |
The above visa applications should be submitted through the China visa application service center. Please fill in the visa application form online in advance throught https://www.visaforchina.org. Make an appointment to apply for the visa and submit the application accordingly. In addition to the necessary materials required for the above requirements, the applicant should also submit the original passport and the copy of the information page, health status commitment signed by the applicant, and the original and copy of the valid alien registration certificate or visa. Please contact China visa application service center for specific procedures and application requirements.
上述签证申请均需通过中国签证申请服务中心递交。请提前在线填写签证申请表(https://www.visaforchina.org)、预约办证时间，并按预约的时间递交申请。除上述各项签证要求的必要材料外，申请人还需提交护照原件和资料页复印件、本人签署的《健康状况承诺书》、有效外国人登录证或签证原件和复印件。具体流程和办证要求可径询中国签证申请服务中心。
4. For diplomatic, official and emergency humanitarian visa, please contact Chinese embassies and consulates in your country for consultation and submission.
四、外交、公务类及紧急人道主义签证请径向中国驻各国使领馆咨询递交。
